November 24, 2014 Meeting
Called to Order:
10:05 AM by Chairman Neb Brashich.
Members Present
:
Town Engineer Jamie Richter, Planning Director Heather Lanza, Chief Martin Flatley, Frank
Field, Rona Smith and Tom Fox.
Minutes of October 20, 2014
A motion to approve the minutes was made, was seconded and was carried after Jamie Richter
pointed out that Supervisor Russell and he, not Chairman Brashich, had met with the Mayor of
Greenport and NYSDOT reps concerning the SR25 the proposed repaving area at Manor Place,
Greenport. The record has been corrected accordingly.
EETC Update
There was no meeting in November and Heather Lanza will assume temporarily assume the
role of chair. The next meeting will be in January 2015.
TransCom Membership
Bob Feger will be stepping down as Greenport’s representative on the Commission. His letter
of resignation will follow and the Mayor of Greenport is expected to appoint his replacement.
Public Requests
Signage at Laurel Lane & Peconic Bay Boulevard - Peconic
Appropriate signage cautioning joggers, walkers and bicyclists to observe traffic rules at the
above intersection so as to avoid accidents with motor vehicles is a continuing issue. It is
understood that Margaret Brown will design two prototype signs for the Commission’s
consideration and Chief Flatley advised that he will place an electronic variable message board
seasonally to enhance traffic safety.
Traffic Light Request at Ackerly Pond Lane & Route 25 - Southold
In his letter of October 16, 2014, Neb responded to the local resident who had requested the
installation of a traffic signal at that intersection. He reported that the Southold PD had
investigated the situation over the past ten years and found that there had only been two motor
vehicle accidents at that location, both involving vehicular collisions with deer. For the NYSDOT
to investigate the situation, the resident was encouraged to present a signed petition from local
residents.
Request for Stop/Yield Signs – North Cross Road/Eastwood Drive Extension/ Holden Avenue
Extension - Cutchogue
If a signed petition were received from residents in the area, the Superintendent of Highways
would be requested to determine where any stop sign should be established.
ADA Access to Bus Shelters
Neb reported that a petition from the East Marion Civic Association had not yet been received.
Supervisor & Town Board Requests
Traffic Light at Route 25 & Peconic Lane, Peconic & Planning Board Recommendations
The NYSDOT to is expected to conduct a study of that traffic safety issue and report on its
findings.
No Through Trucks – King Street, New Suffolk
There has been no response received yet to Neb’s letter of October 8, 2014 to the President of
the Board of Trustees of New Suffolk Common School concerning that issue.
Repaving of SR25 between Manor Place and CR 48 - Greenport
The Town and the Village are working on seeking estimates covering the upgrade of their
respective parts of the right of way, with a view toward seeking reimbursement funding of as
much as 90% from NYMTC, with NYSDOT as a “partner”. However, SCDPW must submit any
reimbursement requests from the Town and the Village. In the meantime, any remediation
efforts will only be temporary.
The concerned fire chiefs have been advised of the situation and will be kept informed of any
subsequent developments.
Planning Board Requests
Improved Pedestrian Safety - CR48 at Soundview Restaurant - Greenport
There have been no new developments from SCDPW after last month’s visit by its Chief
Engineer. In the meantime, Jamie Richter will investigate possible better street lighting at that
location. The issue of maintenance and repair of any installed battery-powered warning lights
remains an issue with SCDPW.
Town Comprehensive Plan
Issuance of the Transportation & Infrastructure Chapter has now been further delayed to late
2015.

Bus Shelters

In his email of November 21 to Neb, Legislative Aide Stype reported that he has been advised
by SCDPW that NYSDOT will require striped crosswalks at the proposed bus shelter sites. That
requirement will be problematic for SCDPW and that implementation of the proposal may
require intervention by local NYS legislators. However, Neb observed that many existing bus
shelters do not have crosswalks at those locations.
A Greenport resident who had an inquiry concerning the placement of a bus shelter in
Jamesport was advised that the Town of Riverhead has jurisdiction in that regard.
Orientation/Interpretive Signage Project – RBA Phase II

On October 28, Neb, Jamie Richter and reps from RBA and KJB visited the proposed sites for
the signs and kiosks.
However, in an entirely unanticipated development, a local civic group raised very contentious
jurisdictional objections to the proposed Cutchogue placement. Neb subsequently met with the
Supervisor concerning the issue and a “stop-work” order covering all installations was
th
subsequently issued by RBA to KJB on November 13.

In his email of November 21 to Neb, Legislative Aide Stype further reported that SCDPW had
three locations where PBS wants shelters placed. He also noted the passage of Legislative
Resolution 1913, which allows the County to enter into agreements with land owners for the
placement of shelters on their properties. However, he also repeated the NYSDOT requirement
for striped crosswalks.
New Business
Crosswalk Safety – Audible Signage
Neb reported on a NYSDOT communication concerning warning strips and audible signage to
assist guide dogs at crosswalks in the Town. He will send a memo to the Supervisor
concerning audible signage already in place.
Old Business
LIRR Crossing – Factory Avenue, Mattituck

Legislator Krupski’s letter of October 31 to the LIRR followed up on the unsafe pedestrian
crossing there. He noted that the LIRR had since created the passageway over the tracks and
that the Town would be creating asphalt pedestrian pathways on both the north and south
terminus of the crossing. Mr. Krupski also inquired as to when the LIRR would install pedestrian
gates in way of the pathways.
Next Meeting
The next meeting will take place on December 15, 2014 at 10:00 AM in the conference room at
Town Hall.
