On December 14, 2014 I carried out an inspection on the site and flagged the western edge of an unnamed wetland area to the east of the subject site. The surveyor will locate the flags in the field and show them on the survey. In addition, he will show any standing water as well as stake the proposed building location. It should be noted that no wetlands or standing water were found on the subject site. As per your request, a detailed inventory of plant species was carried out on the site and in the adjacent wet area. The following is a discussion of our findings. The subject site is a roughly rectangular shaped parcel with 100' on Hickory Road and a depth of approximately 125' on the north property line and 128' on the south. The lot is one of the last remaining lots in an existing residential community. The parcel is lower in elevation than the road and the developed parcels to the north and south. The center of the parcel is between five and six feet lower than the road grade. It then rises up again to the east and at approximately the eastern property line it slopes off to the wet area where the wetlands were flagged off-site. As noted above, no standing water or wetlands were found on the subject site. The property has apparently been used as a dumping area to neighborhood lawn waste. Thick deposits of leaves as well as cut tree and shrub branches, old Christmas trees, and similar landscaping waste are found on site. The habitat of the site most closely resembles a"Coastal Oak-Hickory Forest" as defined by the New York Natural Heritage Program in their publication`Ecological Communities of New York State" (Carol Reschke, et al. 2002). This habitat is common throughout the entire area; existing houses are situated within this habitat throughout the community and large tracts of this habitat exist all along Sound View Avenue. 1 The predominant trees on the site are in the red oak(Quercus sect. Lobatae)group of oaks. There were also a couple of White Oaks(Quercus alba)in the canopy. Interspersed with the oaks were several smaller hickories(Carya spp.), sassafras (Sassafras albidum) and red maples(Acer rubrum). The understory included several shrub species such as Sweet Pepperbush(Clethra alnifolia), sheep laurel (Kalmia angustfolia)and mapleleaf viburnum(Viburnum acerifolium). Since the inspection was carried out in December, no herbaceous plant species were observed on the site. Given the expected dense shade and the thick leaf litter from landscape dumping, there is expected to be many herbaceous species found on site. The following is a list of the plant species observed on site. This list is not meant to be all inclusive, but does provide a detailed representation of the plant species found on or expected to be found on site given the condition. Since there was an initial concern that portions of the site may contain wetland plant species, the US Fish&Wildlife Service(USF&WS)and the US Army Corps of Engineers(USACE) National wetland plant lists were consulted and the wetland indicator categories for each plant is provided. Usually occur in non-wetlands(estimated probability 670/o-990/o), but occasionally found in wetlands(estimated probability 1%-33%). • Obligate Upland(UPL). Occur in wetlands in another region, but occur almost always (estimated probability>99%)under natural conditions in non-wetlands in the region specified. • Not Listed(NL)Plant species that are not found in the"National List of Plant Species That Occur in Wetlands." In the USF&WS column an asterisk(*)following a regional indicator identifies tentative assignments based on limited information or conflicting review. A positive(+) or negative(-) sign was used with the Facultative indicator categories to more specifically define the regional frequency of occurrence in wetlands. The positive sign indicates a frequency toward the higher end of the category(more frequently found in wetlands). A negative sign indicates a frequency toward the lower end of the category(less frequently found in wetlands). The USF&WS list was published in 1996; the USACE, a later publication(2012), no longer uses such indications in their lists due to the lack of data to support such ratings. As shown in the above table, there are no plant species that are Obligate Wetland(OBL)or Facultative Wetland(FACW)plant species. Of the thirteen(13)plants identified on site only three(3) are even categorized as Facultative(FAC) species, or those that are equally likely to be found to occur in wetlands or non-wetland habitats. The remaining ten(10)plant species are either Facultative Upland (FACU), Obligate Upland(UPL), or not even listed in either of the National wetland plant lists. The accordance with§275-2A,the Town of Southold's Wetland and Shoreline law, the first criteria of defining a freshwater wetland is if the site is identified by the NYSDEC as freshwater wetlands. The NYSDEC Environmental Mapper was consulted and it was found that the wetlands located to the east of the site is not identified as a freshwater wetland. The nearest NYSDEC identified freshwater wetlands are those wetlands associated with Great Pond located approximately 1,360 feet to the northwest of the subject site. The NYSDEC uses three criteria to determine if a site is considered wetlands. This method was also used by me in flagging the wetlands adjacent to the site. These are: 1)Predominance of Wetland Vegetation, mainly OBL and FACW species, as well as other species that may be listed in the respective laws(local& state),2)Soil Conditions. If soils are hydric, saturated, have an odor, clay/silt or are identified on the soil survey as muck,peat,or other poorly drained soil and, finally 3)Depth to Groundwater. If groundwater is within 1.5' feet of the surface freshwater wetland can be expected. While most of the plant species identified above is occurring on the site, they are also found surrounding the flagged wetlands to the east of the site. The following plant species are those found within the freshwater wetlands adjacent to the site and dominate the freshwater wetland. Three of the plants identified in the wetlands are Facultative species;the Red Maple and Pepperbush are also found in the upland area surrounding the wetland. The third FAC species, the Tupelo, was not observed in the adjacent area but can be expected given the conditions. The Swamp Azalea and High Bush Blueberry are Facultative Wetland species and are found predominantly within the wetland boundary. The plants show signs of adaptations that the site is either permanently or periodically flooded or have saturated soils. Most of the FAC plants, and particularly the Red Maples, have buttressed(swollen)tree trunks, multi-trunked and/or shallow root systems. The FAC species not in the wetlands do not have these conditions. As defined in the NYSDEC"Freshwater Wetlands Delineation Manual", these are conditions to look for in establishing wetland boundaries. The only plant species found in both the NYSDEC Article 24 and Town of Southold definition of freshwater wetland as a potential indicatory species is the Red Maple(Acer rubrum). As noted above, the Red Maples in the wetland has adapted to the flooded/saturated conditions. Those few Red Maples found on the site do not have such adaptations. The only other plant species identified as a wetland plant species by the Town of Southold and found in the wetland area was the Swamp Azalea(Rhododendron viscosum). Given the wetland is located in a depression and a large number of Obligate Wetland(OBL)or Facultative Wetlands(FACW)plant species were not found it is likely that this site periodically and not permanently floods. Such conditions would not favor wetland plants that would need constantly saturated conditions. The surface soils were observed using a small soil auger. Samples were taken on the site, on the slope between the site&the wetland, as well as immediately adjacent to the wetland boundary. The soils were not saturated,odorous,or discolored on the site or on the slope. It also appeared loamy. Immediately adjacent to the wetland the soil is hydric, is saturated, has a distinct odor and is mottled and discolored. This area also had a higher concentration of clay and fine material than those samples observed on the site and slope. A review of the USDA Web Soil Survey finds that the area of the site and the wetlands are both identified as Plymouth Loamy Sands. These are deep, excessively drained coarse-textured soils that form over a mantle of loamy sands and coarse sand and gravely. They are also usually not associated 4 0 with wetlands because of their characteristics. This area is part of the terminal moraine and has a number of depressions and undulating terrain. Based on this and the localized soil conditions, it is assumed that the area of wetlands, being located in a depression, has accumulated fine material over the years until the depression has become impermeable and doesn't allow it to drain for extended periods of time. This allows certain plant species to have a competitive edge. The surface water in the wetlands appears to be perched. While no elevations are provided for the wetland area, elevations are provided at the corners of the site and for the test hole,located adjacent to Hickory Road. The test hole log shows that groundwater was encountered 11.2'below the surface of the test hole location. According to the elevations around the site,the test hole location is approximately the same elevation as the rear of the site. The wetland area,while lower than the site,is not 11' lower. Therefore,the water in the wetland area is assumed to be perched above an impervious layer of soil/material and not directly connected to the groundwater table. The National Wetland Inventory(NWI)was also reviewed to determine if there were wetlands on site. The NWI shows a small wetland to the east of the subject site that is defined as a non tidal,forested wetland of broad- leaved deciduous trees that is seasonally flooded. This is exactly the type of habitat found;however,it appears to be slightly bigger on the NWI map. A stated above,the exact location has been flagged in the field and is being located by the surveyor and placed on the survey. It should be noted that there is a disclaimer on the NWI map which states the locations should be verified with other resources. A copy of the NWI map and the code description of the wetland is found at the end of this report letter. In summary,there were no freshwater wetlands found on the subject site. A majority of the plant species identified on site are not considered wetland plants and are,therefore,not even listed,or are usually found in non- wetland habitats. A few species are equally likely to occur in wetland as well as non-wetland areas,such as Red Maples&Sweet Pepperbush. The entire neighborhood surrounding the site,as well as the general area,contains similar habitat as found on the site. There is a wetland located to the east of the site in a depression that is apparently seasonally flooded allowing the wetland species a competitive edge over other species. This wetland contains a high concentration of FAC and FACW category wetland plants. Plus,soil and groundwater conditions support the wetland determination. After reviewing the proposed plans and visiting the site it is my opinion that the proposed construction of the single-family house would not have an adverse impact on the wetland. Precautions should be taken to preclude sedimentation and erosion into the wetland during construction of the house and a buffer could be considered to limit disturbance. However,this buffer would be more appropriately placed on the property to th of the subject site,on which the wetland is located.
