HomeMy WebLinkAboutLP-10/14/2014 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, October 14, 2014 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Anne Murray Sam McCullough Peggy Dickerson Maureen Cullinane Lillian Ball Members Absent: Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Luke McKay, Peconic Land Trust Tim Caufield, Peconic Land Trust (7:12 p.m.) Commencement:  The meeting began at 7:06 p.m. with six LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from September 30, 2014 MOTION made by Maureen Cullinane, seconded by Anne Murray, to accept the September 30, 2014 LPC meeting minutes. Motion carried: 6/0 Land Preservation Applications and Inquiries:  SCTM #1000-17.-4-16; 17.-6-14.2; 18.-3-30.3; 18.-6-17.3 (TUTHILL OYSTERPONDS HOLDING CORP.) Status Update The Tuthill application is scheduled for a Planning Board public hearing to allow for public comments.  SCTM #1000-115.-8-3.6 (McCALL f/k/a Elak) Update from PLT Luke McKay of Peconic Land Trust gave an update on the easement overlay content that is being discussed with landowner, Russ McCall. Proposed easement overlay will be given to LPC for review and comment once a final draft acceptable to landowner and the PLT has been completed.  SCTM #1000-73.-1-1; 73.-2-4 (NYL a/k/a THE VINES) Status Update Melissa Spiro, Land Preservation Coordinator, gave status update of The Vines revised application that was recently submitted to Planning staff. Several design changes have been made since the original application was submitted to Planning. Planning is waiting for information pertaining to proposed winery before completing review. LPC will do same.  SCTM #1000-75.-6-6.1; 6.2 (LITTLE BEAR REALTY) Review Application This property is located along Richmond Creek in Peconic and is on the market. Randy Parsons of The Nature Conservancy is working with the landowner and TNC is proposing to help facilitate a Town purchase with some private conservation funding. Melissa and Randy have scheduled a field inspection of this property. Applications & Inquiries for Uses or Structures on Preserved Property:  WHITCOM MARSH PRESERVE Ducks Unlimited inquiry re: NAWCA grant and potential project Sarah Fleming of Ducks Unlimited is working on a matching grant proposal for $75,000 to be used towards wetland restoration on the Whitcom Marsh Preserve. Ducks Unlimited will prepare and manage grant. Town’s contribution will be satisfied by the preserve’s land value as match. Stewardship and Management:  MONITORING REPORTS SCTM #1000-18.-6-14.9 Ezair f/k/a Latham Farms Report dated: 9/16/2014 Maureen Cullinane reported that her inspection of the Ezair property revealed violations of the recorded easement in that an extensive dirt bike track has been set up within the easement area that is degrading valuable farmland soils. A notice of easement violation will be sent to landowner instructing him to immediately cease and desist the use of the dirt bike track and allowing landowner, Khedouri Ezair, 90 days to restore the easement area to a farmable condition, removing all signs of the dirt bike track now present within the easement area. Property will be re-inspected 90 days after date of this letter. SCTM #1000-20.-1-3.7 Egan f/k/a Terry Estate Report dated: 9/16/2014 Maureen Cullinane reported that complaint of ATV rider on easement area is actually an elderly man having been granted permission by the landowner to ride his golf cart along the horse & cart track through the wooded area to exercise his dog. No easement violations were noted on the property. Maureen Cullinane, Anne Murray and/or Peggy Dickerson who monitored the following properties reported that these easements were found to be in an acceptable condition. SCTM #1000-20.-1-2.2 Whitsit f/k/a Gillispie/Alford Report dated: 9/16/2014 SCTM #1000-20.-3-5.1 PLT f/k/a Terry Estate Report dated: 9/16/2014 SCTM #1000-19.-1-14.10 Crossroads Atlantic LLC f/k/a CW Francis) Report dated: 9/16/2014 SCTM #1000-19.-1-11.6 Webber Report dated: 9/16/2014 SCTM #1000-19.-1-10.6 & 10.7 Latham, Diana Report dated: 9/16/2014 SCTM #1000-19.-1-1.4 Cullinane Report dated: 9/16/2014 MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the monitoring reports on properties inspected by Maureen Cullinane, Anne Murray and/or Peggy Dickerson as listed above and dated September 16, 2014. Motion carried: 6/0 Melanie Doroski will send out letters to landowners to report on monitoring. In addition, a notice of easement violation will be sent to Khedouri Ezair. General Land Preservation Items:  REVIEW PROCEDURES FOR POTENTIAL RANKING OF PENDING APPLICATONS Discussion initiated at last LPC meeting continued regarding procedures for potential ranking of pending and future applications submitted to the Land Preservation Committee for potential purchase review. Discussions on this matter will continue at next LPC meeting. Next Regular Meeting: Tuesday, October 28, 2014.
