("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of an application submitted by Verizon Wireless ("Applicant") to modify equipment on a one hundred sixteen feet (116) foot monopole, owned by Crown Castle International located at 415 Elijah's Lane in the Town of Southold, see figure 1. Verizon, like most other wireless service providers have been upgrading their existing sites in an effort to bring newer services nationwide. The proposed upgrades would allow Verizon to expand into the next technology of wireless communications, which will provide new higher speed wireless broadband service to complement their existing cell phone service. This particular support structure has been subject to several confusing calculations and proposed modifications over the last three years. Initially MetroPCS proposed adding a twenty (20) foot extension to the tower top; but a merger between T -Mobile and MetroPCS eliminated that need and T -Mobile absorbed the MetroPCS spectrum by combining frequencies into single multiband antennas. The merger created conflicts in the ensuing applications since there was no mention to the Town the tower -approved extension was not necessary. Finally the issues were sorted out and the structural rating has been confirmed to be correct, without the extension and following support information from the various structural engineers. The final tower loading showed the tower stress rating to be 79.1% out of an allowable 105%. The Applicant's proposed upgrades are for antennas that are mounted at the seventy-eight (78) foot level, see figure 2. The Applicant plans to add new electronic equipment within their existing shelter in the ground compound, see figure 3. The Verizon upgrades will consist of a complete change of all tower -mounted equipment. The mounting assembly platform and all twelve (12) antennas will be replaced, six (6) remote radio heads and one (1) new hybrid cable will be added to the monopole structure, see figure 4. Address: 415 Elijah's Lane Southold, New York Telecommunications Site Review January 20, 2015 New York Antenna Upgrade Page 2 There is a conflict between the Construction Drawings (CD's) and the information in the structural analysis (SA) submitted. The CD's submitted states the new Hybrid line will be installed inside the monopole, see figure S; yet the SA feed line exhibit shows the hybrid line outside of the monopole, see figure 6. Recently T -Mobile made similar feed line modifications and proposed the identical configuration, however CityScape recommended a condition that all feed lines be installed inside the structure. When the Verizon and T -Mobile inspections are conducted confirmation will be necessary to indicate the feed lines were correctly installed. The Applicant provided an updated SA from The Jacobs Engineering Group, dated November 4, 2014 that shows all areas of concern have been corrected including the previous misconceptions of the MetroPCS height extension. After these proposed modification the SA calculates the new tower stress rating to be 88.6% out of an allowable 105%, see figure 7. All designs and plans for the proposed new facilities were developed according to accepted practices of RF propagation engineering and the persons completing all work are sufficiently qualified within their disciplines. Every community has the responsibility to provide proper classification of all personal wireless facilities and to process accordingly. Cityscape confirms this application is qualified under The Middle Class Tax Relief and Job Creation Act of 2012 and shall be afforded streamlined processing with staff level approval. Therefore, CityScape recommends approval with the following conditions: 1. All feed lines from all carrier's equipment shall be installed inside the monopole structure; and, 2.
