Box 1179 Southold, NY 11971 Telephone: 631765-1938 Fax: 631765-3136 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Donald Wilcenski, Chair Town of Southold Planning Board w FEB From: Mark Terry, Principal Planner LWRP Coordinator Date: February 4, 2014 Re: LWRP Coastal Consistency Review for Standard, Clustered Subdivision of Cutchogue Business Center Location; 12820 Oregon Road, Cutchogue, New York Zoning District: LI SCTM# 1000-83-34.6 This proposal is a Standard Subdivision of a 6.10 acre parcel into five lots where Lot 1 equals 1.29 acres, Lot 2 equals 0.92 acres, Lot 3 equals 1.47 acres, Lot 4 equals 0.92 acres, and Lot 5 equals 1.06 acres, located in the LI Zoning District. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP provided that the Board considers the following: 1. Oregon Road which runs to the northwest of the property has been identified as one of the most scenic agricultural roadways in the Town of Southold. Recognizing that the property is zone Light Industrial (LI) and the future build out is expected to be industrial, there is a need to buffer the mass and intensity of the built environment from the agricultural uses and scenic views from Oregon Road. 2. There is an existing buffer of evergreen trees planted on a berm located adjacent to the northwest and north property boundaries (Figure 1). In an attempt to meet the requirement for Cluster subdivision open space and to mitigate scenic impacts the Board requested that a 60' wide buffer incorporating the existing vegetation be established. To memorialize this buffer it is recommended that the Board require: a. Confirmation that the existing berm and trees are on the subject parcel. b. A covenant and restriction establishing the areas as 'landscaped buffers", defining the metes and bounds of the area, species composition and maintenance activities. 3. The trees on the southwestern and southeastern property boundaries (figure 2) should be preserved and integrated in the future site planning as buffers on each lot to the greatest extent practicable. The trees on the southwest parcel boundary should also be avoided when the road is constructed. Figure 2. Trees on southwest and southeast property boundaries. To further LWRP policies it is recommended that the Board require the following as a clause in a covenant and restriction to provide guidance in future site plan designs. Require the use of native, drought -tolerant plants in landscaping. Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
