Frank Murphy on February 22, 1983:
The Town of Southold wishes to order 170,000 Size R-3
Hardshell Clam Seed at a cost of $15. 00 per 1000 = $2550.00.
Voucher for billing is enclosed herewith.
The authorization to exempt this purchase from the bidding
process is by resolution of the Southold Town Board adopted on
February 15, 1983:
RESOLVED that the Southold Town Board is hereby authorized
to order and purchase size R-3 seed clams 6-8 millimeters long
from the United States Aquacultural Research Corporation, P. O.
Box 597, Dennis, Massachusetts 02638, to be delivered by mid-
April 1983, at a cost not to exceed $3,000.00.

Aquacultural Research Corporation plans to have for sale quahaug
seed for 1983. Orders are requested in writing as soon as possible.
Please state amount, size, and date desired. Seed sizes and prices
are noted in the following table. Your requested delivery date will
be confirmed in accordance with our production schedule. Seed deliveries
will commence after May 15th.
All municipalities ordering over $2,000.00 worth of clams must
place their order either in the form of a request for bid, or the order
must be accompanied by proper authorization to exempt the purchase from

Pursuant to the provisions of Section 13-0321 of the Environmental Conserva-
tion Law, permission is hereby granted to the Town of Southold to import shell-
fish, under the following conditions:
1 . The shellfish to be imported shall be hard clams

Seafare Trading, Inc. regrets to inform you that we are
unable to complete our bid for 500 bushels of certified chowder
clams to Southold Town due to circumstances beyond our control.
Our initial bid was made in mid-May when market conditions
are favorable for abundant supply at low prices. Conditions
which could not be anticipated, including exceptionally bad
weather,record rainfall and the closing of the Rhode Island
hard clam fishery, have resulted in unprecedented increases
in prices for chowder clams.
We can forsee no improvement coming in the near future
due to sustained closures in Rhode Island and higher .prices
brought on by the expensive summer clam market. Seafare has
contacted every major hard clam supplier in the Northeast in an
effort to satisfy its bid to Southold Township. Prices are
currently about twice the proposed $8.75 value and supply is low.
We regret the existence of present conditions, and are
sorry for any inconvenience to Southold Town. In future years
we suggest that bids be opened about 2 weeks earlier to
insure the successful completion of the Town' s spawner program.

June 3 and June 9, 1982.

Hallock's Bay, Orient
7. The Permittee, following the completion of importation

Please be advised of the following information which
is submitted at your request. These chowder clams for
spawning are fully certified. They will be trucked under
refrigerated conditions. Source of origin will be both
Cape Cod Bay and Waquoit Bay, bearing an inter-state
shippers license issued by the State of Massachussets,
#9O9RS.
Barring all scheduling or trucking delays, deliveries
will be made on two separate days. The first being in the
A.M. of 6/3/82, the second being also in the A.M. of 6/9/82.
Deliveries to be made to the Town of Southold Highway Dept.
yard. Off-loading responsibilities to be that of the Town.
It is our hope that a payment of $4,375.00 will be
expedited upon completion of order.
