Members Present: Councilman Bill Ruland, Town Engineer Jamie Richter, Planning Dep't Rep Brian Cummings, Chief Martin Flatley, Margaret Brown, Frank Field, Highway Superintendent Vincent Orlando, Rona Smith and Tom Fox. Visitors Present: Legislator Krupski's Aide John Stype and SCDPW Chief Engineer Bill Hillman. Minutes of September 22, 2014 A motion to approve the minutes was made, was seconded and was carried. (A typo was subsequently found and corrected as follows: 1St page, Public Requests ADA Access to Bus Shelters, 4th line —"puruse" should read "pursue".) EETC Update There was no meeting in October and Neb advised that Heather Lanza had reported that the EETC is now considering meeting on a quarterly basis instead of monthly. She also reported that, as the Southampton Town Transportation Director no longer wishes to chair the organization, she had volunteered to run it. Public Requests Signage at Laurel Lane & Peconic Bay Boulevard Appropriate signage cautioning joggers, walkers and bicyclists to observe traffic rules at the above intersection so as to avoid accidents with motor vehicles is a continuing issue. Margaret Brown will contact the concerned resident with an update on the situation Bicycle Travel Concern, Soundview Avenue & Horton Lane, Southold Appropriate signage at that location has been installed. Traffic Light Request at Ackerly Pond Lane & Route 25 - Southold A local resident had requested the installation of a traffic signal at that intersection. Neb wrote to NYSDOT concerning that issue and will advise the resident after that agency has responded. Request for Stop/Yield Signs— North Cross Road/Eastwood Drive Extension/ Holden Avenue Extension - Cutchogue Neb's letter of October 9, 2014 to the concerned resident advised that two Commissioners had inspected that location earlier in that week. He explained that, as the location had good sightlines in all directions and there is no record of previous motor vehicle accidents there, the Commission questioned the need for signage. Nonetheless, if a signed petition were received from residents in the area, the Superintendent of Highways would be requested to determine where any stop sign should be established. ADA Access to Bus Shelters Neb also advised the concerned East Marion resident that a petition from the local civic association had not yet been received. Neb also sent the resident material concerning Project Bus Shelter. Mr. Stype advised that Suffolk County Transit expects to have a new "app" covering waiting times for busses sometime during 2015. Supervisor& Town Board Requests Traffic Light at Route 25 & Peconic Lane, Peconic& Planning Board Recommendations At the Planning Board's request, Neb's letter of October 8, 2014 requested NYSDOT to conduct a study of that traffic safety issue. No Through Trucks— King Street, New Suffolk Neb's letter of October 8, 2014 to the President of the Board of Trustees of New Suffolk Common School advised that the Commission had discussed the issue at its monthly meetings of June, July and September 2014 and was continuing to seek any legal and appropriate actions for the New Suffolk community. In the meantime, he also suggested that the School Board should encourage the major local merchants whose suppliers generate the most truck traffic to seek voluntary compliance from those suppliers in alleviating the problem. In addition, Neb suggested that the School Board should advise local residents to observe the "No Parking" signage on the south side of King Street. That step would improve sight distances along that street and increase pedestrian safety, especially at the start and the end of the school day, when the children are more likely to be crossing the street. Subsequent feedback from the School Board would be most helpful in gauging compliance with the suggested measures. Margaret Brown, a New Suffolk resident, will also observe the after-school situation on King Street in way of the playground and ball field. Repaving of SR25 between Manor Place, Greenport and CR 48 The Supervisor and Neb met with Village of Greenport and NYSDOT reps concerning ownership of the roadway between Manor Place and CR 48. NYSDOT advised that it will not pave that strip as the roadbed needs upgrading and that it will study the required improvements. In the meantime, the Town and the Village will seek a cooperative agreement with NYSDOT, as well as funding from NYMTC. The concerned fire chiefs will be advised of the above meeting and any subsequent developments. Planning Board Requests Improved Pedestrian Safety - CR48 at Soundview Restaurant - Greenport Permanent Solution Chief Engineer Hillman of SCDPW presented a very comprehensive overview of the proposed measures to improve pedestrian safety at that location. To accomplish this project, among the measures being considered is a land swap (at no-cost to the taxpayers) between Soundview and Suffolk County to allow for the installation of traffic— calming raised medians and for controlled access and egress from the Soundview's parking lots on both sides of the roadway. Some previously proposed measures, such as a push-button activated strobe light, are not approved by state or federal law as they provide a false sense of security. The push-button system is better suited for "downtown" streets where there are pedestrians and parking as well as slower vehicle speeds. Motion-activated crosswalk signals are estimated by SCDPW to cost about$50,000. Funding is available for the work and construction is scheduled to start in 2016 and will require one year to complete—excluding the period form Memorial Day to Labor Day. The 45 MPH speed limit will remain in place. Suggested Temporary Measures 1 24 hour crosswalk flashers without push-button activation at pedestrian crossings. A stop light would not be workable at that location as the required 70 pedestrians per hour for 4 hours threshold could not be achieved. 2 More town street lighting in way of the restaurant is suggested, although flood lights on poles are already in place. 3 Current crosswalk signage meets current guidelines. 4 Soundview Restaurant should engage guards for pedestrian safety during large events. 5 Embedded in-ground reflectors (safe from plows) in way of the crosswalk. Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been delayed to December 2014. Current Transportation Issues - Updates Bus Shelters There are no new developments, although responsibility for long-term maintenance remains as an issue. Project Bus Stop SCDPW is still awaiting NYSDOT's approval for an additional shelter and for all suggested placements on SR25. Those placements also require signed affidavits from the landowners releasing the parcels to the Town and agreeing to a right—of-way for the construction of the bus shelters, which the Town/County will maintain over a period to be determined. PBS reports that it has three assured approvals from property owners. Funding remains an issue. Orientation/Interpretive Signage Project— RBA Phase II RBA forwarded KJB's memo of October 14, 2014, which details the timeline covering the start of installation during the week of October 13 through completion during the week of December 1, 2014. Neb reported that his attempts to contact the Village of Greenport concerning the attendance of its rep at a meeting scheduled for October 28th to discuss placement of a kiosk at the municipal parking lot near the gazebo have been unsuccessful. Old Business Pedestrian Walkway and Crossing, Factory Avenue - Mattituck Jamie Richter advised that local residents are seeking a safer walkway at the LIRR crossing on the west side of that road. He will draw a plan covering partial paving and restriping of the roadway travel lane to provide a walkway on the shoulder. The pedestrian crosswalk in way of the church will also be striped. Traffic Safety—Turn Signal - CR48 &Wickham Avenue - Mattituck SCDPW has refused a request to reconsider adjusting the turn signal to provide a left turn arrow from CR48, as the proposal didn't meet requirements for such an action. Suffolk County is interested in putting up some shelters in Southold Town. The problem is that the NYS Dept of Transportation says that in order to put a bus shelter on a NYS road, you need to have a cross walk. This causes huge problems for the County. The plan now is to submit locations to NYS Dept of Transportation and have them deny the application. We will then go to Senator LaValle and Assemblyman Palumbo to work on our behalf. Suffolk County DPW does have the three locations where Project Bus Stop wants to put up shelters. One positive thing that has happened is that Resolution 1913 passed. This resolution allows the County to enter into an agreement with a land owner to put up a bus shelter on their property. That is a good thing. But it still comes down to NYS to approve without a cross walk. I believe that you have a meeting on Monday and I wanted to give you an update. If you want me to come to the meeting, let me know. If you recall,the meeting took place at the site on November 7, 2014. Thank you for creating the passageway over the tracks on the west side of Factory Avenue. I have been in contact with James Richter, Southold Town Engineer, and he has confirmed that in the near fiiture the town will be creating asphalt pedestrian pathways on both the north and south terminus of the crossing. It is my understanding that LIRR committed to install pedestrian gates on either side of the pedestrian crossing. Can you give me a timeline for completion of this project. New York 11971 Dear Mr. Gregory: This is in response to your August 4, 2014 letter concerning a safety problem at the corner of Ackerly Pond Lane and New York Route 25 in Southold. This issue was discussed by the Commission at our regular monthly meeting on September 22nd We requested the Police Department run a report for, motor vehicle accidents (MVAs) at this site for the past ten years. The results indicated only 2 MVAs and both of them were as a result of the vehicle hitting a deer. As you may be aware, however, any action on Route 25 falls within the purview of the New York State Department of Transportation (NYSDOT). Thus, the installation of a traffic light would require a feasibility' study by the NYSDOT, particularly given that this is a very complicated intersection. To enable the Commission to move forward, we would need a signed petition from the residents in the area requesting this undertaking on the basis of public safety issues. Unfortunately, the State is not likely to move on an individual request. During that period,we have repeatedly noted that the corner of Ackerly Pond Lane and the Old Country Road (Route 25), where there is an Empire Gas Station, is exceedingly dangerous. Cars are attempting to make left and right turns from numerous positions while traffic streams east and west along Route 25. As traffic has picked up over time (both on Route 25 and on Ackerly Pond Lane), the danger has increased. My wife and I consider it essentially a death trap. Accordingly, I hereby request that you seriously consider installing traffic lights at the corner. Supervisor Scott Russell and Office of Town Engineer James Richter met with representatives from the NYSDOT and the Village on October 14th regarding this issue. This stretch of Main Street is approximately 0.9 miles in length and is not owned by the NYSDOT even though it is designated as Route 25. It is currently maintained by both the Village (75% +/-) and the Town (25% NYSDOT representatives indicated that they would perform an analysis to determine an estimated cost of improvements needed to bring this portion of Route 25 up to their standard. This would include but not be limited to asphalt paving, concrete curbing, concrete sidewalks and street trees. They would also try to determine if it would be possible to dedicate this stretch of the road to the State after improvements were completed. The basic premise for the dedication discussed was that the Town and Village may need to be responsible for the required upgrades to the road. The possibility of applying for and receiving NYMTC Grants based on'a Town/Village application with NYSDOT as a "partner" may get additional consideration for grant funding requests. Although this stretch of road spans only 1800 feet, it is the route used by almost every one of our When transporting patients to Eastern Long Island Hospital.Over the years this road surface Deteriorated to a point where travel had become difficult for both our patients and our ambulances, however the winter of 2013/2014 extracted a terrible toll and what had been previously difficult is now patently dangerous, particularly when transporting criticalally ill patients or those with spinal injuries. The Chiefs'Council is asking you to do everything within your power to effectuate an emergency Resurfacing for this road which is a vital link between our communities and our only hospital.
