It must be in an amount equal to the combination of Item #3, and Item #5. This bond will only be exercised in the event that the successful bidder is not able to fulfill its obligation at the required times. This bond must be presented within ( 10) ten days of delivery. Public Works Department Town of Southold Peconic Lane Peconic, N.Y. 11958 RAYMOND L.JACOBS Tel.765-3140 Commissioner 734-5211 SPECIFICATIONS FOR A MOBILE COMPACTOR GENERAL Machine must be new, currently advertised, and manufactured-in the U.S.A. All major components must be manufactured by the manufacturer of the compactor. WEIGHT Must be no less than 46,040 lbs. when ready for operation. ENGINE Shall be diesel, liquid cooled, four stroke cycle, no more than 6 cylinders. Engine must be manufactured by manufacturer of the compactor. Horsepower must be no less than 210. Cubic inch displacement must be no less than 638. The bore and stroke must be at least 4.75" X 6". The RPM must not exceed 2,200 when developing maximum horsepower. Engine water pump must be gear driven and radiator must be of the accordion type with replaceable sections. It shall be turbocharged, with direct injection and adjustment free inject- ion pumps and valves. Electrical system must be 24 volt. Engine 'shall also have_ a 110V coolant heater for cold weather operation. TRANSMISSION Must be planetary type with four forward and four reverse speeds. Trans- mission must be capable of repeated speed and directional changes at full torque and RPM. The diameter of the splined discs must be no less than 13.5", and the transmission must be built by the manufacturer of the com pactor. Both speed and directional changeg must be effected by a single lever. Transmission lubricant must. be an engine type only. Transmission and torque converter must be direct connected to the engine without the use of "U" joints, shafts or couplings. BRAKES Must be located at each wheel, must be air over hydraulic wedge type action, and require no,manual adjustment. Parking brake must be spring applied and air released. AXLES Front axle must be fixed, rear axle must allow 16 degrees oscillation totally, with one wheel being able to drop or rise a total of 12.7" with all wheels remaining on the ground. Differentials must be conventional type. FINAL DRIVE Shall be planetary type, located at each wheel. Planetaries must be shaft driven from each differential unit. Planetaries shall be removable without disturbing the brakes or wheels. HYDRAULICS Must have pump output of no less than 34 GPM, at 2090 RPM, at 1000 PSI with SAE # 10 oil. Filtering must be full flow. Cylinder must be double acting, with a bore and stroke of no less than 4.75" X 36.5". The open- ing pressure of the system relief valve must be at least 2248 PSI. STEERING Must be center point articulation, being able to turn 45 degrees from center line. Turning radius must be no more than 20'3" from-outside corner of blade. System must use two, double acting cylinders, having a bore of no less than 4". Steering pump must produce 49 GPM, at 2090 RPM, at 1000 PSI. WHEELS Each wheel must be 40" wide, must track with the wheel in front of it or behind it. The width covered, twice, in one pass over refuse must be no less than 80". Each wheel must have 40 crushing teeth, 24 of the traction type and 16 of the contour or side slope type. Each tooth must have a replaceable tip or cap, using a pin and lock ring for removing and replacing. The use of welding or cutting apparatus must not be needed to replace any of the 160 crushing tooth caps. Each hardened cap must weigh no' less than 18 lbs. each. Striker bars must be provided behind the rear wheels. These bars must be solidly connected to the compactor, and must extend at least 3/4 of the width of the drum. BLADE Must be at least 11 ' 11" wide. Must have 5 section cutting edge with three of those sections being reversible to allow complete wear capabilities. Construction of blade must be box sectional, with vertical screening on the upper 40% of face area. Height must be at least 6'3", blade must lift to allow 36" clearance between ground and cutting edge. Overall weight of blade to be no less than 5250 lbs. Cutting- edge and end bits must be guaranteed, for their lift against cracking and breaking. CAB This compactor must be equipped with an all weather cab, sound suppressed, mounted on rear frame, cab must meet OSHA requirements, and include tinted glass, windshield wipers front and rear, dome lights, pressurized and filter air system, inside and outside mirrors, coat hook, floormat, lock- able entry door on left side and cab mounted fire extinguisher. Two forward and two rearward flood lights must be included, along with an audible back-up alarm. Gauges must be provided for oil, water and electrical monitoring. In addition to gauges, and audible and visible monitoring system must be provided to allow operator to have immediate readings on the condition of the following: A. Charging system B. Oil pressure C. Water temperature D. Air pressure E. Hydraulic oil temperature F. Parking brake G. Fuel level A testing switch must be provided to daily check on system reliability. Heater for operator's comfort must be hot water operated. WARRANTEE To be 6 months on all machine items including parts and labor. When this 6 months period is over, an additional 30 months starts (or 5000 hours total) in which the power train (engine, transmission, axles and planet- aries) will be covered, once again parts and labor included. Any trans- porting of the unit will be the responsibility of the Town, should the need arise. STANDARD EQUIPMENT Full landfill guarding, complete vandal protection, anti-freeze, high water temperature and low oil shut down system. Air dryer system for brakes, and radiator air deflection scoop. DELIVERY Must be delivered with 45 days after date of award. All major components must be manufactured by the manufacturer of the compactor. WEIGHT Must be no less than 46,040 lbs. when ready for operation. ENGINE Shall be diesel, liquid cooled, four stroke cycle, no more than 6 cylinders. Engine must be manufactured by manufacturer of the compactor. Horsepower must be no less than 210. Cubic inch displacement must be no less than 638. The bore and stroke must be at least 4.75" X 6". The RPM must not exceed 2,200 when developing maximum horsepower. Engine water pump must be gear driven and radiator must be of the accordion type with replaceable sections. It shall be turbocharged, with direct injection and adjustment free inject- ion pumps and valves. Electrical system must be 24 volt. Engine shall also have a IIOV coolant heater for cold weather operation. TRANSMISSION Must be planetary type with four forward and four reverse speeds. Trans- mission must be capable of repeated speed and directional changes at full torque and RPM. The diameter of the splined discs must be no less than 13.5", and the transmission must be built by the manufacturer of the com-- - pactor. Both speed and directional changes must be effected by a single lever. Transmission lubricant must. be an engine type only. Transmission and torque converter must be direct connected to the engine without the use of "U" joints, shafts or couplings. BRAKES Must be located, at each wheel, must be air over hydraulic wedge type action, and require no.manual adjustment. Parking brake must be spring applied and air released. AXLES Front axle must be fixed, rear axle must allow 16 degrees oscillation totally, with one wheel being able to drop or rise a total of 12.7" with all wheels remaining on the ground. Differentials must be conventional type. FINAL DRIVE Shall be planetary type, located at each wheel. Planetaries must be shaft driven from each differential unit. Planetaries shall be removable without disturbing the brakes or wheels. HYDRAULICS Must have pump output of no less than 34 GPM, at 2090 RPM, at 1000 PSI with SAE # 10 oil. Filtering must be full flow. Cylinder must be double acting, with a bore and stroke of no less than 4.75" X 36.5". The open- ing pressure of the system relief valve must be at least 2248 PSI. STEERING Must be center point articulation, being able to turn 45 degrees from center line. Turning radius must be no more than 20'3" from-outside corner of blade. System must use two, double acting cylinders, having a bore of no less than 4". Steering pump must produce 49 GPM, at 2090 RPM, at 1000 PSI. WHEELS Each wheel must be 40" wide, must track with the wheel in front of it or behind it. The width covered, twice, in one pass over refuse must be no less than 80". Each wheel must have 40 crushing teeth, 24 of the traction type and 16 of the contour or side slope type. Each tooth must have a replaceable tip or cap, using a pin and lock ring for removing and replacing. The use of welding or cutting apparatus must not be needed to replace any of the 160 crushing tooth caps. Each hardened cap must weigh no less than 18 lbs. each. Striker bars must be provided behind the rear wheels. These bars must be solidly connected to the compactor, and must extend at least 3/4 of the width of the drum. BLADE Must be at least 11 ' 11" wide. Must have 5 section cutting edge with three of those sections being reversible to allow complete wear capabilities. Construction of blade must be box sectional, with vertical screening on the upper 40% of face area. Height must be at least 6'3", blade must lift to allow 36" clearance between ground and cutting edge. Overall weight of blade to be no less than 5250 lbs. Cutting edge and end bits must be guaranteed, for their lift against cracking and breaking. CAB This compactor must be equipped with an all weather cab, sound suppressed, mounted on rear frame, cab must meet OSHA requirements, and include tinted glass, windshield wipers front and rear, dome lights, pressurized and filter air system, inside and outside mirrors, coat hook, floormat, lock- able entry door on left side and cab mounted fire extinguisher. Two forward and two rearward flood lights must be included, along with an audible back-up alarm. Gauges must be provided for oil, water and electrical monitoring. In addition to gauges, and audible and visible monitoring system must be provided to allow operator to have immediate readings on the condition of the following: A. Charging system B. Oil pressure C. Water temperature D. Air pressure E. Hydraulic oil temperature F. Parking brake G. Fuel level A testing switch must be provided to daily check on system reliability. Heater for operator's comfort must be hot water operated. 1 WARRANTEE To be 6 months on all machine items including parts and labor. When this 6 months period is over, an additional 30 months starts (or 5000 hours total) in which the power train (engine, transmission, axles and planet- aries) will be covered, once again parts and labor included. Any trans- porting of the unit will be the responsibility of the Town, should the need arise. There are six (6) major manufac- turers that market landfill compactors in the United States : Bomag , Caterpillar , Dresser , Hyster , Ingersol-Rand and Rexworks. Of the six , Bomag , Caterpillar , Ingersol-Rand and Rexworks offer the most flexibility with regard to the number of models and applicability to the Cutchogue Landfill operation . While each of these four manufacturers boasts various features and options, essentially each compactor offers the following advantages : 1) Extend the useful life of landfill sites because they compact more refuse per cubic yard than other methods of compac- tion ; 2) Reduce cover material requirements because there are fewer voids, and the working area is minimized due to higher compaction rates ; 3) Minimize windblown litter at the landfill site ; 4) The chance of spontaneous combustion and the number of rodent and insect breeding places are minimized due to the reduc- tion in voids ; and 5) Compact bulk metals prior to transport, thereby decreas- ing the number of required trips. The disadvantages of landfill compaction are : 1) The initial capital cost is very high in comparison to alternative machinery (e .g . , dozers) ; and Melville,New York•Farmingdale,New York•Riverhead,New York Supervisor Francis J. In order to perform a cost analysis, numerous assumptions had to be made . These assumptions are listed below: 1) In-field density without compaction ( 600 pounds/cu.yd .) 2) In-field density with compaction (1200 pounds/cu.yd .) 3) Solid waste quantities prior to implementation of a full-scale composting project (January 1987 through July 1989 : 75 tons/day) 4) Solid waste quantities subsequent to implementation of a full-scale composting project (July 1989 through January 1991 : 22. 5 tons/day) 5) Cost of land ($20, 000/acre) 6) Cost of cover material (sand) ($3. 00/cubic yard) 7) Capital cost of a landfill compactor , less trade-in allowance after 4 years ($140, 000) 8) Operation and maintenance cost ($30/hour for a landfill compactor , $15/hour for a dozer ) 9) Cost of landfilling in compliance with Part 360 require- ments ($160, 000/acre) Based on these assumptions , we have prepared Table 1, which shows the estimated capital , operation and maintenance costs for the period 1987 through 1990. The analysis is based on the fact that the Town has been advised by NYSDEC that horizontal expansion of the landfill into new areas will not be permitted without con- forming with Part 360 requirements , including a liner , leachate control , methane monitoring and a final cap. The cost analysis indicates that the Town will incur expenses of approximately $1. 19 million over the next four years in operating the sanitary landfill , if a compactor is not purchased . If a landfill compactor is purchased , it will extend the life of the landfill and minimize cover requirements , thereby resulting in the Town incurring expenses of approximately $920, 000 over the same four-year period . Consequently, purchase of a landfill compactor will decrease the costs associated with landfilling over the next four years by approximately $280, 000. 2 Supervisor Francis J.
