Vice President Dvirka and Bartilucci Consulting Engineers 330 Crossways Park Drive Woodbury, New York 11797 Re: Southold Landfill Closure Construction Dear Mr. Maher: The New York State Department of Environmental Conservation is in receipt of your letter and testing data dated May 5, 2000, regarding the construction quality assurance and quality control (CQA/CQC) testing for the gas venting layer and barrier protection layer. As per the provisions of Part 360-2.13(p)(1) the gas venting layer must consist of a soil with a maximum of 10 percent by weight of fines passing through a No. 200 sieve and 360-2.13(r)(2)(iii) states that the bottom 6 inches of the barrier protection layer must be reasonably free of stones. The Department approves your request for revisions to the maximum particle size specifications provided that the placement of the soil complies with the aforementioned provisions of Part 360. In addition, as stated in your revised specifications and as described within your letter, it is imperative that the five samples that do not meet the design criteria for the gas venting layer be used in accordance to the specifications and/or regulations in either the barrier protection layer or as grade building material. Please be aware that the provisions of 360-2.13(u) Construction certification report, requires that proper documentation be made for any deviation to the approved engineering report. Therefore, the construction certification report must include verification of adherence to the approved revisions. If you have any questions regarding the above, please do not hesitate to call me. Cochrane Supervisor Town of Southold Town Hall 59095 Main Road Southold,New York 11971 Re: Variance request No. 5 -Drainage War Slopes Dear Supervisor Cochrane: The New York State Department of Environmental Conservation (the Department)is in receipt of your letter concerning a variance application (Variance No. 5 -Drainage Way Slopes). The Department does not believe that this is the appropriate provision to variance in the case of this landfill closure. The provisions of 360-2.15(k)(ii) are only required for closure projects that are proposing to close with slopes steeper than 33 percent, and the situation surrounding this variance does not necessitate the need to comply with this provision. The Department believes that the provisions of 360-2.13(r)(2)(ii) are more applicable to this variance request. This provision requires the geomembrane cover to be placed on a four percent minimum slope to promote positive drainage. Although the submitted variance request does not reference the correct regulatory citation, the intent of the variance is unchanged and will be processed without an additional submittal. Any future correspondence, or subsequent approval, on this request should note the correct regulatory provision. Specifically, this variance will allow for the reduction of the final cover slopes below the regulatory minimum of four percent. The proposed design will include open drainage swales with minimum slopes of two percent, and culvert drainage pipes with minimum slopes of 1.5 percent. To supplement the drainage controls, a geocomposite drain above the geomembrane and perforated piping below each open drainage swale will be used. While the Department approves of this variance request, it believes it is necessary to clarify the following items: 1) This variance only allows the applicant to reduce the slopes of drainage controls below the regulatory minimum of four percent, as noted in the approved closure plan. All other final cover slopes must be graded to meet the four percent minimum required in 360- 2.13(r)(2)(ii). This manual should outline the measures which will be taken should post closure inspections determine that any part of these drainage controls are not operating in a manner that allows stormwater to be collected. Upon acceptance of these two items by the Town of Southold and upon appropriate modification to the post closure monitoring and maintenance operations manual,the Department will approve the variance. Based on our telephone discussion, you indicated that a minimum set back of 25 feet would have to be maintained from the property line to the top of the slope and that the slope face would need to be graded to one foot vertical and two feet horizontal. In review of 6 NYCRR Part 422,Mined Land-Use Plan, 422.2,(3), (v), (b), it states that the slope created by the excavation of coarse sand and gravel can be 33 degrees, or a slope of one vertical on one and one-half horizontal. Since the increase in slope would result in an increase in the amount of material which could be excavated and increase the area of the borrow pit for composting activities, we request that the Department review the possibility of increasing the slopes to 33 degrees. The enclosed soils analysis indicates the borrow soil to be a medium sand and gravel. Please advise us as to whether a slope of one vertical to one and one-half horizontal would be acceptable. (It should be noted that much of the existing slope in the borrow pit is about 33 degrees and supports vegetation). We are currently planning the preparation of a borrow area excavation plan and typical cross sections to be included with the contract documents for closure of the Southold Landfill previously sent to you. As the Town is interested in bidding the closure of the landfill in the near future, we would appreciate you determination as soon as possible. As part of this effort, the Town is presently engaged in the following activities: • Coordinating with LIPA to raise the height of high voltage wires which span the site and evaluating options for integrating the power line towers into the cap, or relocating the towers outside the limits of the cap. • Obtaining easements around the perimeter of the landfill as needed for cap construction, materials lay down and the construction site entrance/exit. Completing the drawing showing access roads and contract limits will depend on the outcome of this effort. • Evaluating options for regrading the entrance to the landfill cap main access road in order to minimize the impacts resulting from the difference in elevation between the access road entrance and the scales and scale house. Alternate options being considered include raising the scales and scale house and regrading the proposed modifications to the collection center in the adjacent area. It is anticipated that the effort required to obtain the information identified above and to finalize the affected drawings and specifications, will be complete on or about September 1, 1999. As a result, on behalf of the Town of Southold, we are requesting an extension of time for submittal of the closure construction plans and specifications until on or about September 1, 1999. Since the Town is still well short of the amount of sand needed for the capping project,the cost savings would be significant. In addition,the mining would result in a larger area for proposed future composting activity in the borrow pit once the landfill is closed. We estimate that perhaps as much as 100,000 cubic yards of sand could be recovered for use in the capping project. This amount,when added to the roughly 105,000 cubic yards of clean sand already purchased by the Town and stockpiled on site,may come close to providing nearly all of the clean sand needed for the project. Specifications for mining of the sand,pursuant to applicable regulations regarding setbacks, slope, stability, and reclamation will be incorporated into the landfill closure design. The Town intends to qualify the mined sand for use in the barrier protection layer(BPL)and top soil layer of the landfill cap. While it is uncertain if available sand will exceed what is required for capping purposes,any excess would be used for surface reclamation in the bottom of the borrow pit. Your comments and corresponding responses are presented below. NYSDEC Comment No. 1: The Final Closure Plan on page 8-4 was modified to add that condensate from wells outside the limits of waste would be collected for proper disposal. This implies that condensate from wells inside the limits of waste would not be collected(ie., drained back down the well as specified in the Draft Closure Plan). The Plan must have the condensate from all the wells collected. Response to Comment No. 1: Condensate from gas collection wells, if installed, will be collected for proper off-site transport and disposal, regardless of the location of the wells:from which condensate is collected. NYSDEC Comment No. 2: On page 3-6, the Final Closure Plan states that at the end--of the- work day, exposed waste would be covered by six-inches of daily cover (general fill). The November 18 D&B response to Department comments stated that six-inches of soil would be used to cover any exposed waste at day's end. Response to Comment No. 2: General fill, which may consist of soil and/or alternate materials approved by the NYSDEC such as glass sand, will be used to cover exposed waste at the end of each day. The Town is therefore required to provide documentation relating to all revenues received from any alternate grade material utilized. The Town must add to the closure plan an appendix which addresses how the information is to be collected and maintained and the frequency with which it is to be submitted. Response to Comment No.3: The Town will be submitting a separate response to this comment. As we understand your letter of January 11, 1999, with the submittal of this letter and the forthcoming response to Comment 3 above, the Final Closure Plan will be deemed approved. Since the Town is still well short of the amount of sand needed for the capping project,the cost savings would be significant. In addition,the mining would result in a larger area for proposed future composting activity in the borrow pit once the landfill is closed. We estimate that perhaps as much as 100,000 cubic yards of sand could be recovered for use in the capping project. This amount,when added to the roughly 105,000 cubic yards of clean sand already purchased by the Town and stockpiled on site,may come close to providing nearly all of the clean sand needed for the project. Specifications for mining of the sand,pursuant to applicable regulations regarding setbacks, slope,stability,and reclamation will be incorporated into the landfill closure design. The Town intends to qualify the mined sand for use in the barrier protection layer(BPL)and topsoil layer of the landfill cap. While it is uncertain if available sand will exceed what is required for upping purposes,any excess would be used for surface reclamation in the bottom of the borrow pit. The following provides our design concept and costs to perform the work. Design Concept • Those areas on the west side and east side of the borrow area that offer an opportunity from which to excavate soils will be cut back to within a 25-foot setback from the property line at the top of the slope and the side slopes will be graded to 1-foot vertical to 2-foot horizontal or 26 degrees, both in accordance with NYSDEC requirements. • Existing side slopes of the borrow area which are at or exceed NYSDEC setback and slope requirements will not be regraded or disturbed. • Since the floor of the borrow area already is at the minimum depth for separation from groundwater under N YSDEC regulations (5 feet), no further excavation of the floor area will be made. • Prior to bidding and construction, the borrow area soils will need to be tested so that they may be prequalified for use in construction of the cap. The testing requirements will be the same as those previously specified and recommended for the existing stockpiled golf course sand. As you are aware, there has been a delay in bidding the construction contract due to the need to resolve replacement of the transmission towers on the landfill with LIPA. LIPA was to have made a decision with regard to replacement of the towers on March 31, 2000, but the meeting to make this decision within LIPA was cancelled. A meeting was held by LIPA on April 13, 2000, and a decision was made to look at different alternatives for overall replacement of the towers in the Town of Southhold. It is LIPA's intent to resolve this matter in early May, including the need to replace the towers at the landfill. As explained in the February 18 letter, the Town feels that it is prudent not to bid the construction contract until it knows LIPA's plans and schedule for replacement of the towers. The Town still plans to bid the construction contract this year but, depending on LIPA's decision and schedule, the contractor may not be able to begin construction until early next year. You should be aware, however, that the Town is continuing to proceed with work on the landfill in conformance with the approved closure construction documents. This work includes filling of the former scavenger waste lagoons, construction of the recharge basins and preparation of the construction access roadway. A surveyor is placing grade stakes to guide construction of the recharge basins. This work is being supervised on a weekly basis by our firm dependent on the work performed for a given week. After completion of the recharge basins and the access roadway, the Town intends to begin grading of the landfill to prepare the subgrade for closure. Assuming that agreement can be reached by the end of March, based on conversations with LIPA, it will take about four months for the towers to be installed. Although closure construction could take place concurrently with replacement of the towers, this would not be the preferred approach. Rather it is preferable to have the towers replaced before closure construction commences. As a result, it is likely that closure construction would not commence until August/September, which would require a winter break in construction and likely higher construction cost. As a result of this situation, I suggest that construction be deferred until 2001. The project still can be bid this year and all contractor required submittals can be reviewed and approved this year so that the contractor is ready to proceed with construction on March 1,2001. This revised schedule also will provide the Town with sufficient time to negotiate with the adjacent property regarding construction easements and plan for the handling of waste materials during the construction period. In addition,I had a chance to visit the landfill on Friday,March 10,and inspect the work that Jim Dunchuck has performed in constructing two of the recharge basins, which looks good. By deferring construction until next year, additional time will be available for the Town to perform additional closure construction related work, such as completion of the construction access roadway, construction of additional recharge basins and contour grading, which will result in additional cost savings to the Town. In general. the drainage ways will be constructed as follows: • Drainage ways will consist of a system of culverts and swales designed to convey storm water from the landfill call to on-site recharge basins. • The culverts will be constructed of corrugated high density polyethylene pipe (CHDPE) with a minimum diameter of 18 inches and a slope of no less than 1.57e. • The swales will be constructed with a minimum slope of 2%. The swales will be built up from the subgrade. Above the subgrade will be a minimum 12-inch thick compacted gas venting laver. 60-nxii textured high density polyethylene geomembrane (HDPE), geocomposite drainage layer, 12-inch thick compacted drainage layer and appropriate swale lining(i-e-, vegetative growth layer with erosion control fabric, stone fill or Reno mattress, as appropriate). Impacts of variance approval or disapproval a. Environmental Impact The proposed variance will not have an environmental impact given that the proposed drainage way slopes will still retain the ability to prevent ponding and provide proper drainage of storm water off the cap. The proposed drainage structures will preclude the infiltration of precipitation to the underlying waste mass and generation of leachate. b. Economic Impact The proposed variance for the reduction of the drainage way slopes from four percent to two percent will result in a substantial savings to the Town of Southold estimated to be $1,176,000_ A significant increase in the final subgrade elevations of the landfill (of up to approximately 16 feet in certain areas) would be required to provide for an increase in drainage way slope from two to four percent. Since additional cutting of waste to alter slopes at the landfill perimeter is not a feasible option due to the proximity of bordering homes, about 98,000 cubic yards of additional contour grading materials at a cost of$12!cubic yard for delivery and placement would be required. Based on our telephone discussion, you indicated that a minimum set back of 25 feet would have to be maintained from the property line to the top of slope and that the slope face would need to be grade to one foot vertical and two feet horizontal. In review of 6 NYCRR Part 422, Mined Land-Use Plan, 422.2, (3), (v), (b), it states that the slope created by the excavation of coarse sand and gravel can be 33 degrees, or a slope of one vertical on one and one-half horizontal. Since the increase in slope would result in an increase in the amount of material which could be excavated and increase the areaof the borrow pit for composting activities, we request that the Department review the possibility of increasing the slopes to 33 degrees. The enclosed soils analysis indicates that the borrow soil to be a medium sand and gravel. Please advise us as to whether a slope of one vertical to one and one half horizontal would be acceptable. (It should be noted that much of the existing slope in the borrow pit is about 33 degrees and supports vegetation.) We are currently planning the preparation of a borrow area excavation plan and typical cross sections to be included with the contract documents for closure of the Southold Landfill previously sent to you. With regard to removing soil in the northeast corner of the barrow pit, removal of -,)il from this area, while it would provide material for construction of the cap, will not affect physical construction of the cap, and therefore, will not require changes to the current drawings and specifications, except to direct the contractor to use this material (likely for contour grading material) rather than obtaining material from an off-site source. With regard to the concept of utilizing a portion of the landfill (southwest area) for composting yard waste, as discussed, the NYSDEC Albany office (Mr. Robert Phaneuf, Chief, Eastern Facilities) contacted me to discuss this concept. Mr. Phaneuf, after discussion with Sharon Smith of the Bureau of Waste Reduction and Recycling, would find that concept approvable provided the compost pad was structurally sound, utilizing asphalt as the surface material, and would not damage the underlying geomembrane. Based on discussion with Mr. Phaneuf, he indicated that construction and material above the geomembrane would be considered part of the compost pad and would be grant eligible (50% up to $2 million) under the Municipal Waste Reduction and Recycling Program. Considering elimination of seeding, erosion control blanket, topsoil and barrier protection layer (BPL) from the closure portion of the cap below the composting pad (seeding, erosion control blanket and topsoil to be replaced by asphalt and BPL being part of the compost pad base), would result in a cost savings for closure (based on a 6 acre pad)of about $700,000. A rough cost to construct the composting pad (2 inches of waring course, 4 inches of base asphalt, 6 inches of crushed stone, geotextile and 12" inches of BPL) of 6 acres is about $1.2 million of which 50%n would be grant eligible. The work includes sampling and testing of stockpiled glass sand at the landfill as required by NYSDEC; ongoing services in connection with securing and evaluating alternate fill and contour grading material for cap construction; test pit investigation at the landfill to obtain information regarding the depth of existing soil cover material and potential for generation of odors during regrading of the landfill; relocating and reconstruction of the existing Fire Department siren and the nonpotable water supply well; incorporating management of storm water runoff from the scale house and Collection Center into the landfill closure design; and prequalification testing of the Town's on-site soil stockpiles in accordance with the design specifications. Specifically, the scope of additional work includes the following: Alternate Fill Material Glass Sand 1. As required by NYSDEC, four samples were collected from the stockpile of glass sand near the former lagoon. A portion of one of the four samples was tested for volatile organic compounds ('VOCs). The remainder of the sample and the other three samples were composited and tested for sernivolatile organic compounds, PCBs, pesticides, herbicides, metals and cyanide. 2. As required by NYSDEC, two additional samples were collected from a second pile of stockpiled glass sand located near the high voltage electric line tower on the landfill. The results of the analyses were evaluated and presented in a letter report to NYSDEC dated May 26, 1999. As a result of the testing and report, NYSDEC has allowed continued use of glass sand as part of landfill closure 4. As required by NYSDEC, a sampling protocol was prepared for sampling and analysis of glass sand stockpiled at the landfill in order to allow continued ac, Mance of glass sand at the landfill. Securing and Evaluating Alternate Fill and Conl'our Grading Material As part of continuing efforts to secure alternate fill and contour grading materials to reduce the cost of landfill closure, D&B has been requested to review a number of chemical and geotechnical data packages and additional information as follows: 1. dnLine Management Associates, Inc. of Commack, New York provided chemical data on soil and car shredder screenings,. (YJpon review of the data, it was recommended to the Town that.the material not be accepted at the landfill.) 2. Terry Contracting and Materials, Inc, provided chemical and geotechnical data regarding shredded wood waste stockpiled at a site known as "George's" in Southampton, In addition, D&B conducted a site visit to visually inspect the stockpiled materials at George's, prepared a letter to the Town providing an evaluation of the data and recommending acceptance of the wood waste, and reviewed and commented on a draft agreement for acceptance of the material at the landfill. 3. The Town of Huntington provided chemical data and a plan for obtaining geotechnical data for material to be dredged from the Hecksher Park pond in the Village of Huntington. (Upon review of the data to date, it appears that this material is acceptable for use at the landfill—pending receipt of additional data requested from the Town of Huntington.) The total cost of the effort identified above for glass sand sampling and evaluation of alternate materials, including labor, expenses and analytical laboratory services is $7,000. In addition to this amount, we suggest the addition of $3,000, for a total of$10,000, to continue to pursue and evaluate alternate sources of material to reduce the Town's cost for closure of the landfill. For informational purposes, it is estimated that to date approximately 12,000 cubic yards of glass sand have been used at the landfill to fill in the former lagoon. It is anticipated that an additional 15,000 cubic yards of glass sand will be delivered to the landfill before closure construction begins (on or around April 2000). The estimated cost. for general fill is $7 per cubic yard. SEP-14-99 15. 51 FROM : 9 ID: • PAGE 5/10 Jean W. Cochran, Supeivisor Page 3 Town of Southold September 14, 1999 Therefore, the projected avoided cost that. the Town will realize as a result of the glass sand is estimated to be $190,000, The estimated volume of wood waste to be delivered to the landfill from George's transfer station is 5,000 cubic yards. This material will be delivered by Terry Contracting and Materials, Inc. for $8 cubic yard to be paid to the Town. Taking into consideration the avoided cost for general fill, it is estimated that the projected combined revenue and avoided cost that the Town will realize as a result of the wood waste is $75,000. The estimated volume of dredged material from the Hecksher Park pond to be delivered to the landfill is 8,000 cubic yards. Therefore, the estimated value of this material (resulting from avoided cost) to the Town is $56,000. Design Investigation The final subgrade contours for the landfill have been completed. This design information in conjunction with the updated topographic information showing existing surface elevations has been utilized to identify areas where cutting and filling will be required to obtain the design subgrade. As a result, the following work has been performed: 1. In certain locations across the landfill surface, cutting to a depth of up to 6 feet will be required. A test pit program has been conducted in these areas to determine the general depth of existing cover material and whether special odor control measures are required, in particular near residences. This effort will in part provide the information required to avoid the purchasing of fill material for daily cover during regrading. 2. In the area where extensive cutting will be required to construct the northwest recharge basin, a test trench has been constructed to determine the depth of bulky waste. This information will be used to develop quantity estimates and determine what portion of the material can be used as fill to obtain final contours on other parts of the landfill. 3. Installation of a stilling basin for storm water drainage is required along the southwest perimeter of the landfill. Test pits have been constructed at this location to determine the depth of waste in this area to determine the need to install a geomembra.ne beneath the basin, and to develop quantity estimates and confirm whether or not the material can be used as fill to obtain final contours on other parts of the landfill. { SEP-14-99 15 : 52 FROM: ID: PAGE. 6/10 Jean W. Cochran, Supervisor Page 4 Town of Southold September 14, 1999 4. A memorandum was prepared documenting the results of the design investigation. The investigation has provided information which will be used to preclude problems during construction which would otherwise represent the potential for change orders. 5. The drawings and specifications were modified to include management of bulky waste which was encountered during the investigation and will need to be disposed off-site. The total cost of the effort identified above for the design investigation is $6,600. Although there will be potential cost savings to the Town resulting from the design investigation, a figure cannot be estimated based on available information. Relocation of Fire Department Siren and Water Supply Well As part of the original landfill closure design effort it was assumed that the existing Fire Department siren and water supply well on the landfill would be. abandoned and not replaced on the landfill site. The Town has decided, however, as part of closure, the Fire Department siren and water supply well will be replaced at new locations on the landfill property. The effort required to include this work as part of the construction drawings and specifications includes the following: 1. Review of data and information provided by the Town with respect to the details of construction of the existing water supply well. 2. Selection of a site for the new water supply well and obtaining approval of Cutchogue Fire Department for the new siren. 3. Preparation of drawings and specifications for the new well, including new electrical service, meter, 25-hp submersible pump and appurtenances, stone pad and bollards to protect the well. 4. Preparation of drawings and specifications for the new siren, including new electrical service, meter and appurtenances. 5. Preparation of drawings and specifications for a gate to allow Fire Department access from the well to nearby residential areas. 6. Preparation of drawings and specifications for a new low watt light and a manually operated 500-watt floodlight as requested by the Fire Department to provide lighting at the water supply well site. Cochran, Supervisor Page 5 Town of Southold September 14, 1999 The total cost of the effort identified above for relocation of the fire department well and water supply well is $6,400. Although a cost savings to the Town cannot be defined, without a replacement water supply well at the landfill site, the Contractor will be required to obtain construction Water off-site at an additional cost to the project. In addition, a supply of the water at the site for fire fighting purposes and irrigation would not be available. Management of Collection Center Storm Water Drains e The original closure design effort includes management of all storm water runoff from the final landfill cap. However, because of current flooding problems in the area of the scale house and anticipated exacerbation of these problems resulting from planned Collection Center improvements, the Town requested that D&B assist in alleviating the flooding problems as part of the closure design effort. The additional effort for management of the scale house and Collection Center storm water runoff includes the following, 1. Review of current storm water problems in the area of the scale house and along the southwestern property line at the entrance to the landfill. 2. Estimating the quantities of storm water generated from the western side of the Collection Center (Area D-5 on the Construction Drawings), including the existing scale house, an area of approximately 5.5 acres. 3. Design of an extension of the storm water collection system from proposed Recharge Basin No. 1 to the northwestern corner of Area D-5 to provide a future connection that will allow storm water to be piped to recharge basin No. 1. 4. Preparation of drawings and specifications for construction of drainage structures, including a manhole and corrugated HDPE pipe to provide the connection. 5. Provision of recommendations to the Town that a drainage system be installed along the southwestern side of Area D-5 to help alleviate ponding of storm water and provide controlled discharge to the proposed drainage structures, and a recommendation that the Town pursue additional storm water controls needed to redirect flow from Suffolk County Road 48 (North Road) away from the entrance to the landfill site in order not to exceed the capacity of the planned landfill storm water collection system. It should be noted that this on-site drainage management effortt will not mitigate the problem of storm water runoff from County Road 48 draining onto the Iandfill property. Pre_qualification Testi jI of On-site Soil Stoc. kpiles In order to "prequalify" the Town's existing on-site stockpiles of sand to be used in the construction of the Gas Venting Layer, the Barrier Protection Layer and the Fabricated Topsoil Layer of the cap system in order to satisfy NYSDEC's quality assurance/quality control requirements, the sand must be sampled and tested according to the methods and frequency contained in the design specifications. Based on estimates provided by the Town, the existing on-site stockpiles are a total of approximately 115,000 cubic yards of granular sand. The required laboratory testing comprises the following, • Sieve Analysis (ASTM D422) • Standard Maximum Dry Density/Optimum Moisture Determination (ASTM D698) • Constant Head Permeability(ASTM D2434) The required frequency of testing is one sieve analysis per 1,000 cubic yards, one permeability test per 5,000 cubic yards and maximum density testing as appropriate. Based on these guidelines, the total number of laboratory tests will be approximately 115 sieve analyses, 23 permeability tests and 6 maximum density determinations. The sampling will entail random excavations within the stockpile to obtain representative soil samples for conformance testing. For estimation purposes, it is assumed that the stockpile sampling will have a duration of 10 days at 10 hours per day. Services during the stockpile sampling will include obtaining representative soil samples and delivery to the laboratory for testing. The cost for sample collection and analysis (including expenses) by Tectonic Engineering is attached. It is assumed that the Town will provide and operate the excavation equipment for the sampling. (A backhoe with a reach of 25 feet and a front-end loader will be required.) The total cost of the effort identified above for the testing of on-site soil stockpiles is $17,900; however, this would be the same cost if the construction contractor was required to test this soil. (This includes $16,$00 for sampling, testing and reporting as Indicated on the attached rroposal from Tectonic and $1,100 for supervision and documentation by D&B,) Therefore, this testing will not result in additional cost to the Town for landfill closure. On the drawing you will find yellow highlighted sections which represent the sections of fence which will need to be replaced due to grading and capping construction. Also highlighted in red are sections of fence which we anticipate will not be disturbed by construction. We do not know the condition of the sections of fence highlighted in red, particularly along the northern boundary of the site in the vicinity of monitoring wells 4S and 4D. Therefore, we are requesting that you inspect those sections and we will include any additional sections to be replaced as part of the closure project as recommended by you. A standard fence detail is enclosed. We recommend that new fence should be 8 feet in height. A barbed wire top section, middle rail and bottom rail are not needed. However, a top rail and bottom wire would be specified. Please let us know if our recommendations are consistent with the Town's requirements. In addition, a copy of Drawing 4 from the Final Closure Plan is enclosed. As discussed in the Final Closure Plan, Recharge Basin No. 4 is sized to handle a 25-year (24-hour) storm flow from drainage area D4, which includes part of the Town's recycling and drop off center. A few of these items do not directly affect preparation of the design and bid documents; however, they need to be addressed now in order to ensure a successful transition for the Town's future waste handling operations after completion of construction. 1. A 40-foot temporary construction easement is required around the landfill perimeter (see attached drawing) during construction of the cap. 2. The feasibility of raising the scales and scale house to the same elevation as the main access road through the landfill should be evaluated. Drawings showing the as-built conditions of the existing scales and details for the new scale house need to be provided to us to evaluate �pi1 �jQ available options. As one of the options, we are continuing to evaluate the possibility of regrading the entrance to the main landfill cap access road as a potential means of > eliminating the need to raise the scales and scale house. The Town should consider using the Cox Lane easement (i.e., the area being proposed for use as the construction entrance during the capping project) for construction of the scavenger waste storage tank after completion of cap construction. Additional property easements along Cox Lane will be required to accommodate tanker truck traffic flow/turnaround. 4. On the drawing you will find yellow highlighted sections which represent the sections of fence which will need to be replaced due to grading and capping construction. Also highlighted in red are sections of fence which we anticipate will not be disturbed by construction. We do not know the condition of the sections of fence highlighted in red, particularly along the northern boundary of the site in the vicinity of monitoring wells 4S and 4D. Therefore, we are requesting that you inspect those sections and we will include any additional sections to be replaced as part of the closure project as recommended by you. A standard fence detail is enclosed. We recommend that new fence should be 8 feet in height. A barbed wire top section, middle rail and bottom rail are not needed. However, a top rail and bottom wire would be specified. Please let us know if our recommendations are consistent with the Town's requirements. In addition, a copy of Drawing 4 from the Final Closure Plan is enclosed. As discussed in the Final Closure Plan, Recharge Basin No. 4 is sized to handle a 25-year (24-hour) storm flow from drainage area D4, which includes part of the Town's recycling and drop off center. Recharge Basin No. 1 is sized to handle a 25-year (24-hour) storm flow from drainage areas D1 and D5. As a point of information, no storm water improvements, grading, structures, catch basins or piping will be constructed in the recycling and drop off center or in drainage area D5 (including the scale house area) as part of the landfill closure. In November, 1995 Roderick Van Tuyl, P-C_ placed 8 ground control aerial targets surrounding the Southhold landfill. Aerographics Corporation then produced stereo aerial photographs of the landfill. After the flight, Van Tuyl field measured coordinates at the targets and supplied them to Geomaps as ground control to map the 1995.landfill. The vertical datum and horizontal datum of these coordinates were unknown. Geomaps mapped the landfill in the same unknown coordinate system the ground control was supplied in. In 1998 Geomaps was retained to map the landfill for the second time. Van Tuyl and his records were not available- Young and Young were hired by the Town to produce the ground control.The original points on the ground could not be recovered so it was decided to ignore the old coordinate system and to base the new map on a closed loop to a USGS Benchmark.At this time it was noticed that one of the 1995 targets(target 7)was still visible and the elevation on it was different by 0.8' . The 0.8'difference seen does not mean the vertical difference between the two systems is exactly 0.8'. To properly make that determination several points across the site would have to be compared. In addition, normal mapping tolerances at this mapping scale are about 3 tenths of a foot. I hope this helps to clear up the questions concerning the differences between the 1995 and 1998 maps. The Town of Southold is a municipal corporation of the Sto to of New York charged with various duties including the maintbnance and operation of a municipal refuse disposal area. 2 - 2. Well water is desired at this area tc> extinguish any fire that may be started by spontaneous combustion or other means. 3. For fire protection purpcies the applicant pro- poses to sink an 8-inch diameter well to a depth of 100 feet and to equip the well with an electrically operated submersible type pump having a capacity of 400 gallons a minute. This well is to be located about 700 feet north of Middle Road and about 1,200 feet east of Depot Lane. 4. It is estimated that the annual ute of water from the well will not exceed 200,000 gallons . 5 . Applicant desires to use well water for this pur- pose as no other supply of water is available onthe property or in the immediate area . 6. Sinking the proposed well will not adversely affect any wells of a public water supply system. The nearest such well is about five miles to the east and belongs to the Village of Greenport. CONDITIONS The Commission finds it to be necessary to protect the interests of the applicant and of the people of the State, to impose the following conditions : A. Applicant must maintain and operate a satisfactory meter or other device to measure and record the amount of water pumped from this well on this property and shall preserve such records. Such measuring device and the apparatus connected therewith shall be open at all reasonable hours to inspection or test by duly accred- ited representatives of this Commission or of the local water authorities. The proximity to the power lines should not be a problem. 3) The idea of putting a siren on a 75' pole was not actually requested by the Fire District, but was not merely a suggestion by a member. That seems rather excessive to me. They would like a higher pole so as to allow the siren to be heard further away. But if the existing pole is re-used, they can live with that. The Fire District will look into having a longer pole donated by Keyspan, which apparently is done on occasion. Otherwise, I would go with re-using the existing 24' pole. I have since been in touch with Bob Kull of the Cutchogue Fire Department regarding relocation of the well and siren. The Fire Department has no particular preference on where they should be placed. I suggested the well cq uld be moved to an area just to the southwest of the scales inside our fence line, as you/and 1 had discussed earlier. He felt that would be a good location. I also suggested, and he agreed,that if a well were dug there it would be a good idea to install a gate in the fence west of the scales to allow easy access to the well from the community adjacent to our property line for fire-fighting purposes, This should be incorporated into the specifications you are currently working on. As for the siren,the Fire Department would like to see that placed as near to its current location as possible. I suggested it could go near the property line with McBride to the west of where it is now. Bob felt that would be a good spot. The well will need to be abandoned and the siren removed before the cap can be placed. Their relocation on the property depends on the amount and location of available land outside the limits of the cap, although our engineers say both can most likely be accommodated. The timing on removing them is un81Viould need fall and early winter. however, the time toplan for these changes s now, while overall pians specifications for the capping project are being developed. I will call you in the near future to begin this process. i just want to make sure that any technical issues related to the well and siren are addressed along with the priorities of the Fire District in relocating them. Of course, I would also be happy to meet with you or other District officials to go over these matters. Like other elements of the cap,the topsoil layer must meet specific DEC requirements or be exempted from them via a DEC variance. The requirements include testing at an approved lab of multiple samples of the soil for contaminants and other characteristics, performing grain size analyses, and adhering to various handling and reporting procedures. As was the case when we purchased the gas venting sand from Terry Contracting, an initial test would likely be performed to confirm the suitability of the soil for the capping project. The Board may wish to have some soil samples tested before determining whether to go to bid for the soil. The soil tests can typically cost as much as$1,100 each. I have a copy of the requirements should you care to review them.
