The following action was taken by t~he Board of SoUthold Town
Trustees at a regular meeting held January 11, 1983:
RESOLVED to recommend To the Southold Town Board approval of The
wetland application #114 of Boatmen's Harbor Marina to construct,
in Wickham's Creek, Cutchogue, 465 ft. of new bulkhead with 340
yds. of dredging. Approximately 80 yds. of this to be placed
behind the new bulkhead with the remainder to be trucked to up-
land landfill. If the DEC requires that the bulkhead go back
3 ft., the Trustees will go along with it, if necessary. The
Board of Trustees is to be notified if any change is made.

A preliminary review Of the application indicates that an. Environmental
Impact Statemen.t will not be prepared. A review of the latesn publish-
ed version of the~National Register of Historic Places and of the pre-
sence or absence of registered properties or properties listed in
the latest published version of the Register as being eligible for
im~lusion, therein, has been made. Presently unknown archeological,
scientific, prehistorical or historical data may be lost or destroyed
by work to be accomplished under the required permit.
The evaluation of the impact of the activity on the public interest
will include application of the guidelines promulgated py the Adminis-
trator, U.S. Environmental Protection Agency, under authority of Sec-
tion 404(b) of the Federal Water Pollution Control Act or of the
criteria established under authority of Section 102(a) of the Marine
Protection, Research and Sanctuaries Act of I972, as appropriate.

DESCRIPTION OF WORK
The applicant, Mr. Feanario Sciotto d/b/a Boatsmen Harbor Marina, has
requested Department of the Army authorizationto construct and repair timber
bulkheads and dredge in front of the bulkheads in his existing operating
marina in Wickham Creek of Little Pecqaic Bay Rt West Creek Avenue,
Cutchogue, Suffolk County, New York. The work is proposed to stabilize the
eroding shoreline and provide additional moorings.
The existing marina consists of two basins° The basins are identified as
the north or south basin, respectively.
343 linear feet of new or reconstructed timber bulkhead would be constructed
along the line of mean high water in the north basin landwamd of the
existing fixed and floating docks~ The area in front of the mew bulkhead
would be dredged to provide a depth of water of three feet below the plane
of mean low water. The dredging would range eight to eleven feet from the
proposed bulkhead to obtain the depth of water. Approximately sixty cubic
yards of the reported sandy dredged material would be used as backfill for
the bulkhead. The remainder of the dredged material, approximately two
hundred cubic yards, would be disposed at an upland site out of Department
of the Army jurisdiction.
In the South basin, [22 linear feet of new timber bulkhead be constructed at
the line of mean high water~ The area in front of the new bulkhead would be
dredged to a depth of three feet below the plane of mean low water.
Dredging woutd extend approximately eight teet channelward of the new
bulkhead° Approximately one hundred cubic yards of reported sandy dredged
material would be removed. Twenty cubic yards of dredged material would be
used as backfill ~or the new bulkhead° The remainder would be disposed at
an upland disposal site out of Department of the Army jurisdiction.

a check to the order of the Southold Town Board of Trustees for
same.
Enclosed is the short Environmental Assessment Form that you
neglected to sign.
Also enclosed are application forms for dredging. Dlease complete
them and return to this office with an additional $5.00 filin~ fee.
Next, you sent only one copy of the wetlands application instead
of the four required (three additional enclosed herewith), and you
did not send the $25.00 filin~ fee. Please remit a check to the
order of the Southold Town Clerk with your additional co~ies, so
that the Southold Town Board may process your application. A Short
Environmental Assessment Form, which is enclosed, 'must also be
completed for the wetlands a~Dplication.
