February 11, 2015
Present:
Dan Sarnowski, Fred Andrews, Beth Motschenbacher, LeRoy Heyliger, Michael
Excused:
Herbert, Jeanne Kelley, Eric Dantes and Phillip Beltz. Rona Smith, John Vahey, William
Dougherty and Councilman Jim Dinizio. Also present: Mark Terry, Planning Dept. Meeting began
at 5:35 p.m.

Approval of Minutes:
The minutes of January 21 were approved.
North Fork Cottages Update:
Due to lack of support from the community, Mr. Pawlowski
has withdrawn his plan to build an apartment complex. Instead he is considering the
development of several acres of retail/general business with apartments above that would
be affordable. If acceptable to the Town Board and Planning Board, he would donate
large parcel (over 15 acres) to the Town for preserved land.
First-Time Homebuyer CPF Exemption:
Two exemptions were approved for February.
Habitat for Humanity:
Wall-raising ceremony has been rescheduled.
Incentives/Tax Credits for Developing Affordable Apartments:
No report.
Potential Housing Unit via Inclusionary Zoning:
No report.
Frank Scarola Proposed Condominium Units in Southold:
Mr. Scarola met with the
Asst. Town Attorney, Stephen Kiely and other Town staff. Mr. Kiely is in communication
with the Town of Oyster Bay’s Town Attorney—their residency requirement is being
challenged by federal court for possible violation of fair housing laws. The Town of Oyster
Bay attorney believes they will be absolved and Mr. Scarola is willing to wait for a decision.
Public Education Forum-“What is Affordable Housing”:
Revised content presented by
Dan and Beth. Several additional suggestions made including slide by Mark Terry
illustrating affordable housing throughout Town (still awaiting information regarding Fishers
Island inventory.) Dan and Beth will discuss at Town Board work session on Tuesday,
thth
February 24. Public forum will be held on Wednesday, March 11 at 6 p.m. at Peconic
Lane Com. Ctr. Review of proposed advertisement for Suffolk Times. Fred requested that
someone from the Town Board attend the meeting, Phillip will put on Scott’s calendar.
HAC Term Expirations:
Fred, Beth, Eric, John and Rona term expiration March 31,
2015, please advise if you wish the Town Board to consider reappointments.
Other:
Frustration expressed by several HAC members about resistance from the
community and difficulty to create affordable housing, the necessity of leadership to fight
NIMBY, etc. While the public education campaign is important, it may be necessary to
develop other ideas. Mark suggested that HAC “rethink” the affordable housing program
and consider financial incentives such as waive sanitary flow credits, amnesty for illegal
renters, Dan suggested a future meeting with developers and questioned the necessity of
placing AHD in HALO zones where the supply of potential properties is limited and the
land costs very expensive. Agreement to further discuss at April meeting.
