SCTM# 1000-9-2-13.1 Dear Mr. Ham: A site inspection of the property was conducted on October 28, 2014 with representatives of the Southold Board of Trustees and the New York State Department of Environmental Conservation to verify the accuracy of the Existing Resource Site Analysis Plan (ERSAP) dated July 9, 2014. Field observations indicate that the wetland area is larger than shown; freshwater wetlands also occur in portions of the area lower in elevation in the south of the property. Vegetation on site in this area is consistent with a disturbed wetland area. Hydric soil properties were also found. The Board of Trustees and the New York State Department of Environmental Conservation are requiring that the wetland area be re-evaluated and flagged. Paths cut into the system to determine the boundary is permissible. Once the area is flagged, a site inspection should be requested through the Southold Town Board of Trustees Office (765-1892). In addition, the top of bluff line should also be flagged for verification. If you have any questions, I can be reached at (631)-765-1938. Cc: Lanza, Heather; Cantrell, Elizabeth Subject: Fisher Island Utility Site Plan 9-2-13.1 A site inspection to verify the wetland line submitted on the ERSAP map submitted in September, 2014 was performed on October 28, 2014. Attendees included myself, Rob Marsh, NYSDEC and Jim King and Mike Domino of the Southold Town Board of Trustees. Historical aerials and site topography indicated that a freshwater wetland larger than what was mapped could occur on site. A depression much lower in elevation occurs in the south of the property. Vegetation and soils were investigated. Vegetation on site was consistent with a disturbed wetland area so a determination just using vegetation was not possible. In some areas wetland vegetation occurred in patches and in other areas vines dominate the system. Soils were investigated for signs of hydric conditions. The soil were high in organic matter, cohesive (clayey) and moist. Standing water was observed in the boring hole at the first site. These characteristics indicate that the area where sols were sampled is a wetland. The determination in the field was that the wetland area is larger than what was mapped. The NYSDEC and Board of Trustees are requesting that the applicant cut paths through the area,flag the boundaries and request another site visit. I will ask Elizabeth if the letter will be sent from the Board of Trustees or our office.
