Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from August 19, 2014 and September 2, 2014, and September 16, 2014. MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the August 19, 2014 LPC meeting minutes. Motion carried: 4/0/3 (John Sepenoski, Anne Murray & Maureen Cullinane abstained as they did not attend the August 19, 2014 LPC meeting.) MOTION made by Lillian Ball, seconded by Maureen Cullinane, to accept the September 2, 2014 LPC meeting minutes. Motion carried: 5/0/1 (Sam McCullough abstained as he did not attend the 9/2/2014 LPC meeting. Eric Keil not present at time of vote.) MOTION made by Maureen Cullinane, seconded by Sam McCullough, to accept the September 16, 2014 LPC meeting minutes. Motion carried: 6/0 (Eric Keil not present at time of vote.) Land Preservation Applications and Inquiries:  SCTM #1000-17.-4-16; 17.-6-14.2; 18.-3-30.3; 18.-6-17.3 (TUTHILL OYSTERPONDS HOLDING CORP.) Review Application Melissa Spiro, Land Preservation Coordinator, started the Tuthill property discussion. She informed the Committee that the Planning Board was processing the Tuthill split-clustered conservation subdivision application and would be setting a sketch plan public hearing date soon regarding the application. LPC reviewed draft of LPC comments from prior meeting prepared by Melissa Spiro. Melissa will prepare final comments, as amended by LPC, and submit to Planning Board.  SCTM #1000-115.-8-3.6 (McCALL f/k/a Elak) Update from PLT HOLD – not discussed due to time constraints  SCTM# 1000-97.-1-12.8 (CALABRESE) Status update LPC discussed 50’ wide frontage area which lies between two properties owned and operated by Pugliese. It was determined that LPC will exclude from the development right easement the 50’ wide area that runs from the Main Rd (Rt 25) between the two parcels owned by Pugliese to avoid potential violation due to current and potential use of this area for retail winery related uses. Applications & Inquiries for Uses or Structures on Preserved Property:  None Stewardship and Management:  MONITORING REPORTS The following Town development rights easements were monitored by Land Preservation Committee member Maureen Cullinane, Anne Murray, Peggy Dickerson, and/or Eric Keil: SCTM #1000-69.-4-8.8 Wesnofske Report dated: 9/24/2014 Monitoring report prepared by Eric Keil was reviewed by LPC. Neighboring property owner, who is in the landscaping business, has been using part of the Wesnofske Farm for part of his landscaping business. The neighboring property owner has been cited by the Town for violations on his property. Wesnofske was notified by the Town’s Code Enforcer, during the citing for the violation on the neighboring property, that the landscaping use was not allowed within the area subject to the Town’s Easement. At the time of monitoring, it was noted that there were some remaining non-agricultural equipment and supplies stored within the easement area that were associated with the landscaping business. MOTION made by Maureen Cullinane, seconded by Anne Murray, to direct the Land Preservation Department to send a letter to landowners, Eugene Wesnofske, Jr. and Chrystal Wesnofske, informing them that all non-agricultural equipment and supplies associated with the landscaping business must be removed and the easement area shall not be used for any part of the landscaping business. Motion carried: 7/0 HOLD – due to time constraints, none of the following monitoring reports were reviewed by LPC. SCTM #1000-18.-6-14.9 Ezair f/k/a Latham Farms Report dated: 9/16/2014 SCTM #1000-20.-1-3.7 Egan f/k/a Terry Estate Report dated: 9/16/2014 SCTM #1000-20.-1-2.2 Whitsit f/k/a Gillispie/Alford Report dated: 9/16/2014 SCTM #1000-20.-3-5.1 PLT f/k/a Terry Estate Report dated: 9/16/2014 SCTM #1000-19.-1-14.10 Crossroads Atlantic LLC f/k/a CW Francis) Report dated: 9/16/2014 SCTM #1000-19.-1-11.6 Webber Report dated: 9/16/2014 SCTM #1000-19.-1-10.6 & 10.7 Latham, Diana Report dated: 9/16/2014 SCTM #1000-19.-1-1.4 Cullinane Report dated: 9/16/2014 General Land Preservation Items:  FUNDING STATUS REVIEW Melissa Spiro, Land Preservation Coordinator, addressed the committee with her concerns that procedures are now necessary in order to address the number of LPC applications and Conservation Subdivisions being submitted to the Town at this time. Discussions on how to proceed will be discussed at next LPC meeting. Next Regular Meeting: Tuesday, October 14, 2014.
