This site plan is for the proposed construction of a 60'x 120' (7,200 s.f.) metal barn on a 25.69
acre Town of Southold Development Rights parcel and the conversion of an existing 4,200 s.f.
barn to a farmstand on the adjacent 1.84 acre reserved parcel that includes a two-story dwelling
in the A -C Zone, Cutchogue.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, the proposed action is CONSISTENT with the below noted polices
ant therefore CONSISTENT with the LWRP.
The proposed 7,200 s. f. barn will be visible from County Route 48, a New York State Scenic
Byway. The view shed to the south, over agricultural lands and open space represents one of
the most scenic areas of the roadway. The LWRP supports the minimization of structures
located within important view sheds stating "Suffolk County Route 48 is another heavily traveled
arterial that parallels State Route 25. It offers a contrast to SR 25's winding ambiance,
particularly between Mattituck and Southold, by offering wide open vistas of farm fields fringed
by woodlands. "
The Town of Southold is promoting the protection of the scenic components associated with SR
25 and CR 48 through a Scenic Byway Corridor Management Plan (2001).
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold.
K. Protect visual quality associated with agricultural land, open space and natural
resources.
2. Group or orient structures during site design to preserve open space and
provide visual organization.
A site inspection was performed on March 22, 2013. In discussions with the applicant, it
was determined that the barn is proposed with the existing orientation and at the location
to allow for:
1. Expansion of a proposed cheese making facility on site between the existing
barn structures on Cox's Lane and the proposed barn.
2. For accessibility to livestock in the winter months.
3. Access to utilities and future location of alternative energy systems (solar) on
the structure. The south facing roof is optimal for these types of systems.
Further, the barn is located in a lower elevation on the property further mitigating the
obstruction of the view shed. Based upon all of these findings the policy is furthered to
the greatest extent practicable.
The area is NOT included and identified as included within the archeo-sensitive area (MAPINFO
GIS-Archeo- sensitive layer). Storm water controls (two drywells) were conditioned by the
Land Preservation Committee memorandum dated. February 7, 2013, therefore, storm water
control has been addressed.
Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.
