HomeMy WebLinkAboutLP-02/03/2015 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, February 3, 2015 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Anne Murray Eric Keil Sam McCullough Maureen Cullinane Peggy Dickerson Members Absent: Lillian Ball Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Luke McKay, Peconic Land Turst (7:15 p.m.) Tim Caufield, Peconic Land Trust (7:20 p.m.) Commencement:  The meeting began at 7:05 p.m. with six LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from January 13, 2015 MOTION made by Maureen Cullinane, seconded by Anne Murray, to accept the January 13, 2015 LPC meeting minutes as amended. Motion carried: 5/0/1 (Sam McCullough abstained as not in attendance for 1/13/2015 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-20.-3-6.2 (EDWARDS) Status update and review re: potential scenic restrictions Tim Caufield, Peconic Land Trust, gave status update on Edwards project wherein the PLT Board of Directors recently gave approval for PLT to move forward with contract to buy fee title to property in conjunction with Town’s purchase of a development rights easement. PLT is working with a community committee established to raise funds towards said fee title acquisition. LPC will extend formal offer to current landowners together with PLT. LPC discussed the acquisition purchase and concluded that the purpose includes both agricultural and scenic purposes. The committee discussed ways to preserve the scenic viewshed via limits to agricultural structure coverage and location. MOTION made by Maureen Cullinane, seconded by Peggy Dickerson, that the Committee’s purchase offer will include a designated Agricultural Structure Area and a 10% lot coverage limit for agricultural structures which will provide additional scenic viewshed protection. The designated Agricultural Structure Area is to be located along the western boundary, designed to be 150’ wide at the north side of the property (following the currently tilled area of the property) and widening to 200’ wide toward the southern end of the property. The total Agricultural Structure Area is approximately six (6) acres in area. The lot coverage allowed within the Agricultural Structure Area is limited to an amount equal to 10% of the entire buildable area of the Easement. All structure will be subject to applicable wetland setbacks. No structures will be permitted outside of the designated Agricultural Structure Area. Motion carried: 6/0  SCTM #1000-115.-8-3.6 (WALKER/McCALL f/k/a Elak) Status update and review re: potential scenic restrictions Tim Caufield, Peconic Land Trust, gave status update on PLT overlay easement which will contain a scenic component, including a 2% agricultural structure limitation on the overall farm. LPC agreeable to leaving details of the PLT overlay easement restrictions to Peconic Land Trust as they see fit, and as agreed upon by landowner.  SCTM #1000-106.-9-2.3 (COOPER Ag PDD) Status update Landowner, Doug Cooper, met with Melissa Spiro, Land Preservation Coordinator, and raised questions/concerns re: template easement for AgPDD. LPC directed Melissa to invite Doug Cooper to an LPC meeting to present his questions/concerns.  PROJECT STATUS UPDATES \[executive session where applicable\] Land Preservation Coordinator Melissa Spiro gave status update on several pending projects. Applications & Inquiries for Uses or Structures on Preserved Property:  None Stewardship and Management:  STEWARDSHIP GENERAL UPDATE No discussion. General Land Preservation Items:  YEAR END REPORT Land Preservation Coordinator Melissa Spiro presented year end report that will be submitted to Supervisor’s office for his State of the Town address. No revisions were suggested.  FUNDING MODEL REVIEW \[executive session\] No discussion. Next Regular Meeting: Tuesday, February 17, 2015. The next regular meeting will be on LPC member Peggy Dickerson will be unable to attend this upcoming meeting. Adjournment:  The meeting was adjourned at 8:59 p.m. by the six attending LPC members.
