HomeMy WebLinkAbout2014 MEMORANDUM TO: Southold Town Board FROM: Zoning Board of Appeals, Leslie Weisman, Chairperson RE: Proposed 2014 Required Annual Training Seminars DATE: August 15, 2014 The ZBA, in consultation with ATA Kiely, Planning Director Heather Lanza, and LWWRP Coordinator Mark Terry, has developed the following proposal for your review and approval for our required four hours of continuing education and training for 2014. All sessions will be conducted in house at no cost and scheduled for ZBA meetings where all Board Members will be in attendance. ZBA 2014 Training Proposal COMPLETED 2013 Case Law Update 1. – An overview and summary of legal determinations involving special permits, use variances, area variances and nonconforming uses that have been rendered by the various courts of New York State. Training will be approximately 2 hours, Presented by ATA Kiely One hour Special Meeting 8/28/14 One hour Special Meeting 11/20/14 LWRP “Zoning Framework” 2. – Certain ZBA actions are required to be consistent with the Town’s LWRP pursuant to Chapter 268 of the Southold Town Code. This training will provide an overview of LWRP policies and related recommendations, as they apply to the work of the Board of Appeals. The review will include policies that are designed to protect the Town’s shoreline and scenic vistas in residential, agricultural, business/industrial, and marine/water dependent zone districts. Training will be approximately 1hour, Presented by LWRP Coordinator and Principal Planner Mark Terry One hour Regular Meeting 10/2/14 Jurisdiction of the Planning Department and Planning Board 3.– The Planning Board regularly shares concurrent jurisdiction with the Board of Appeals on applications by property owners seeking variance relief and special exception permits from the ZBA. This training will provide background on the work of the Planning Department and Planning Board, including reviewing commercial, residential and subdivision site plans and an update on the Town’s Comprehensive Plan Land Use Chapter.
