This contract has been awarded to the Vendor in accordance with the provisions of Article S-A of the General Municipal Law.
A resolution authorizing the purchase of this equipment was adopted bar the Town Board on November ' 19-19L.
The resolution directed that when this contract has been signed by the Town Superintendent aig ways, the Vendor of Firs agent, and
approved by the County Superintendent of Highways, it becomes effective and that upon delivery of the equipment named and its accept-
ance by the Town Superintendent of Highways, the Supervisor shall pay for it in the following manner.
(l) By delivery to the Vendor, as a trade-in, the equipment described at the agreed value of.

It is agreed that the title to said trade-in equipment mentioned at "(1)" above shall remain in the Town until delivered to the Vendor
at the time mentioned, and further that said equipment may be used by the Town until delivered to the Vendor and at such time it will
then be accepted by the Vendor at the value mentioned providing that it is in as good condition as at present, normal wear, tear and
usage excepted. (Strike out(1) and this paragraph if not applicable).
The Vendor guarantees the equipment purchased under this contract against defects of workmanship and material for a period of
90 days and that it will be delivered in first class condition at Southold Town Highway Dept. .

The Vendor herebagqrees to the provisions of Section 103-a of the General Municipal Law which requires that upon the refusal of
a person, when calleYbefore a grand jury to testify concerning any transaction or contract had with the state, any political subdivision
thereof, a public authority or with any public department, agency or official of the state or of any political subdivision thereof or of a
public authority, to sign a waiver of immunity against subsequent criminal prosecution -jr to answer any relevant question concerning
such transaction or contract,
(a) such person, and any firm, partnership or corporation of which he is a member, partner, director or officer shall be diegvalified
from thereafter selling to or submitting bids to or receiving awards from or entering into any contracts with any municipal corpor-
ation or any public department, agency or official thereof, for goods, work or services, for a period of five years after such
refusal, and
(b) any and all contracts mode with any municipal corporation or any public department, agency or official thereof, since the effec-
tive date of this law, by such person, and by any firm, partnership, or corporation of which he is a member, partner, director
or officer may be cancelled or terminated by the municipol corporation without incurring any penalty or damages on account of
such cancellation or termination, but any monies owing by the municipal corporation for goods delivered or work done prior to
the cancellation or termination sha11 be paid.
The Vendor hereby agrees not to assign this contract, or his right therein, to any other person or corporation without the previous
consent, in writing, of the Town Superintendent of Highways.
The Vendor hereby certifies that there are no Federal or State taxes included in the above purchase price and that he is the only
intermediary between the manufacturer and the purchaser.
This comprises the entire contract between the parties and supersedes any and all other agreements respecting the property de-

SPECIFICATIONS FOR SELF-CON'2AI;1ED HEAVY-DUTY
}TOPPER-TYPE SPREADER&
OE;NERAL: The spreader required under these specifications shall be of
the heavy-duty, self-contained, hopper-type. The units shall consist of
a steel body, feed conveyor, spinner disc, power drive, and all components
necessary to make a complete operating unit. It shall be capable of spread
ing uniformly sand, cinders, salt, calcium chloride, or mixtures up to a
width of 40 feet . Bidders must submit with their bid complete spec'.ficatioi
on the unit they propose -to furnish. -Bids with exceptions .to these specifi
cations shall be considered informal.
BODY: Body shall be of all-welded steel construction and not less than 5. 8
cu.yds. struck capacity. Inside length to be not less than 10 ft. Over-all
height to be not greater than 49 1/2" above truck frame. _Inside width to b=
not less than 82" . Body sides shall have not less than forty-five degree
(45° ) pitch to insure free flow of materials to the conveyor. Sider; and
endgates to be minimum 10 gauge steel. Body shall be rigidly constructed
and the entire top of the body is to. be 1 1/8" x 2 1/4" channel-forned for
additional support. . Body sills shall be of at least 3/16" steel with longi
tudinal flanges supported on 3" x 1 1/2" x 1/8" rectangular tubing, cross
sills. There shall be - an adequate nwnber of 10 gauge full slope body side
supports rigidly tying in the tubular cross sills with the body sides to
give the highest degree of resistance to warping or twisting under heavy
loads. The body shall be provided with four lifting hooks , one at each
corner of body. All necessary hardware shall be cadmium-plated.
COINEYOR: The conveyor system shall be of the belt-over chain type running
longitudinally with the body, feeding material to the distributor disc.
The over-all width shall be approximately 24" . The conveyor chain shall
be all-steel, 2 5/16" pitch, riveted roller chain consisting of 7/8" dia.
rollers and side bars with a 1/4" x 1" cross section. Chain bar flights
shall have a cross section of 1/4" x 1 1/2" and be positioned on approx-
imately 4 1/2" centers . A heavy-duty, multi-ply, rubber-covered belt shall
be riveted to the bar flights with four -rivets per attaching bar and with
"screw attaching" splicer bar. Conveyor gear box shall have a 6: 1 reductioc
and shall be of the spur gear type having aluminum alloy housing with torqu=
arra mount. Conveyor drive sprockets shall be 8-tooth, drop-forged steel,
keyed to a 2" dia. (minimum) alloy steel shaft mounted in sealed anti-frict-
bearings. Two heavy spring-loaded, cadmium-plated 3dlustment screws with a
minimum of 4" travel shall be provided to maintain proper conveyor tension.
Removable and replaceable conveyor chain shields sealers shall be provided,
properly formed steel with rubber sealers properly attached. 1, suitable
oiler shall be installed to provide lubrication of conveyor chain. Con-
veyor bottom shall be 3/16" "bolt-in" corrosion and abrasion resistant stee
of flange-type construction for rigidity of chain surface floor. An adjust-
able discharge rate of the screw Jack type shall be located at the body
rear to properly adjust the flow of material to the .spinner. Maximum feed-
�-,ate opening shall be 11'r high x 18" wide.
DISTRIBUTOR SPI?I14ER ASSEMBLY: The distributor disc shall be 20" in dia.
of abrasion resistant steel, equipped with six renovat;le fins uesirmiecl to
obtain a controlled spread of four feet to forty feet . Material shall be
guided from conveyor end to distributor disc by means of adjustable nateria
flow deflectors, mounted in enclosed chute, equipped with dust-free tubular
housing, in which sealed cartridge-type ball bearings support the dititributo
disc drive shaft. Spinner to be vertically adjustable 1211 , providing, a- 20"
to 32" spinner position in 3" increments below mounting surface

HOPPER-TYPE SPREADER
BAFFLES: To control direction and width of spread. Shall have 11-section
over right, left, rear, and front of spinners. Sections shall be easily
adjusted without use of tools in desired Positions, from full down to
horizontal.
CHASSIS MOUNTING: To include necessary angle-type tie-d'own. bracketa and
hardware to securely attach spreader to truck Chassis.
POWER DRIVE: To be hydraulic having two hydraulic motors - one powering
the spinner and one the conveyor. The spinner hydraulic motor shall be
mounted above the spinner hopper assembly and shall drive the spinner
through a telescopic shaft. The conveyor hydraulic motor shall be of the
orbital low-speed hi-torque type integrally mounted to conveyor gear box.
SYSTEM AND CONTROLS: Series Type System shall be provided incorporating
a variable speed spinner control independent of conveyor speed. Conveyor
speed to be a direct function of hydraulic pump speed. Spinner speed
control valve shall be mounted at rear of spreader. An electric operated
"off-on" valve with built-in relief valve and switch for cab installation
shall be provided. Adequate hydraulic hose and rittings shall be furnish-*
ed to complete spreader installation and shall comply with accepted in-
dustry standards for system design.
HYDRAULIC PUMP: Gear type with 18 H.P. auxiliary engine drive. Engine to
be 2-cylinder, 4-cycle, air-cooled, center rear mounted with fully Enclosed
hinged hood, 3.2-volt starter and alternator, magneto ignition. Full engine
controls mounted on a panel for in-cab installation with quick disconnect
couplers to facilitate removal of si-re,_,ier from truck.
DIVERTER CHUTE: A deflector baffle shall be provided in enclosed distribu-
tor spinner hopper assembly so it can be- positioned in such a manner that
material can be unloaded from spreader without striking spinner.
I11VERTED "V" An adiustable inverted "V" steel shield supported frog cross
channels with a minimum of three vertical positions shall be prcvided to
recluse the load pressure on conveyor.
SCR EE14S OVER HOPPER: Sectional screens with a maxir:un length per section
of 6 ft. shall be hinged to a 3 1/2" O.D. heavy-duty r.ire running-, longitud-
inally the full length of spreader hopper. screen sect'_ons to have 3/8"
dia. rod laced through 1/4" x 1 1/2" flat fouling 2 1/2" x 2 1/2f" openings
with 3/8" x 2" welded frame. Screens shall not increase over-all `)c!ight
of spreader more than 4" down center.
LIGITS: Clearance lights and reflectors shall be prov-' ded as required
for spreader to comply with DOT Fed. Std. 108.
PAINT: Highway Yellow
OPERATION AND MAINTENANCE MANUALS: Shall be supplied to cover Spreader
and accessory equipment .

NOTICE TO BIDDERS ..
NOTICE IS HEREBY GIVEN in accordance with the provisions of
Section 103 of the General Municipal Law, that sealed bids will
be received by the Town Clerk of the Town of Southold, Suffolk
County, New York at the Town Clerk ' s Office, Town Hall, Main Road,
Southold, New York 11971 until 3 :00 P.M. , Thursday, November 1,
1979, at which time they will be publicly opened and read for the
supplying of (1) One-:'Sand Spreader for the Highway Department.
Specifications for the above may be obtained by any interested
bidder at the Town Clerk ' s Office, Town Hall, Main Road, Southold,
New York 11971.
Each bid must be accompanied by a certified check made payabl
to the order of the Supervisor, Town of Southold, in the sum of
one hundred dollars ($100. 00) . All deposits except that of the
successful bidder will be returned. Upon acceptance of his bid,
if the successful bidder fails to enter into a contract pursuant
to the requirements of the Town Board, then the check deposited
as aforesaid and the requirements standing to the credit of the
same shall be forfeited to the Town of Southold as liquidated
damages . If the successful bidder enters into a contract and
performs the required services the deposit will be returned.
The Town Board reserves the right to reject any and all bids
and to waive any defect or informality in any bid should it be in
the best interest of the Town of Sc.uthold to do so.

TOPPER-TYPE SPREADER

QEWEVAL: The spreader required under thepe cpeciCications shall be of
the heavy-duty, self-contained, hopper-type. The units shall consint of
a steel body, feed conveyor, spinner disc, power drive, and all components
necessary to make a complete operating; unit. It shall be capable of spread
ing uniformly sand, cinders, salt, calcium chloride, or mixtures up to a
width of 40 feet. Bidders must submit with their bid complete spec'ficatio;
on the unit they propose -to furnish. .Bids with exceptions -to these specifi
cations shall be considered informal.
BODY: Body shall be of all-welded steel oonstruetion and not less than 5. 8
cu.yds. struck capacity. Inside length to be not less than 10 ft. Over-al
height to be not greater than 49 1/2" above truck frame. Inside width to bi
not less than 82". Body sides shall have not less than forty-five degree
(45° ) pitch to insure free flow of materials to the conveyor. Siden and
endgates to be minimum 10 gauge steel. Body shall be rigidly constructed
and the entire top of the body is to. be 1 1/8" x 2 1/4" channel-forried for
additional support. . Body sills shall be of at least 3/16" steel with longi
tudinal flanges supported on 3" x 1 1/2" x 1/8" rectang►ul•ar tubing cross
sills. There shall be - an adequate number of 10 gauge full slope body side
supports rigidly tying; in the tubular cross sills with the body sides to
give the highest degree of resistance to warping or tr;isting under heavy
loads. The body shall be provided with four lifting; hooks, one at each
corner of body. All necessary hardware shall be cadmium. -plated.
COPJVEYOR: The conveyor system shall be of the belt-over chain type running
longitudinally with the body, feeding material to the distributor disc.
The over-all width shall be approximately 24" . The conveyor chain shall
be all-steel, 2 5/16" pitch, riveted roller chain consisting of 7/8" dia.
rollers and side bars with a 1/4" a 1" cross section. Chain bar flights
shall have a orvss section of 1/4" x 1 1/2" and be positioned on approx-
imately 4 1/2" centers. A heavy-duty, multi-ply, rubber-covered belt shall
be riveted to the bar flights with • four -rivets per attaching bar and with
"screw attaching" splicer bar. Conveyor gear box shall have a 6: 1 reductio=_
and shall be of the spur gear type having aluminum alloy housing with torqu=
arra mount. Conveyor drive sprockets shall be 8-tooth, drop-forged t;teel,
keyed to a 2" dia. (minimum) alloy steel shaft mounted in sealed anti-frict_
bearings. Two heavy spring-loaded, cadmium-plated 3d,iustment screws with a
minimum of 4" travel shall be provided to maintain proper conveyor tension.
Removable and replaceable conveyor chain shields sealers shall be provided,
properly formed steel with rubber sealers properly attached. A suitable
oiler shall be installed to provide lubrication of conveyor chain. Con-
veyor bottom shall be 3/16" "bolt-in" corrosion and abrasion resistant stee_
of flange-type construction for rigidity of chain surface floor. An adjust
able discharge gate of the screw jack type shall be located at tine body
rear to properly adjust the flow of material to the spinner. '7aximum feed-

over right, left, rear, and front of spinners . Sections shall be ensily
adjusted without use of tools in desired positions, from full down to
horizontal.
CHASSIS MOUNTING: ^,'o include necessary angle-type tie-down. bracketn and
hardware to securely attach spreader to truck Chassis.
POWER DRIVE: To be hydraulic having two hydraulic motors - one powering;
the spinner and one the conveyor. The spinner hydraulic motor shall be
mounted above the spinner hopper assembly and shall drive the spinner
through a telescopic shaft . The conveyor hydraulic motor shall be of the
orbital low-speed hi-torque type integrally mounted to conveyor gear box.
SYSTEM A14D CONTROLS: Series Type System shall be provided incorporating
a variable speed spinner control independent of conveyor speed. Conveyor

controls mounted on a panel for in-cab installation with quick disconnect

DIVERTER CHUTE: A deflector baffle shall be provicjed in enclosed distribu-
tor spinner hopper assembly so it can be- positioned in such a manner that
material can be unloaded from spreader without striking spinner.

various manufacturer' s, procedural differences in assembling
items of this type, we do not meet your specification one
hundred percent, however, we are pleased to offer the fol-
lowing which meets the intent of your bid:
1 . Air flow model AF 24-R-E/H 10 ft. 7 cu. yd. hopper
spreader for chassis mount. This is our engine over
hydraulic unit powered by 18 HP Wisconsin Engine
with 20 gallon reservoir, Necessary filter, Battery,
Swing away reflector group which gives you a vertical
adjustment of 12 inches; Cab control for two motor

HOPPER-TYPE SPREADER
GE14ERAL: The spreader required under these specifications shall be of
the heavy-duty, self-contained, hopper-type. The units shall consint of
a steal body, feed conveyor, spinner disc, power drive, and all components
necessary to make a complete operating; "unit. It shall be capable of spread-
ing uniformly sand, cinders, salt, calcium chloride, or mixtures up to a
width of 40 feet. Bidders must submit with their bid complete spec'.fications
on the unit they propose to furnish. Bids with exceptions to these specifi-
cations shall be considered informal.
BODY: Body shall be of all-welded stell construction and not less than 5 . 8
cu.yds. struck capacity. Inside length to be not less than 10 ft. Over-u!l
height to be not greater than 49 1/2" above truck frame. Inside width to be
not less than 82". Body sides shall have not less than forty-five degree
(450) pitch to insure free flow of materials to the conveyor. Siden and
endgates to be minimum 10 gauge steel. Body shall be rigidly constructed
and the entire top of the body is to. be 1 1/8" x 2 1/4" channel-forded for
additional support. Body sills shall be of at least 3/16" steel with longi-
tudinal flanges supported on 3" x 1 1/2" x 1/8" rectangular tubing, cross
sills. There shall be -an adequate number of 10 gauge full slope body side
supports rigidly tying; in the tubular cross sills with the body sides to
give the highest degree of resistance to warping or twisting, under heavy
loads. The body shall be provided with four lifting hooks, one at each
corner of body. All necessary hardware shall be cadmium-plated.
CONVEYOR: The conveyor system shall be of the belt-over chain type running
longitudinally with the body, feeding material to the distributor disc.
The over-all width shall be approximately 24" . The conveyor chain nhall
be all-steel, 2 5/16" pitch, riveted roller chain consisting; of 7/8" dia.
rollers and side bars with a 1/4" x 1" cross section. Chain bar flights
shall have a cross section of 1/4" x 1 1/2" and be positioned on approx-
imately 4 1/2" centers. A heavy-duty, multi-ply, rubber-covered belt shall
be riveted to the bar flights with four rivets per attaching bar and with
"screw attaching" splicer bar. Conveyor gear box shall have a 6: 1 reduction
and shall be of the spur Pear type having aluminum alloy housing with torque
arm mount. Conveyor drive sprockets shall be 8-tooth, drop-forced steel,
keyed to a 2" dia. (Minimum) alloy steel shaft Mounted in sealed anti-friction
bearings. Two heavy spring-loaded, cadmium-plated adj*ustment screws with a
minimum of 4" travel shall be provided to maintain proper conveyor tension.
Removable and replaceable conveyor chain shields sealers shall be provided,
properly formed steel with rubber sealers properly attached. A suitable
oiler shall be installed to provide lubrication of conveyor chain. Con-
veyor bottom shall be 3/16" "bolt-in" corrosion and abrasion resistant steel
of flange-type construction for rigidity of chain surface floor. An adjust-
able discharge *ate of the screw jack type shall be located at tine body
rear to properly adjust the flow of material to the spinner. Maximum feed-

DISTRIBUTOR SPINNER ASSEMBLY: The distributor :fisc shall be 2n11 in dia.
of abrasion resistant steel, equipped with six renovat;le fins designed to
obtain a controlled spread of four feet to forty feet . Material shall be
guided from conveyor end to distributor disc by means of adjustable material
flow deflectors, Mounted in enclosed chute, equipped with dust-free tubular
housing in which sealed cartridge-type ball bearings support the dititributor
disc drive shaft. Spinner to be vertically adjustable 1211 , providing a 20"
to 32" spinner position in 3" increments below mounting surface.

BAFFLES: To control direction and width of spread. Shall have 4-section
over right, left, rear, and front of spinners. Sections shall be easily
adjusted without use of tools in desired positions, from full down to
horizontal.
CHASSIS MOUNTING: To include necessary angle-type tie-down brackets and
hardware to securely attach spreader to truck Chassis.
POWER DRIVE: To be hydraulic having two hydraulic motors - one powering
the spinner and one the conveyor. The spinner hydraulic motor shall be
mounted above the spinner hopper assembly and shall drive the spinner
through a telescopic shaft . The conveyor hydraulic motor shall be of the
orbital low-speed hi-torque type integrally mounted to conveyor gear box.
SYSTEM A14D CONTROLS: Series Type System shall be provided incorporating
a variable speed spinner control independent of conveyor speed. Conveyor
speed to be a direct function of hydraulic pump speed. Stinner speed
control valve shall be mounted at rear of spreader. An electric operated
"off-on" valve with built-in relief valve and switch for cab installation
shall be' provided. Adequate hydraulic hose and fittings shall be furnish-
ed to complete spreader installation and shall comply with accepted in-
dustry standards for system design.
HYDRAULIC PUMP: Gear type with 18 II.P. auxiliary engine drive. Engine to
be 2-cylinder, 4-cycle, air-cooled, center rear mounted with fully enclosed
hinged hood, 3.2-volt starter and alternator, magneto ignition. Full engine
controls mounted on a panel for in-cab installation with quick disconnect
couplers to facilitate removal of sl,re,:der from truck.
