Present were: Doug Hardy, Acting-Chairman Keith McCamy, Member John Stein, Member Peter Meeker, Member Lauren Standish, Secretary Absent were: Peter Young, Chairman Jack McGreevy, Member William McDermott, Member CALL TO ORDER Acting-chairman Dough Hardy called the meeting to order at 4:40PM. REPORTS John Stein attended the Board of Trustees Meeting held on August 20, 2014 and reported the meeting was business as usual. APPROVAL OF MINUTES Moved by Peter Meeker, seconded by Keith McCamy, to Approve the Minutes of August 13, 2014. 2 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of KEVIN & KAREN MANNIX to remove the existing timber deck; construct 23 If. vinyl retaining wall at top of bluff with 12 If. vinyl return. Supply and install 15 cy. of clean sand fill from upland sources. Maintain existing 40' long X 3.7' wide timber stairs to beach with 21'X 3.7' wide timber platform and 64 If. of existing timber retaining wall. Located: 62945 Route 48, Greenport. SCTM#40-1-12 Inspected by: Peter Meeker, Doug Hardy The project was not staked, however, the CAC Supports the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of WILLIAM & THERESA KAINZBAUER to construct a 4'X 64' fixed catwalk with a 4' wide stairway at offshore end. Provide racks for seasonal storage of kayaks alongside of catwalk. Located: 295 Island View Lane, Greenport. SCTM#57-2-29 Inspected by: Peter Meeker, Doug Hardy The CAC Supports the application with the Condition the grade is no higher than the adjacent property. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the application of JOHN P. MILAZZO FAMILY TRUST to replace a 37' timber bulkhead and a 5'10"X 14' timber patio, at grade, with a vinyl bulkhead and vinyl patio in the same locations and to construct a new 15' vinyl return. New bulkhead is proposed to be 18" taller than the existing bulkhead. Proposed patio is to be the same dimensions as existing patio. Applicant also proposes to remove a 6'3"X 6'10" step/platform adjacent to patio from creek. Located: 1195 Island View Lane, Greenport. SCTM#57-2-19 Inspected by: Peter Meeker, Doug Hardy The CAC Supports the application with the Condition the bulkhead is raised no higher than the adjacent property and the installation of a non-turf buffer consistent with the adjacent property. 3 Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of SHEILA PATEL to remove existing wood landing gate, pergola, platform and staircase and replace with new structure. Overall length 56' length and 4' wide. Leave in place (2) 12" diam. X 50' poles so as not to further disturb hillside. Platform 52"X 48" and landing 8.2' X 48". Located: 19965 Soundview Ave., Southold. SCTM#51-4-5.1 Inspected by: Peter Meeker, Doug Hardy The CAC Supports the application and recommends erosion control measures are taken during the demolition and construction activities. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, to TABLE the application of ALEX KOFINAS, AS TRUSTEE to demolish the existing dwelling with attached garage, walkways, patio and foundation, and remove existing septic system. Construct new two-story house, screened porch, north porch, raised patio/pergola, pool, cabana, drywell system, concrete steps, walkways and construct 2 tiered wood retaining walls @ 67' each with sand fill, Rosa Rugosa plantings and Cape American beach grass. Located: 805 West Rd., Cutchogue. SCTM#110-7-4 Inspected by: John Stein, Keith McCamy The CAC Tables the application and requests a discussion with the Board of Trustees concerning the revetments, which are located below mean low water. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DENNIS HICKEY to enclose the existing covered porch to become interior space of residence. Located: 175 Clearwater Dr., Cutchogue. SCTM#118-5-2.2 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried 4 Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of DAVID J. CORCORAN to construct approx. 40 If. of vinyl retaining wall in place of existing timber retaining wall (permitted as per Wetlands Permit#4974), construct +/-9' and 6' vinyl returns, and backfill with approx.. 100 cy. of clean sand to be trucked in from an approved upland source; remove and replace approx.. 27 sf. of existing storm damaged deck landward of retaining wall; permanently remove approx. 123 sf. of existing storm damaged deck cantilevered seaward of retaining wall; provide (6) new timber pilings to stabilize existing 8'X 15' cabana; and repair existing 6'X 14' stairs and retaining walls landward of new retaining wall as needed. Located: 10120 Nassau Point Rd., Cutchogue. SCTM#119-1-17 Inspected by: John Stein, Keith McCamy The CAC Supports the application and recommends a complete engineered plan for reconstruction of the cabana because of the apparent erosion. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CHERI ANTONIELLO to install a 15'X 30' swimming pool and a 4' fence enclosure around perimeter. No patio area. Pool will be in- ground with a 2' build-up above ground. Located: 2404 Camp Mineola Road Ext., Mattituck. SCTM#122-9-7.20 Inspected by: John Stein, Keith McCamy The CAC Supports the application with the Condition a drywell is installed to contain the pool backwash. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of PASQUALE ROMANELLI & MARTIN ROMANELLI, CO-TRUSTEES OF TEST. TRUST OF MARIA ROMANELLI for the existing residence, existing westerly deck, existing wooden deck and 3' beach stairs with railings with 5'X 6' platform and 3'X 7' platform, and 150 If. of wooden bulkhead. Located: 515 South Oakwood Dr., Laurel. SCTM#145-3-9.1 Inspected by: John Stein, Keith McCamy Vote of Council: Ayes: All Motion Carried 5 John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., September 17, 2014 at 5:30 PM. The next meeting of the Conservation Advisory Council has been set for Wed., October 15, 2014 at 4:30 PM at Down's Farm Preserve.
