A. SPECIFICATIONS FOR POLICE VEHICLES FOR POLICE DEPARTMENT
Five new 1983 Special Police Type automobiles as per specifications.
Address bid reply to : Town Clerk, Town of Southold, Main Road, Southold,
New York, 11971. Envelopes containing bids should contain the words "Bid
for Police Cars" plainly marked on its exterior front. Bid should be signed
and be accompanied by a certified check as specified in the bid notice.
B. DESCRIPTION
1. The vehicles shall in all respects meet or exceed all requirements of the
Federal Government and the State of New York for the model year bid. Vehicle
is to be the manufacturer's latest model of the type specified and shall be
new and complete,ready for use with the standard equipment, accessories and
with extra and special equipment as specified herein. All parts used in the
manufacture of these vehicles shall be parts made for the specific model and
shall be parts manufactured for use in the current year vehicles. No vehicles
shall be constructed with any parts which differ in any way from parts of
other vehicles in this group except where previously suthorized in writing from
the Town of Southold. Whenever, in these specifications, the term "heavy duty"
is used, it shall mean the heaviest duty article made of the vehicle manufact-
urer for this particular vehicle. The vehicle shall include all standard
equipment normally sold and marketed to the retail public unless specifically
deleted by request.
2. Definitions of terms relative to this specification and law enforcement
vehicles are defined in "Terms and Definitions for Police Patrol Cars", Law
Enforcement Standards Program dated May 1974, Stock Number 2700-00252, Price
60 cents, available from the Superintendent of Documents, U.S. Government
Printing Office, Washington, D.C. 20402. The term, where used, "SAE" refers
to the Society of Automotive Engineers.
C. WARRANTY
Manufacturer's standard warranty to apply.
D. REPAIR PARTS
It shall be the responsibility of the dealer and the manufacturer supplying
the vehicles purchased to maintain an adequate stock of all regular and special
parts in the area of the fleet operation. A special system shall be set up for
expediting the procurement of " hard to get" items.
E. SHOP MANUALS
One set of Shop Manuals is required. Dealer to furnish and include price
in bid.
F. TECHNICAL SERVICE BULLETINS
One copy of Technical Service Bulletins is required each mailing.

G. SERVICE AND DELIVERY
1. Dealer Preparation, Conditioning and Full Service required prior to delivery.
2. Special pre -delivery service and installation of special equipment as noted
in these specifications shall be accomplished prior to delivery.
3. Vehicles are to be delivered between May 1 and May 20, 1982.
4. The dealer supplying and/or maintaining vehicles,including service on warranty
must arrange a system to expedite police vehicles in his service department.

I. ENGINE
1. V-8 with a minimum cubic inch displacement of 318 equipped with 4 barrel car-
buretor and exhaust system designed for police package engine proposed.
2. Spin -on oil filter, air cleaner, and gas filter with disposable elements
matching for all vehicles in fleet.
J. TRANSMISSION
1. Automatic transmission engineered for maximum durability and performance for
the model bid and classified heavy duty.
2. Low gear Lock -Out required.
3. Auxiliary Transmission Oil Cooler required.
4. Transmission will NOT have "overdrive" feature
K. REAR AXLE
1. Manufacturer to select axle ratio which will provide the best overall perform-
ance and of the heaviest duty available for this model.
L. COOLING SYSTEM
1. To be equipped with the maximum cooling system available.
2. Seven -blade fan (high capacity) and fan shroud installed with sufficient clearance
so that fan does not contact radiator under severe braking conditions.
3. Install superior grade permanent type anti -freeze for a setting of 15 degrees
Farenheit below zero F.
4. Closed coolant recovery system required.
M. BRAKES
1. Heavy duty police fade -resistant brakes.
2. Power disc front, power drum rear.
N. RADIO SUPPRESSION AND TERMINALS
1. E.I.A. standards for two-way radio interference suppression shall be met for
150-174 mhz bands. Noises shall be sufficiently attenuated to allow intelligible
communications with .5 microvolt signal input to front end of the receiver. Radio
suppression kits, bonding straps, condensers, chokes, filters or other suppression
measures shall be provided to eliminate ignition and static noises, alternator whine,
either conducted or radiated, to prevent the injection of such noises into the two-
way radio or the electronic P.A./Siren system amplifier equipment. Spark plugs, dis-
tributor, alternator and any other suppression needed shall be supplied and provided

standard two-way radio or electronic P.A/Siren system presently
owned and in use by the Police Department, Town of Southold.
2. Vendor shall supply and install a Packard 43002 terminal, or equal,
covered by a plastic insulator Packard 403003, or equal, attached
by a short piece of 418 wire, stranded and insulated, to the access-
ary side of the ignition switch, so that a twelve volt potential
will be on the terminal side only when the ignition switch is on the
ON position or the ACCESSORY position. The wire used should be of
such a length which will allow the termination to be six inches be-
low the bottom of the instrument panel dash board. A lz inch conduit
shall be installed to run from the dash to the trunk for the purpose
of accepting radio cable for the two-way radio. A 410 stranded and
insulated wire shall be installed to run from the positive terminal
of the battery to a'point under the center of the dash and coiled
and labelled. Any modification to the foregoing radio requirements
must be approved in writing by the purchaser who reserves the right
to reject any modification not so approved.
3. RADIO FUSE BLOCK: A separate radio fuse block panel, with cover
to support five each 3AGC type fuses. Three 35 Amp fuses to be
ganged together and supplied directly from battery post via a
No. 8 guage wire. The remaining two fuse positions will be 20 Amp
fuses ganged together and supplied via No. 14 gauge wire from
vehicle's accessory bus. Panel location should be under inside
dash, towards passenger side of vehicle, allowing for ready acces-
sibility for maintenance and wiring. Wiring to this fuse block
will be made by screw terminals. A ground post will be located
inside this fuse block housing allowing room for wiring and per-
mitting terminals to be secured onto a 10-32 stud.

1. Electrical circuit from the horn relay to the horn button
will be broken and the wire to the horn button shall be brought

activate either the horn or electronic siren by changing the
position of the switch. NOTE: Switch for horn/siren shall be
installed on the dash and to the right of the steering column.

AA MISCELLANEOUS
1. The following equipment is presently on or in the vehicles being
operated by the Police Department, Town of Southold: fire extinguisher,
electronic P.A./Siren units, revolving roof warning lights and fixed
roof lights on a light bar, two-way radio system, headlight wig -wag
system flasher and handlight and flashlight brackets. This equip-
ment shall be removed by the vendor and be installed in or upon the
vehicles purchased in a similar manner as presently installed in or
upon the vehicles presently in use. Vendor shall confer with rep-
resentatives of the purchaser in reference to specific locations for
this equipment where design and construction changes in the new vehicles
prohibit installation as in the present vehicles and shall conform to the
requirements of the purchaser relative thereto.
2. All bids must include trade-in allowance for 4 vehicles presently
owned by the Town of Southold, less special equipment in said vehicles
such as two-way radios, P.A/Siren systems and speakers, fire fighting
equipment, roof warning lights, etc. Vehicles are all four door sedans
conforming substantially to these specifications. VINS shall be
made available upon request from responsible bidders. Vehicles may be
