Environmental Consulting on behalf of JOHN F. This report analyzes the effect of the proposed revetment at Old Mallory Road on the shoreline and the historically eroding coastal bluffs.This analysis is based on a qualitative review of the conditions at site of the proposed revetment and available'data and literature. The erosion of the bluffs of the south coast of Fishers Island is a natural process that has been shaping and reshaping the coastal environment for the last 10,000 years.Historically,the MacNair bluff has sustained lower rates of erosion than its neighbors to the northeast.This may be due to differences in wave exposure, offshore bathymetry or the stabilizing effect of vegetation on the bluff. Analysis of the wave data at the Block Island(BI)Coastal Data Information Program(CDIP)buoy suggests that large waves are most frequently from 120°to 180°and have a period of 12-14 sec.Using the wave tracing approach,the effect of bathymetry on storm waves approaching the revetment site was examined.The'ray equations were solved numerically for a wave periods of 12 and 15 sec and directions 130°, 140°and!150°,which span the range of conditions that are likely during storms.The precise pattern of wave hei'ght�at the shore was found to be sensitive to the wave direction and period. Close to shore, storm waves refracted by the bathymetry may cause significant(at least factors of 2)variations over a few hundred yards along the shore.Under certain storm wave conditions,the wave amplitude expected at the MacNair/McG'llian property line will be substantially higher than further to the east on the proposed revetment. The primary concern with the proposed application is the lack of design detail on the southwestern end of the revetment.''Due to the topography at the McGillian/MacNair property line,which terminates in an eroding headland,measures to mitigate end effects of the revetment are especially critical. Standard recommendations are to terminate the revetment at least 15-20 ft from neighboring property lines to reduce end-effects of the structure on adjacent unarmored properties.This buffer will focus end effects primarily'on the!applicant's property.However,this may not be a practical solution in this case due to the site: existing conditions,current rate of erosion,steep slope and the property line ending in promontory. The information contained in this report is based on information contained in the permit application, literature describing the geography and geology of the region, and data available to Coastal Ocean Analytics. A site visit on 2 April 2014 provided information of the conditions at that time. The report begins by describing the coastal processes in the vicinity of the proposed coastal protection, such as storms,surge,location and geology, and their effect on bluff stability. The historical changes are also reviewed.Then the effect of the proposed revetment on the coastal processes is discussed.Lastly, alternatives for mitigating future bluff erosion are summarized. Background Recent storms have contributed to the erosion of the coastal bluffs on the southern shore of Fishers Island. Construction of a revetment topped by a vegetated slope has been proposed on the McGillian and Boswell/Harvey properties to reduce or eliminate future erosion of the bluff.Ms.MacNair,the property owner adjacent to the McGillian property is concerned about the effect of the proposed coastal structure on the erosion of her property.This report analyzes the effect of the revetment from the point of view of coastal processes,that is,the effect of the proposed revetment on the shoreline and coastal bluff due to wave action and storm conditions. LONG TERM SHORELINE CHANGE Erosion of the bluffs is an ongoing natural process so the central issue is not whether the bluffs will continue to experience erosion,but what effect the proposed construction will have on the rates of erosion.There are three possible explanations for the historically slower rate of erosion of the MacNair bluff compared with Harvey/Boswell and McGillian bluffs.The MacNair bluff faces southwest,so is less exposed to large waves than the bluffs to the northeast. Secondly,the nearshore bathymetry may reduce the wave energy at the toe of the MacNair bluff(see Figure 6).Lastly,the vegetation on the MacNair bluff may provide additional slope stabilization.However, since Storms Irene and Sandy,the headland between the MacNair and McGillian properties has sustained erosion.Vegetation has been eroded and the bluff has become more unstable.Increased erosion is likely in this area.Thus,the design of the southwest end of revetment is,particularly important to the stability of the bluffs along the McGillian and MacNair properties. LOCATION OF THE COASTAL PROTECTION ON THE BEACH PROFILE The proposed design(see Figure 4)minimizes the seaward extent of the revetment.The proposed slope of 1.5:1 is the maximum recommended stable revetment slope.The toe of the structure is landward of mean high water(MHW).The toe of the structure is buried with the exposed surface approximately 6 ft above MHW.These design specifications meet the recommended standards for siting coastal protection structures to minimize adverse effects on the beach profile. The wave energy flux between two rays is changed slowly by diffraction,bottom friction and wave breaking. Models have been developed to describe these effects so that changes in wave height, and thus,wave energy,can be computed. Since the choice of model parameters is difficult and uncertain,predictions of wave height evolution are not provided here.Nor are the consequences addressed of rays crossing (caustics), at which dissipation is substantially enhanced.Therefore,the predictions presented are an upper bound to the effect of refraction on the energy flux to the shore,and are aimed at the assessment of alongshore variations in the nearshore wave climate. This should be considered in the revetment design. SEDIMENT SUPPLY Rising sea levels,waves and currents attack the base of a bluff causing it to slump to the beach below. This material is then transported along the shore,providing sediment to sustain the beach. Construction of a revetment to prevent erosion of the bluff behind it will reduce the amount of sand available to"feed"the beach,which then can cause accelerated erosion on adjacent or down-drift properties with less protected beaches.This effect is less important where the revetment is short,but long stretches of revetment can have a significant effect on sediment supply, leading to"sediment starvation,"and thereby reducing the width of the fronting beach as well as those alongshore.This in turn increases the wave energy reaching the revetment,which increases wave reflection,causing localized scour,further reducing beach width, and so the cycle continues(NY DEC,2014). Revetment also changes the direction(wave reflection)and intensity of wave energy along the shore. Wave reflection can cause an increase in the total energy at the revetment interface with the water, allowing sand and gravel to remain in suspension,which can reduce the width of the fronting and down drift beaches.In extreme conditions,wave reflection may cause sediment to be transported offshore rather than alongshore,which could remove material from the littoral system and starve down drift beaches(NY DEC,2014). BEACH WIDTH As the revetment reduces the available sediment, in time the coastline will try to retreat due to the imbalance in the sediment supply to the beach.As the revetment prevents coastal retreat,the level of the beach in front of the revetment will decrease resulting in a narrower,steeper beach profile.This will allow larger waves to attack the revetment.However,as discussed above,the proposed design meets recommendations for minimizing the revetment footprint on the beach profile to the extent practical for slope stability(RPS,2007). DESIGN(HEIGHT,PERMEABILITY,SLOPE) The design objective for all coastal protection structures is to minimize changes to wave energy at adjacent properties and to the transport of littoral material alongshore.If the proposed structure will result in significant changes to wave energy or sediment transport,the expected magnitude of the potential effects must be considered,the extent of potential harm justified and a plan developed to mitigate adverse effects(NY DEC,2014b). Will the structure sufficiently modify the magnitude or direction of wave energy at adjacent or nearby properties to adversely affect the shore or bluff? 2. Will the structure'change flow patterns,or reduce the availability of sediment for transport and increase alongshore erosion? The design slope of 1.5 horizontal to 1 vertical is the maximum recommended slope for armor stone revetment(NY DEC,2014).Although steeper than the existing slope at the toe, it results in the smallest stable footprint along the shore.Additionally,the design of the galvanized wire forms filled with plantable soil is has been used previously with success.The principal concern is deterioration of the galvanized frame could lead to slope failure. The primary concern of the proposed design is the end effects,particularly at the McGillian/MacNair property line.The proposed plan(see Figure 8)states that the revetment"shall taper into existing bluff at property line."The ends of coastal structures must be rounded and/or meet the existing bluff or bank slope contours to reduce the potential for erosion at the adjacent property and flanking behind the structure,causing upland slope failure and possible failure of the end of the revetment(NY DEC,2014). The information provided in the application is insufficient to determine the design details. Without further information on where and how the revetment will be tapered into existing bluff,it is not possible to ascertain whether sufficient consideration has been given to the effect of the revetment on the promontory and adjacent property.As shown above in Figure 7,this is an area where the wave energy is increased. Additionally, it sustained erosion during Storms Irene and Sandy.As flanking typically occurs at the end of a revetment(see Figure 9), the revetment must be designed to mitigate the potential for flanking to prevent increased erosion on the adjacent property,which would also increase the potential for failure of the revetment. i+ V w u S xAa Je �a A. Finally,the use of heavy equipment can have a serious impact on the eroding bluff, and may even result in damage to the bluff or to neighboring properties(NY DEC,2014b) Recommendation for Mitigating Adverse Impacts The primary concern with the proposed application is the lack of design detail on the southwestern end of the revetment.Due to the topography at the McGillian/MacNair property line,which terminates in an eroding headland, measures to mitigate end effects of the revetment are especially critical. Thus, approval of this application should be withheld until the applicant provides sufficient information on the measures that will be employed to ensure it will reduce,or at a minimum,not increase the rate of erosion of the headland at the MacNair/McGillian property line.Failure to address the end effects could lead to increased erosion of the neighboring bluff and potentially,failure of the applicant's coastal protection structure. This analysis is based on a qualitative review of the conditions at site of the proposed revetment and available data and literature.A more quantitative analysis of the expected changes to the rates of erosion and the mechanisms that control them would require application of a sophisticated refraction/diffraction model and an observation campaign.
