The low bidder was J .J.Hart Ford of Riverhead, with Bill Ballin Ford, Greenport and Mullin Chrysler-Plymouth also submitting bids. An examination of the bids has shown that Bill Ballin Ford noted an exception as did J.J.Hart. Although not originally noted in the Hart bid as an exception, a follow-up by the undersigned found the following: The Ford Motor Company, although noting that the specified engine was avail- able along with the specified transmission and- the traction-lock rear end, had recently advised their dealers that due to emission standards they would probably not offer traction-lock with the other components we have specified. A series of phone calls to Ballin Ford and Riverhead's J .J .Hart with their people making calls to the factory has elicited the fact that due to a change in production requirements, Ford Motor Company will not be able to guarantee delivery of the vehicles as specified. J.J. Hart, per Thomas Hart, has informed me that if the cars could be manufactured to our specs, that they could not be delivered at the price which he bid at. I therefor recommend to the Town Board that consideration be given to elimi- nating any Ford dealer as a bidder due to the uncertainty of their ability to comply with the specs, and awarding the bid to the next responsible bidder, Mullen Motors, Chrysler-Plymouth of Southold. A. SPECIFICATIONS FOR POLICE VEHICLES FOR POLICE DEPARTMENT Six new 1980 Special Police Type automobiles as per specifications. Address bid reply to: Town Clerk, Town of Southold, Main Road, Southold, N.Y.11971 .. Envelopes containing bids should contain the words "Bid for Police Cars" plainly marked on its exterior front. Bid should be signed and be accompanied by a certified check as specified in the bid notice. e• DESCRIPTION 1 . It is the purpose of these specifications to describe a vehicle to be used in Law Enforcement Work. The vehicle will be operated for long periods of time at nor- mal traffic speeds , with frequent periods of idling; however, the vehicle must also be capable of fast acceleration and high speed performance. For this reason the veh- icle must have an outstanding cooling system, braking system, and handling charact- eristics. 2. The manufacturer in the selection and engineering of components will use mat- erials and design practices that will produce the best vehicle in the industry for the type of operation to which the vehicle is to be subject. Component parts and design shall be of the quality that will give maximum performance, durability and safety, and not merely meet minimum requirements of this specification. 3, The vehicles shall in all respects meet or exceed all requirements of the Federal Government and the State of New York for the model year bid. Vehicle is to be the manufacturer's latest *model of the type specified and shall be new and complete, ready for use with the standard equipment$ accessories and with extra and special equipment as specified herein. All parts used in the manufacture of these vehicles shall be parts made for the specific model and shall be parts manufactured for use in the current year vehicles. No vehicles shall be contructed with any parts which differ in any way from parts of other vehicles in this group except where previously authorized in writing from the Town of Southold. Whenever, in these specifications, the term "heavy duty" is used, it shall mean the heaviest duty article made of the vehicle manufacturer for this particular vehicle. The vehicle shall include all standard equipment normally sold and marketed to the retail public unless specific- ally deleted by request. 4. Definitions of terms relative to this specification and law enforcement vehicles are defined in "Terms and Definitions for Police Patrol Cars", Law Enforcement Stan- dards Program dated May, 1974, Stock Number 2700-00252, Price 60 cents , available from the Superintendent of Documents , U.S. Government Printing Office, Washington, D.C.20402. The term, where used, "SAE" refers to the Society of Automotive Engineers . C. ILLUSTRATIVE & TECHNICAL DATA Bidder to submit with proposal , illustrative product brochures and technical data on vehicles and equipment proposed to be furnished. D. WARRANTY Manufacturer's standard warranty to apply. E. REPAIR PARTS It shall be the responsibility of the dealer and the manufacturer supplying t Page 2 • the vehicles purchased to maintain an adequate stock of all regular and special parts in the area of the fleet operation. A special system shall be set up for expediting the procurement of "hard to get" items . F. SHOP MANUALS One set of Shop Manuals is required. Dealer to furnish and include price in bid. G. TECHNICAL SERVICE BULLETINS One copy of Technical Service Bulletins is required each mailing. H. SERVICE AND DELIVERY 1 . Dealer Preparation, Conditioning and Full Service required prior to delivery. 2. Special pre-delivery service and installation of special equipment as noted in these specifications shall be accompl ished' prior to delivery. 3. Vehicles are to be delivered between May 1 and May 20, 1979- 4. The dealer supplying and/or maintaining vehicles , including service on vrarranty, must arrange a system to expedite police vehicles in his service department. I . Spin-on oil filter, air cleaner, and gas filter with disposable elements matching for all vehicles in fleet. K. TRANSMISSION 1 . Automatic transmission engineered for maximum durability and performance for the model bid and classified heavy duty. 2. Low gear Lock-Out required. 3. Auxiliary Transmission Oil Cooler required. L. REAR AXLE 1 . Manufacturer to select axle ratio which will provide the best overall perform- ance and of the heaviest duty available for this model . 2. Limited Slip Differential required. M. COOLING SYSTEM 1 . To be equipped with the maximum cooling system available. 2. Seven-blade fan (high capacity) and fart shroud installed with sufficient clearance so that fan does not contact radiator under severe braking con- ditions. 3. Install superior grade permanent type anti -freeze for a setting of 15 degrees Farenheit below zerooF. 4. Install a manual control throttle (with lock) sufficient to increase revolu- tions of the engine when vehicle is unattended to provide adequate alternator po'aer Page 3 -for operation of police lighting equipment and to provide cooling ability without oVrkating. 5. I .A. standards for two-way radio interference suppression shall be met for mHz bands . Noises shall be sufficiently attenuated to allow intelligible comm- unications with .5 microvolt signal input to front end of the receiver. Radio suppression kits , bonding straps , condensers , chokes , filters or other suppression measures shall be provided to eliminate ignition and static noises , alternator whine, either conducted or radiated, to prevent the injection of such noises into the two- way radio or the electronic P.A./Siren system amplifier equipment. Spark plugs , dis- tributor, alternator and any other suppression needed shall be supplied and provided. ' if necessary to eliminate interference from any transistorized or standard two-way radio or electronic P.A./Siren system presently ovm ed and in use by the Police Department, Toren of Southold. 2. Vendor shall supply and install a Packard #3002 terminal , or equal , covered by a plastic insulator Packard #3003, or equal , attached by a short piece of #18 wire, stranded and insulated, to the accessory,, side of the ignition switch, so that a twelve volt potential will be on the terminal side only when the ignition switch is on the ON position or the ACCESSORY position. The wire used should be of such a length which will allow the-:! termination to be six inches below the bottom of the instrument panel dash board. A 1 1/2 inch conduit shall be installed to run from the dash to the trunk for the purpose of accepting radio cable for the two-way radio. A #10 stranded and insulated wire shall be inst- alled to run from the positive terminal of the battery to a point under the center of the dash and coiled and labelled. Any modification to the foregoing radio requirements must be approved in writing by the purchaser who reserves the right to reject any modification not so approved. Electrical circuit from the horn relay to the horn button will be broken and the wire to the horn button shall be brought to a point below the center of the dash- board; the other horn wire shall be also brought to the same point; they shall be coiled together and labelled "Horn circuit." These wires shall be connected to a switch by the purchaser for the purpose of allowing the use of the .horn ring to activate either the horn or electronic siren by changing the position of the switch. 2. Power side windows with driver controlled lock to disable all but driver's. win ow AA. MISCELLANEOUS con rol . 1 . The following equipment is presently on or in the vehicles being operated by the Police Department, Town of Southold: fire extinguisher, electronic P.P../Siren units , revolving roof warning lights and fixed roof lights on a light bar, two-way radio system, headlight wig-wag system flasher and handlight and flashlight brackets. This equipment, with the exception of that mounted on the light bar, shall be removed by the vendor and be installed in or upon the vehicles purchased in a similar manner as presently installed in or upon the vehicles presently in use. Vendor shall confer with representatives of the purchaser in reference to specific locations for this equipment where design and construction changes in the new vehicles prohibit install- ation as in the present vehicles and shall conform to the requirementsof the purchaser relative thereto. Page 6 2. UNMARKED CAR - One of the above vehicles shall be for unmarked police duty. This ve is e s all be the same as the above described vehicles except that item Z-15 (spotlight) , and requirements for special paint and chrome side strip shall not apply. Paint shall be of the ma�ufacturer's standard selection and shall be selected by the purchaser at the time of order. Interior floor mats and uphol- stery shall be standard for the vehicle in matching color and material . The vehicle shall be equipped with push-button AM-FM radio with rear speaker and factory installed airconditioning. Chrome trim and wheeldiscs which would be standard for the model shall be provided. 3. All bids must include trade-in allowance for five vehicles presently owned by the Town of Southold, less special equipment in said vehicles such as two-way radios, P,A/Siren systems and speakers, fire fighting equipment, roof warning lights, etc. Vehicles are all four door sedans, four with police special conformance substantially to these specifications, and one a normal production model . VIN's shall be made available upon request from responsible bidders. Vehicles may be inspected by appointment. It is the purpose of these specifications to describe a vehicle to be used in Law Enforcement Mork. The vehicle will be operated for long periods of time at nor- mal traffic speeds , with frequent periods of idling: however, the vehicle must also be capable of fast acceleration and higspeed performance. For this reason the veh- icle must have an outstanding ch ooling system, braking system, and handling charact- eristics. 2. The manufacturer in the selection and engineering of components will use mat- erials and design practices that will produce the best vehicle in the industry for the type of operation to which the vehicle is to be subject. Component parts and design shall be of the quality that will give maximum performance, durability and safety, and not merely meet minimum requirements of this specification. 3, The vehicles shall in all respects meet or exceed all requirements of the Federal Government and the State of New York for the model year bid. Vehicle is to be the manufacturer's latest model of the type specified and shall be new and complete, ready for use with the standard equipment, accessories and with extra and special equipment as specified herein. All parts used in the manufacture of these vehicles shall be parts made for the specific model and shall be parts manufactured for use in the current year vehicles. No vehicles shall be contructed with any parts which differ in any way from parts of other vehicles in this group except where previously authorized in writing from the Town of Southold.
