A meeting of the Southold Town Conservation Advisory Council was held Wed., October 15, 2014
at Down's Farm Preserve.

CALL TO ORDER
Chairman Peter Young called the meeting to order at 4:35PM.
REPORTS
John Stein attended the Board of Trustees Meeting held on September 17, 2014 and reported the
meeting was business as usual.
Doug Hardy will draft a letter to the Town Board and the Board of Trustees regarding coastal
erosion and the impacts of shoreline hardening along the sound, which will include specific
locations. The letter will be reviewed at the next CAC meeting.

Moved by Doug Hardy, seconded by Keith McCamy, to Approve the Minutes of September 10,
2014.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of RICHARD & SCHEHERAZADE MADIGAN for
renovations and additions to an existing residence to include the following: screen porch addition,
deck additions, mechanical room and porch addition, reconfiguring of existing gravel driveway,
interior renovations, new windows, new entry porch, and drainage rings for roof run-off.
Located: 856 Narrow River Rd., Orient. SCTM#27-4-9.6

The CAC Supports the application, however, questions the legality of the existing walkway located
over public lands.

Motion Carried
Moved by Peter Meeker, seconded by Jack McGreevy, it was
RESOLVED to NOT SUPPORT the application of BRIGITTE MIZRAHI to restore the eroded bluff,
install Coirlogs, approx.. 20 cy. sandy loam fill, erosion jute and planted with beach grass. Re-
vegetate area adjacent to top of bluff with native plants. Install a permeable stone patio installed
with crushed stone base and natural bluestone surface.

The CAC does Not Support the application and recommends the requirement of an engineered
site plan signed-off by a licensed environmental consultant. The CAC questions the stability of the
Coirlogs to resist possible slumping of the steep slope.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of MELANIE BELKIN to construct a 12'X 35' swimming
pool raised approx. 1.8 ft. above the adjacent concrete patio to remain; construct approx., 83 If. of
concrete retaining walls and place within walls approx.. 30 cy. of on-site soil material to be derived
from proposed pool excavation and regarding of lawn area adjacent to easterly retaining wall;
install +/-5'X 9' landscape steps to pool; install approx. 188 sf. and 67 sf. concrete walkways and
4'X 5' concrete steps to grade; construct 12'X 12' shed and 5.6'X 6' outdoor shower; install
drywell, pool drywell, and pool enclosure fencing; and establish approx.. 1,677 sf. of plantings.

The CAC Supports the application, however, the plans do not depict the actual height and depth of
the proposed retaining wall.
There is concern with the groundwater level being too close to the surface and the leaching of
pollutants from the sanitary system into the bay.

Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of CUTCHOGUE 6213, LLC; c/o Stephanie Guilpin to
implement buffer restoration and landscape re-vegetation plan within 100' of bluff crest as follows:
between 10' and 50' bluff crest setbacks (within existing 50' buffer area), selectively remove dead
trees and noxious vegetation and revegetate removal areas with native vegetation, all in
accordance with language contained in Covenants and Restrictions for the Clustered
Conservation Subdivision of Oregon Landing II; between 50' and 100' bluff crest setbacks (outside
buffer area), remove dead trees and noxious vegetation, prune dead wood from existing healthy
trees to remain, and revegetate understory with native vegetation; clear and maintain a 4' wide
access path to top of bluff; and install 5' high X 5' wide angled deer fencing with gate landward of
50' buffer and 8' high deer fencing along westerly property line.

from rain impact.

RESOLVED SUPPORT the application of CUTCHOGUE 6291, LLC; c/o Stephanie Guilpin to

RESOLVED to NOT SUPPORT the application of LAURA SOLINGER to construct 86 If. of new
bulkhead and 66 If. of new rock revetment, placement of approx. 300 cy. of clean fill behind the
new bulkhead and on the bluff face, and construct approx.. 2,455 sf. of slope restoration.

The CAC does Not Support hardening of the shoreline because it will accelerate erosion on the
neighbor's property.
The Board of Trustees have been informed of the CAC's position on the littoral drift on westward
properties being robbed of their littoral sand.

RESOLVED to SUPPORT the application of MICHAEL F. & COLLEEN M. LoGRANDE to
reconstruct/reconfigure the existing catwalk and hinged ramp, remove two (2) of the three (3)
floating docks, reconstruct the remaining floating dock, install a gravel access along the westerly
property boundary and remove two (2) trees along the existing fence and Fleetwood Road.

RESOLVED to SUPPORT the application of NEW SUFFOLK WATERFRONT FUND to
permanently relocate the Galley Ho and associated features. Renovate existing Galley Ho
restaurant by renovating 1,200 sq. of storm damaged main building, replacing 478 sf. destroyed by
storm, and adding 47 sf. of new construction to the building. Install stormwater management
system; locate building further away from bulkhead; and landscape property.

RESOLVED to SUPPORT the application of ANTHONY ANNUNZIATA to reconstruct the existing
bulkhead and boat ramp, and the existing northerly dock assembly and southerly platform.

The CAC Supports the application with the following Conditions:
• The installation of a 15-20' non-turf buffer landward of the bulkhead;
• Soundings are provided in front of the reconstructed floating dock and across the
width of the channel because of the potential impact to navigation; and
• Question the legality of two docks on one property and the aggregate square
footage.

DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO WETLAND PERMIT &
COASTAL EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of BARBARA STROKOFF to Amend Permit#7895 to
authorize the installation of a 3'X 14' ramp and 5'X 20'float secured by (2) 8" dia. pilings inside the
boat basin.

Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of CHARLES & STEPHANIE McEVILY to Amend
Permit#8353 to replace the middle terraces (currently two) on the face of the embankment with a
single terrace running in a southwesterly direction between the concrete steps and the, new
seawall. Extend the original plan for the terrace by +/-10' If. to meet the new seawall and to
connect the two other terraces in the original plan terracing to re-nourish the embankment which
has been further eroded since the permit was granted by +/-15 If.

The CAC Supports the application with the Condition all building materials are consistent with best
practices.

RESOLVED to SUPPORT the application of RICH & CATHY REINKEN to Amend Permit#6287
to repair, reconstruct and improve the wood retaining walls damaged during Superstorm Sandy.

The CAC Supports the application, however, the materials on the retaining wall are not adequate
and should be suitable construction grade.

Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed.,
October 22, 2014 at 5:30 PM.

The next meeting of the Conservation Advisory Council has been set for Wed., November 12,
2014 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at
