LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held

The meeting began at 7:07 p.m. with six LPC members present.
Adoption of Meeting Minutes:
Acceptance of LPC meeting minutes from November 25, 2014

Land Preservation Applications and Inquiries:
SCTM #1000-35.-2-1; 11; 12; 17.1 (ISLAND’S END GOLF CLUB & KING TRUST)
Review information submitted by applicant
Melissa Spiro, Land Preservation Coordinator, presented information pertaining to the applications
submitted by Island’s End Golf Club and the King Trust for the Town to purchase a development
rights easement on the four properties (2 owned by Island’s End Golf Club and 2 owned by King
Trust) comprising 100± acres of land currently used as the Island’s End Golf Course.
LPC members decided that since this proposal was atypical; that is, purpose of application was to
preserve the current public recreational aspect of the property (golf course) and not a primary
purpose of preserving farmland or open space, that LPC should discuss with Town Board prior to
proceeding with any further review.
Melissa Spiro to make an appointment with the Town Board.
SCTM #1000-101.-2-19.1 (MALKASIAN)
Inquiry re: potential acquisition
Melissa Spiro, Land Preservation Coordinator, discussed inquiry received from the current landowner,
Michael Malkasian to offer fee title at market value to approximately 5.95 acres of open space land
identified as SCTM #1000-101.-2-19.1. This property is not on the CPPP List, is not currently farmed,
and has a covenant and restriction placed upon it for no further subdivision.
LPC does not recommend pursuing a fee title purchase at market value of this property.

Inquiry re: conservation easement donation status
Melissa Spiro, Land Preservation Coordinator, presented background information on original LPC
application dating back to July 2003, in which multiple individuals having an interest in the property
offered a gift of a conservation easement by signing an easement on a sound front parcel identified
as 1925 North Sea Drive in Southold to the Town. A public hearing was held in 2003 and the Town
adopted a resolution to accept the easement donation. An environmental report, survey, and title
search were ordered. Title issues surfaced due to the number of landowners, chain of title, etc. From
2003 to 2006, LPC’s legal counsel worked with landowners to resolve title issues. The file has
remained dormant over the years as clear title could not be obtained.
Melissa received a recent inquiry from an attorney, retained by May, who said she could resolve the
title issues and landowner wished to proceed. Melissa told her that she needed to determine if Town
wished to proceed since last action was so long ago.
LPC is favorable to proceeding with accepting gift of conservation easement but only if landowners
present re-activated application showing resolution of all title issues.
SCTM #1000-83.-2-16 (McBRIDE, Richard)
New farmland PDR application
Melissa Spiro, Land Preservation Coordinator, presented information pertaining to new application to
sell a development rights easement to the Town.
Landowner is interested in a concept which involves a re-subdivision of his property and adjacent
farm owned by E&C Property Holdings, Inc. Melissa presented overview of concept. Melissa is
reviewing details with Planning staff before proceeding further. LPC favorable to concept.
Applications & Inquiries for Uses or Structures on Preserved Property:
SCTM #1000-69.-1-9.1 (TREIBER FARMS, LLC f/k/a Doroski Family Limited Partnership)
Installation of well, pump and associated infrastructure
LPC concluded that review/approval was not needed from the committee for Treiber Farms’ request
to install a well on the property since Town permits are not required for well installations. Melissa will
notify property owner accordingly.
Stewardship and Management:
STEWARDSHIP GENERAL UPDATE
John Sepenoski, LPC Chairman, gave general update on GIS mapping he is preparing in his position
as a Town employee for Town open space parcels, and the volunteer work he is doing to prepare
Stewardship Management Plans. He is currently working on a plan for Tall Pines Preserve. Jim
McMahon, DPW, will be providing a more detailed plan for the area which could include gates,
parking, trails, etc.
COMMUNITY PRESERVATION FUND MANAGEMENT AND STEWARDSHIP PLAN
2015 Draft Status
Melissa Spiro, Land Preservation Coordinator, met with John Sepenoski and several members of
DPW in order to draft the required 2015 Stewardship Management Plan which will allow for up to 10%
of CPF funds to be used for proposed projects within Town open space properties that had been
purchased using CPF funds. Once draft is finalized, it will go before the Town Board and a public
hearing on the proposed plan will be held.
General Land Preservation Items:
DISCUSS DRAFT POLICY PERTAINING TO CHAPTER 70-5C.(2)\[3\] pertaining to Committee as
review board for granting of permits for the construction, reconstruction and additions of and
to structures in or on agricultural lands in which the development rights have been acquired
by the Town.
LPC discussed current easement language pertaining to structure review on lands on which a
development rights easement is held by the Town and the requirements of Town Code Chapter 70.
LPC concluded that LPC review of improvement is required only if Town permit or easement require
review.
FUNDING MODEL REVIEW \[executive session\]
Melissa Spiro, Land Preservation Coordinator, noted that model of funding chart was reviewed with
John Sepenoski to make sure that all information is up to date going forward into 2015. Melissa and
John noted that they plan to review existing set-aside policy with Town Board as part of their annual
review.
