A meeting of the Southold Town Conservation Advisory Council was held Wed.,
November 12, 2014 at Down's Farm Preserve.

CALL TO ORDER
Chairman Peter Young called the meeting to order at 4:30PM.
REPORTS
Doug Hardy shared his latest draft of his letter regarding the Oregon Road bluffs. Peter
Young requested comments be submitted by the January meeting.
Jack McGreevy attended the regular meeting of the Board of Trustees held on October
22, 2014. He expressed his frustration with the Board and, in his opinion, their decisions
were arbitrary and capricious. Jack requested the CAC schedule a meeting with the
Supervisor to discuss his concerns. The CAC members agreed and will meet sometime in
January.

APPROVAL OF MINUTES
Moved by Keith McCamy, seconded by John Stein, to Approve the Minutes of October 15,
2014.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to NOT SUPPORT the application of GEORGE HALKIDIS to construct a
single-family, two-story dwelling (2,800 sf.) with attached decking (720 sf), sanitary
system, private well and driveway.
Located: 1600 Greenway East, Orient. SCTM#15-2-7

The CAC does Not Support the application because a field observation confirmed flooding
during a medium to heavy rainfall and there is a concern with groundwater pollution into
the wetlands.

Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of STEPHANIE NECKLES to construct a two-
story addition to the existing house.

The CAC Supports the application with the Condition gutters, leaders and drywells are
installed to contain the roof run-off.

Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of WILLIAM & THERESA KAINZBAUER to
construct a 4'X 64' fixed catwalk with a 4' wide stairway at offshore end. Provide racks for
seasonal storage of kayaks along the side of the catwalk and for the existing "L" shaped
deck, 15.8'X 25.5'X 26'X 9.7'X 10.2'X 15.8'.

adjacent property.

Moved by Doug Hardy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of ANDREW & LINDA TOGA to remove the
existing fixed pier, ramp and float and install new 56'X 4' wide fixed pier, 12'X 3' aluminum
ramp and 6'X 20' floating dock in same alignment as existing. Proposed floating dock to
be supported with 2-8" piles. Install a 4'X 23' pier, 5'X 4' stairs, 6'X 6' platform, 5'X 4'
stairs and 8'X 4' platform at top.

The CAC Supports the application, however, the seaward end of the dock was not staked.
The CAC recommends the installation of gutters, leaders and drywells to contain the roof
run-off from the dwelling.

Moved by Keith McCamy, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of TOM & MAE MAURI for an 18'X 36' pool
with 4'X 10' steps into pool, existing pool drain and 4' pool fence as required by code;
1,450 sf. patio pavers on concrete at grade, starting at elevation of existing house; 220 If.
retaining wall at 18.5' contour line, running along seaward side of pool and returning to
house for the purpose of maintaining grade of pool and patio, and +/-200 cy. clean fill as
needed; plant natural drought tolerant vegetation on both (seaward and landward) sides of
retaining wall; and stone walkway & stone steps to existing slate patio from walkway to
dock, and from patio area to side yard.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of JOHN FISCHETTI to reconstruct/reconfigure
the original dock assembly located along the northeastern shoreline and Richmond Creek
that was damaged during Hurricane Sandy. The proposed dock assembly is to consist of
an elevated catwalk 4'X 112', hinged ramp 3'X 15' and a floating dock 6'X 20'. All
materials to be non-treated and all hardware to be hot-dipped galvanized.

The CAC Supports the application with the Condition the catwalk is constructed with
open-grate decking. There is a concern with run-off from the concrete driveway and how
it's being handled.

Moved by Jack McGreevy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of TOWN OF SOUTHOLD to excavate a new
25' to 30' wide inlet to Down's Creek to Peconic Bay. Regrade both banks on side of new
inlet. Construct new dike closing off existing creek inlet reusing the excavated material as
fill for the closing, approx., 3,000 cy. to -2 below mean low water.

The CAC Supports the application with the following recommendations:
• Widen the inlet to 30' to create a greater flow of water in and out of the
creek; and
• Construct a jetty on the bay side of the new and wider inlet, on the
southwest side of the inlet, to protect the inlet from shoaling in, due to the
natural west to east littoral drift.
The proposed project is not a permanent solution and will require maintenance dredging.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of JACK FARNSWORTH to bring in a small
front end loader onto the beach via the right-of-way immediately to the west of the
property for the purpose of replacing the stones (4' high X 4' wide) along the seaward face
of the existing masonry bulkhead, a length of 172' and 45'.

The CAC Supports the application with the Condition a better tool is used to capture the
debris, such as a clam-shell bucket rather than a front-end loader, with minimal impact on
the sea bottom.

FISHERS ISLAND CLUB to reconstruct 180 If. of 8.75' wide fixed wood pile and timber
pier including ladders, waterward of the apparent high water line.
Located: 20449 East Main Road, Fishers Island. SCTM#4-4-14.1
The CAC did not make an inspection, therefore no recommendation was made.
Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for
Wed., November 19, 2014 at 6:00 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., December
10, 2014 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.

Conservation Advisory Council
