The purpose of this letter is to provide the results of the soil vapor investigation that Kenneth J.Pritchard,P.E. was conducted on December 12 and 15, 2003, in the vicinity of four gas monitoring Brian M.Veith,P.E. wells in which elevated levels of combustible gas have been detected. The areas Associates investigated are between the Collection Center building and wells GMW-5 and Joseph F.Baader GMW-6, and in the vicinity of wells GMW-10 and GMW-11 along the eastern Garrett M.Byrnes,P.E. landfill boundary. The purpose of the investigation was to delineate the extent of the Rudolph F.Cannavale elevated combustible gas in soil vapor beyond the cap by installation and monitoring Joseph A.Fioraliso,PE. of soil vapor probes between GMW-5/GMW-6 and the Collection Center, and at off- Thomas P.Fox,PG site locations east of GMW-10 and GMW-11. The probes were installed on Gerald Gould,C.P.G December 12 and 15, and monitored on December 15 when the barometric pressure William D.Merklin,P.E. was low (29.4 inches), to provide an evaluation of gas migration under a potential Michael Neuberger.P.E. "worst-case" scenario. This investigation was conducted in accordance with that Edward J.Reilly described with the New York State Department of Environmental Conservation on Charles J.Wachsmuth,P.E. October 16, 2003. Kenneth P.Wenz,Jr.,C.P.G Collection Center Area The original scope of work included installation of four soil vapor probes between both GMW-5 and GMW-6 and the Collection Center building, at approximately 25- foot intervals south of the wells. Due to the presence of a debris pile in the area of GMW-6 and difficulties driving the sampling probes,only three probes were installed in the vicinity of GMW-5 and two probes were installed in the vicinity of GMW-6. Well GMW-5 is located approximately 200 feet from the Collection Center building and well GMW-6 is located approximately 160 feet from the Collection Center building. The annular space around the tubing was packed with soil and the upper end of the tubing was capped. Each probe was installed to a depth of approximately 3 feet below ground surface. Oxygen and combustible gas (percent of lower explosive limit [LEL]) levels were measured in each probe, as well as wells GMW-5 and GMW-6, using a direct-reading methane meter (Bacharach GA 94 Landfill Gas Monitor). Historic readings from sampling port have been up to>99%LEL. Based on these results, while measurable combustible gas readings were detected in GMW-5 and GMW-6,the levels decrease significantly within a short distance from the wells with readings of less than 25% of the LEL within 25 feet of the wells. These data show that it is extremely unlikely that the Part 360 requirement that combustible gas not exceed 25% of the LEL in any on-site structure will not be attained. This is demonstrated by the fact that none of the monitoring points installed within the Collection Center building have ever contained detectable combustible gas. Eastern Landfill Boundary Eight soil vapor probes were to be installed at off-site locations to evaluate the extent of combustible gas along the eastern landfill boundary. Four probes were to be installed at approximately 25-foot intervals east of well GMW-10 and well GMW-11. Due to subsurface obstructions, only three probes could be installed in the vicinity of each well. Probes were installed and monitored in the same manner as in the vicinity of GMW-5 and GMW-6.
