Present were: Peter Young, Chairman Keith McCamy, Member John Stein, Member Peter Meeker, Member Doug Hardy, Member Lauren Standish, Secretary Absent was: Jack McGreevy, Member CALL TO ORDER Chairman Peter Young called the meeting to order at 4:30PM. REPORTS Doug Hardy submitted his final draft of"The Starvation of Southold's Beaches" for review. Chairman Young requested that everyone review the draft and be prepared for a discussion in January. Peter Meeker attended the Board of Trustees meeting held on Wed., November 19, 2014 and the meeting was business as usual. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of November 12, 2014. 2 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of REV. MARTIN J. BANCROFT, JR. for the existing stone on the beach that was put back along the toe of bluff due to Hurricane Sandy measuring 40' long X 2' to 4' wide and using 30 cy. of fill. Located: 38099 Main Rd., Orient. SCTM#15-2-16 Inspected by: Doug Hardy; Peter Meeker The CAC does Not Support the application because the application does not address the issue of re-directed energy which imperils the adjacent properties. The CAC recommends a management plan along this coastline to mitigate not only the subject property but the damage to the adjacent properties as well. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of TREASURE ISLAND COVE, LLC to construct a two-story residence; exterior covered area; first-floor exterior covered breezeway; garage; sitting area; covered terrace; tennis court and proposed tennis viewing area; proposed walkways; proposed auto court/basketball court; and proposed septic and stormwater management systems. Located: 14911 Main Road, East Marion. SCTM#23-1-2.9 Inspected by: Doug Hardy, Peter Meeker The CAC Supports the application, however, there is a concern with the adequacy of the sanitary system and the site plan does not indicate what materials will be used on the driveway. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Peter Meeker, to NOT SUPPORT the application of JANE & VINCENT MARTORANA to install approx. 70 If. of gabion revetment consisting of two vertically stacked rows of stone gabions (filled with 4"-8" stone rip-rap) over 50-100 Ib. core stone; renourish eroded lower bluff area along approx.. 88 If. of shoreline (inclusive of area landward of proposed gabions) with approx.. 230 cy. of fill material, including approx.. 130 cy. of on-site material derived from gabion installation and up to 100 cy. of clean sand fill to be trucked in from an approved upland source; and SUPPORTS the application to terrace an approx., 1,245 sf. area landward of gabions; and revegetate restored areas with native vegetation. r r 4 3 Located: 700 Sound Dr., Greenport. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ERTAN YENICAY to construct a 4'X 91' elevated timber bluff stairway with railings (including 4'X 4' entry steps to 5.5'X 12' entry platform with bench at top of bluff, 4'X 17' steps, 4'X 5.5' landing with bench, 4'X 16' steps, 4'X 4' landing, 4'X 2.5' steps, 4'X 5.5' landing with bench, 4'X 17' steps, two (2) staggered 4'X 6.5' landings.over existing rock revetment, 5'X 6' platform, and 3'X 8' steps to beach at base of bluff); establish and maintain 4' wide path to stairway at top of bluff; and restore/revegetate areas disturbed during construction with native vegetation. Located: 8869 Oregon Road, Cutchogue. SCTM#83-1-33 Inspected by: Doug Hardy, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of MIMI COLOMBO to remove existing 24' long retaining wall and 4' wide wood decking and staircase. Replace with 24' ACQ retaining wall, 4'X 24' thru flow decking and Shoreguard sheathing. Construct 60' of fixed dock @ 4' in width, on 8" dia. piers @ 8' on center, provide a 16' removable aluminum ramp, construct a 4'X 16' w/4' extension on floating dock with four (4) 10" dia. piers in 2 sets w/Trex decking. Overall length from retaining wall 80' and fixed dock to have thru-flow decking. Located: 350 Oak St., Cutchogue. SCTM#136-1-48 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of PAUL PAWLOWSKI for the installation of a 10'X 20' inground swimming pool with a depth of 4'; patio surrounding pool to be bluestone; 8'X 12' trellis, 6'X 7' inground hot tub; and 4' pool fence. Located: 950 Lupton Point Rd., Mattituck. SCTM#115-11-15 4 4 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DAVID & ELIZABETH ROSS to reconfigure westerly portion of previously permitted stone armor by removing from right-of-way approx. 53 If. of stone armor and +/-15 cy. of sand backfill and placing approx.. 48 If. of relocated 1-2 ton stone armor (over +/-100 Ib. core stone and filter cloth) and reused sand backfill outside boundaries of right of way; and restore/revegetate relocated sand and disturbed portions of vegetated berm landward of stone with Cape American beach grass (12" 0.C.). Located: 170 Park Ave. Ext., Mattituck. SCTM#123-8-24.1 Inspected by: John Stein, Keith McCamy The CAC Supports the application as this property is subject to severe coastal flooding. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of ALAN SCHLESINGER for the re-facing of front and rear of existing timber bulkhead with plastic sheathing,;,replacement of existing storm damaged 12.5'X 5' wide timber platform and stairs utilizing piles and Trex decking, construction of 10'X 14' deck at grade on top of existing bulkhead with Trex and installation of 8'X 12' temporary storage shed at front of property. Located: 125 Mesrobian Dr., Laurel. SCTM#145-4-7 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of MARK KING for the partial demolition and reconstruction of existing residence including expansion of existing footprint, removal of southern portion of structure to meet ZBA setback requirements, addition of second story, and construction of exterior deck at west elevation and entry porch at north elevation. Located: 200 East Mill Rd., Mattituck. SCTM#106-4-5 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried 5 W. RICHARD AND WENDY BINGHAM to construct a new one-story addition (including an open porch) to be built onto an existing two-story single family residence. The addition's rough dimensions are 23'X 20', with habitable space of 510 sf. The open porch is 118 sf. with a total new footprint for the addition of 628 sf. The addition is to be built in the same location as a 145 sf. shed, which will be removed. Located: 3973 Central Ave., Fishers Island. SCTM#6-4-2 The CAC did not make an inspection, therefore no recommendation was made. FBO ASSOCIATES LLC to construct a one-story addition to an existing two-story frame residence. The addition contains principally a 19'X 19' three-season porch, and there is a new entry hallway that connects the three-season porch to the existing house, all totaling 511 sf. Located: 3300 Clay Point Road, Fishers Island. SCTM#7-1-2.1 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO WETLAND PERMIT AND COASTAL EROSION PERMIT APPLICATIONS WILLIAM KOOKYER & JUDITH ANN CORRENTE to Amend Wetland Permit#8384 to construct a screened porch and pergola on top of an existing patio. No increase in building footprint, no increase in lot coverage, and no increase in disturbed lot area. Located: 7832 Clay Point Road, Fishers Island. SCTM#3-1-5 The CAC did not make an inspection, therefore no recommendation was made. John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., December 17, 2014 at 6:00 PM. The next meeting of the Conservation Advisory Council will be held on Wed., January 14, 2015 at 4:30 PM at Down's Farm Preserve.
