HomeMy WebLinkAbout10/15/2014 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING #98 October 15, 2014 Present: Dan Sarnowski, Fred Andrews, Beth Motschenbacher, Rona Smith, LeRoy Heyliger, Excused: Jeanne Kelley and Phillip Beltz. Michael Herbert, William Dougherty, Eric Dantes, John Vahey and Councilman Jim Dinizio. Meeting began at 5:37 p.m. Approval of Minutes: The minutes of September 16th were approved. Follow-up of Jill Rosen-Nikoloff Discussion: Jill stated that it was her pleasure to meet with HAC and indicated the County is willing to offer assistance to the Town of Southold for affordable housing initiatives. North Fork Cottages: HAC members very encouraged by Paul Pawlowski’s preliminary concept. As directed by the Town Board, he will further develop site plan and present to the Planning Board. Rona indicated that his numbers are on target and he may not need assistance of tax-credits, Suffolk County infrastructure funding, etc. What is “Affordable”: Due to the anticipated NIMBY from the community regarding the proposed apartments, Dan suggested that HAC develop a proactive approach to educate the public (and press) that could dispel the myths associated with affordable housing (e.g. Section 8, etc.) Several ideas suggested: have press do a follow-up to the Cottages of Mattituck that would report on its perpetual affordability and the five units that have been resold, satisfaction of residents living there, where they work, who volunteers for fire departments, etc. Fred suggested that LeRoy enlist his daughter to recruit residents for potential media feature. Rather than create a subcommittee, it was agreed that significant time will be devoted to this topic at the next meeting. First-Time Homebuyer CPF Exemption: Phillip reported that the exemption will be offered effective September 23, 2014 and that residents are able to apply for a refund. Despite passage by New York State lawmakers, the Southold Town Board has set a local st law regarding the CPF exemption scheduled for October 21 at 7:34 p.m. Habitat for Humanity: Michael Bredemeyer is invited to the October Homeowners Association meeting. Habitat indicated that they are awaiting their building permit and will soon host “wall raising” ceremony. Incentives/Tax Credits for Developing Affordable Apartments: Phillip reported that he followed-up with Brian Murphy, counsel to Senator Ken Lavalle, who stated he did not have any information but will research possibilities. Cottages at Mattituck Annual Certification: Still awaiting receipt of two residents for their annual certification of compliance, Town Attorney sent second notice. Housing Resource Guide: Supervisor Russell requested HAC develop resource guide that can assist households facing evictions, etc. Phillip shared guide that includes rental properties in Riverhead, Southampton and Brookhaven provided by Suffolk County Office of Community Development. Community Land Trust of Southold: They are seeking to purchase property near Greenport school however do not have funding. Frank Scarola Property: He has contacted the Long Island Housing Partnership and the Community Development Corporation of Long Island for possible collaboration to access subsidies. He is in process of developing a formal site plan application to present to the Planning Board. th - Next Meeting Date:Wednesday, November 12 at 5:30 Meeting conclusion 6:42 p.m. p.m. @ Town Hall meeting room.
