En -Consultants on behalf of ROBERT & HEIDI BAILEY requests a Wetland Permit to raise the existing one and two-story, single-family dwelling by 2 feet and construct additions to dwelling consisting of a partial (30.4'x45.9', max.) second story addition over existing first story with new roof overhang in-place of existing; a 3.9'x9.7' one-story roadside addition in-place of existing porch; new 5.9'x19.9' roadside porch addition with 6.5'x9.7' steps; construct 9.2'x9.8' stoop/steps in-place of existing rear stoop/steps; construct new 9.2'x20.3' waterside patio using pervious pavers; relocate 8'x12' shed to rear of house; erect fencing; remove existing asphalt driveway and install pervious gravel driveway; abandon existing non -conforming sanitary system and install new, upgraded septic system no less than 100' from wetlands boundary; raise grade around proposed sanitary system with approximately 107 cubic yards of clean sand and topsoil to be trucked in from an approved upland source; replace and relocate existing public water service line; install drainage system of leaders, gutters, and drywells; and establish a 10' wide non -turf buffer adjacent to the edge of tidal wetlands boundary to be actively planted with native vegetation. SCTM# 43-5-6 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. This recommendation considered the Best Management Practices (BMP's) proposed in the action that furthers the LWRP policies. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. By thus increasing on-site groundwater recharge, reducing lawn areas, and increasing the setback of lawn areas from wetICKS, the potential quantity of site runoff reaching the adjacent tidal waters will be decre sed, and the quality of any runoff that does reach tidal waters will be improved throVareduced concentration of potential fertilizers, pesticides, and insecticides. Poterunoff will also be mitigated through the proposed, approximately 1,037 sf net in lot coverage by impervious surfaces; and groundwater and ultimately surface water 11 also benefit as a result of the replacement of the existing, nonconforming sanitary syste likely resting in groundwater with a new, Suffolk County Department of s -conforming sanitary system located no less than 100 feet from wetlands and with all components elevated no less than 2 feet above groundwater. Therefore, the project is consistent with Policy 5, as water quality and supply will be both protected and improved as a result of the mitigation measures associated with the project. See attached. However, the renovations have been designed to maintain existing wetlands setbacks except for a 5' encroachment by a new on -grade patio to be constructed with pervious pavers and to create an approximately 1,037 sf net reduction in coverage of the property by impervious surfaces through the removal of an approximately 1,400 sf asphalt driveway, which is to be replaced with a pervious gravel driveway. Additional mitigation measures have also been included in the project design both to offset any potential impacts of the proposed construction activities and to improve upon existing site conditions and create a net environmental benefit upon project completion. Specifically, the project will result in an improvement to both groundwater and, ultimately, surface water quality as a result of the replacement of the existing nonconforming sanitary system likely resting in groundwater with a new, upgraded sanitary system with all of its components elevated at least 2 feet above groundwater and located no less than 100 feet from wetlands. Additionally, a drainage system of leaders, gutters, and drywells will be installed to collect roof and site runoff, and a 10' wide, approximately 1,112 square -foot nonturf buffer to be planted with native vegetation will be established adjacent to the tidal wetlands boundary, which can serve both as a sink and filter for stormwater runoff and contaminants. By thus increasing on-site groundwater recharge, reducing lawn areas, and increasing the setback of lawn areas from wetlands, the potential quantity of site runoff reaching the adjacent tidal waters will be decreased, and the quality of any runoff that does reach tidal waters will be improved through a reduced concentration of potential fertilizers, pesticides, and insecticides. Together with the above noted reduction in lot coverage by impervious surfaces, these mitigation measures will protect and restore the ecological quality of the site through the protection of on-site wetlands; establishment of wetland buffers and enhancement of indigenous vegetation; and protecting and improving groundwater and surface water quality. The project will thus be consistent with Policy 6. Policy 10. Protect Southold's water -dependent uses and promote siting of new water -dependent uses in suitable locations.
