Chapter 84
STREET ADDRESS NUMBERS
§ 84-1 Legislative Intent.
It is the purpose of this chapter to establish a uniform street numbering system for
all land parcels within the Town and to require the posting of such assigned numbers to
the exclusion of all others in order to give each land parcel an exclusive and readily
local/able address. While it is intended primarily to assure the quick and certain response
of police, fire, ambulance and other emergency services to thek desired destination, the
establishment of the uniform numbering system will also assist social, pos'tal and
commercial agencies, as well as residents and visitors, who will also be able to ensure that
they and their goods and services arrive or are delivered in a prompt and efficient manner.
§ 84-2 Definitions.
For the purposes of this chapter, the following words and phrases shall have the meanings
ascribed to them by this section:

§ 84-4 Posting of Numbers.
A. Any owner of an improved land parcel in the Town of Southold, excluding the
~ncorporated Village of Green, port, for which a street address number has been established
on the map pursuant to § 84-3 shall conspicuously post and display said number in the
manner set forth in § 84-5.
B. For new congtruction, the street address number shall be posted and displayed
. within five (5) days of the issuance of a Building Permit. No Certificate of Occupancy
shall be issued unless and until the street address number is posted and displayed in
accordance with the provisions of this chapter. Development applications made to the
Building Department, Planning Board, Zoning Board, and Town Trustees shall indicate
street address numbers. The Planning Board shall require that new subdivisions indicate
proposed street address numbers as a condition of approval of the final map. The final
map shall be referred to the Building Department to verify the proposed numbering
system.
C. It shall be unlawful to post or maintain any number on any construction site or
completed building other than the street address number designated by the Building
Department pursuant to § 84-3.
§ 84-5 Display of Numbers; Style and Size.
A. Manner of Display.
1. During construction period. The owner ora land parcel for which a
Building Permit has been issued shall have the street address displayed on a
sign or post located at the front of the property.
2. Existing and newly completed buildings. The owner of an existing
building or newly completed building shall have the street address number
displayed by permanently affixing or painting numerals, letters or script
stating the number to the front of the building. Where the building is not
close enough to the street, or is not readily visible from the street, the street
address number shall be permanently affixed to a sign, post or mailbox at
the front of the parcel or lot where the building is situate.
B. Style and Size of Numbers.
The numerals, letters or script used to display the street address number'of
the building shall be painted on a plaque or the front of.the btfilding or
made of metal or other durable material. The numerals, letters or script
shall be at least three (3) inches in height. All street address numbers shall
be displayed so as to be easily seen from the street by both pedestrians and
drivers of vehicles.

JUSTICE EVANS: "Public Notice is he~reby given that there has been
presented to the Town Board of the Town of Southold, Suffolk County, New
York, on the 8th day of June, 1999, a LOCAL LAW entitled "A Local Law
in Relation to Street Address Numbers in the Town of Southold". 'Notice if
further given that the Town Board of the Town of Southold will hold a
public hearing on the aforesaid Local Law at the Southold Town Hall, 53095
Main Road. Southold. New York. on the 22nd day of June. at 8:00
P.M., at which time all interested persons will be' heard. This proposed
"Local Law in Relation to Street Address Number" which reads as follows

Be it enacted by the Town Board of the Town of Southold as follows:
CHAPTER 84
STREET ADDRESS NUMBERS
§ g4-1 Definitions.
For the purposes of mis chapter, the following words and phrases shall have the meanings
ascribed to them by thL~ section:
FRONT or FRONTAGE- That side of a lot or parcel of land which abuts or faces the street,
or in the ease of comer lots or lots having streets on more than one (1) side. the side or boun~ry of

§ 84-2 Legislative Intent

records promulgated by and on file with the office of the Town Building
Department The Director of Code Enforcement or his designee shall
keep such records based upon the Suffolk County Tax Map system as
directed by the Town Board. The building department shall use a
uniform system fr~r the ~ignment of street numbers to all land parcels
wlth;n the town and ~ correct and update the maps recording such
numbers as n~essary to keep the numbering system uniform, accurate,
and universal.
Applicatio~ may be made to the building department to change or modify
assigned street numbers due to an error ia the original assignment of the
number or where them i~ a confl!ct or dispute as to the proper number to
be a~igned to any land pared for other good cause. Such a application
shall be on a form prepare<! by the Director of Code Enforcement or his
designee. The application shall Crate the reason for the change ia
numbering and how the new numbering will be consistent with the
numbering system in place. Tho Director Of Code Enforcement shall
determine the number of such'parcel, which decision shall be final.
In e~'mblishlng the aforesaid street address numbering system, the
building department may alto assign, names to private roads or rights-of'-
way providiag aee~ to mlxKwided lan& which- are unnamed on the
8,,fl'elk County Tax Maps. The department, ia naming such private road
or right-of-way, shall l~ke intO aco~utK lhe Ilame hi~orically USed by the
residents, but in no case shall a road name be duplicated ia the applicable
fire dktrict. Application to change.or modKy the name ora private road

or right-of-way may be made to the build!ng dep .a~anent in.the same/btm
and wanner as prodded in SubSection B. 'The naming of the private road
or fight-of-way by the Director of Cxxte Enforcement or his designee shall
not be construed to be an acceptance of'said road or fight-of-way into the
town highway system
§ 84 4 Posting of Numbers

conspicuously post and display said number in the manner set forth in §
84-5.

.§ 84-6 Tax bill; compliance deadline.
The street address number assigned to a land parcel in the town pursuant
to § 84-3 Shall be indicated on the property mx bill applicable to said
parcel.
B. The deadline for compliance with this chapter shall'be January I, 2000.
§ 84-7 Enforcement
This chapter ~811 be enforced by any town building inspector, any town code
enforcement officer, aay peace officer when ~ pur~Jant to his or her special
duties, any police officer in the employ of or under contract to the town mad any
other individual duly authorized by Town Board resolutior~
§ 84-8 Penalties for Offenses
Any person violating any of the provisions of this chapter shall be guilty of a
violation and, upon conviction thereof; shall be punishable by a fmc not
exceeding three hundred fifty dollars ($350) for.each offense or knprisonment
not exceeding fifteen (15) days, or both such fine and imprisonment.

an ~ffidavit' that it was published in the Suffolk Times, and that it was
posted on the Town Clerk's Bulletin Board, and there is some
correspondence here. There is one from Joan Robbins. It says, please,
the issues is visibillty, not conformity, lhe most attractlve street number
displays I have seen are painted on rocks by driveways, very
thought of putting our number on our picket fence, or our steps. Don~t
outlaw originality and imagination. Total regimentation is unnecessary and
de'structiYe. Leave room for indlviduallty, just allow some flexibillty

SUPERVISOR COCHRAN: You have heard the reading of the "Local Law in
Relation to House Numbers". This is something that the Fire Departments
in the Town of Southold have been asking for, for quite some time. We
really would llke to see uniform numbers throughout the town. Not only
does this tie into the fire departments. It also ties into 911, police
headquarters. Years ago when they did the measuring and assigned house
numbers, some people accepted that and made the changes, some people
didn't. It was done in feet. So, I am. 270 feet from the Main Road, so that
is how they were be able to determine numbers from intersections and so
forth. I understand that first time around it was done imProperly, so it
was done a second time, but many people to go through Changing your
mailing address, and your checks, and your credit cards, and licenses, and
just about ever~hing they stayed with their old numbers, but we are
growing in SOuth01d. and we have many new homes, and in fact I had one
lady ir~ Greenp0rt t~ll me ~that her house is on this street facing here. and
the mail box and her address is the back street, well. if the fire
department ever went iookng for this ,home they would newer f. nd it nless
they looked for the flames. Okay? That is What we don't want to see. so
we have talked about this for awhile, and it is my pleasure that.the Code
Committee finalized it. and brought it to the front. I believe there are
several firemen here tonight, and do you gentlemen have anything you
would like'to say?
RICHARD HULSE: Good evening. My name is Richard Hulse. I live in
Greenport, and I am here tonight representing the officers and members of
the Southold Town Fire Chiefs Council, of which I am 1st Vice
President. At our meeting last night I was empowered to' tell you our
Council is in favor of the proposed numbering system. Anytime you can
save, even minutes, by not responding to the wrong address could possibly
save a life. Thank you.
SUPERVISOR COCHRAN: Thank you. Is there anyone else like to address
the Board?
TIM MCGOWAN: My name is Tim McGowan. I am from Mattituck. I am
Chief of Mattituck Fire Department. On behalf of Mattituck Fire Department
we are in favor of the house numbering. We are active in the Chief's
Council. Vice-Presldent Hulse had it all nice and bundled up right
there, it does make a difference. We have houses on the Peconic Bay
BoUlevard and the Captain Kidd area. Certain residences in the area that
are numbered, when the houses are set back it makes a hard time whether
it is a rescue call or a fire call where you can't see the house. ~1 mean
some roads you get a dispatch. A person calls up and says, well, we are
the white house with the black shudders on so and so street. There could
be fifty white houses with black shudders on that street. The house
number really makes the difference. It cuts our response time down with
cardiac arrest calls, or any sort of call like that. Seconds count, not only
minutes, but seconds count. The AD's now, the automatic defibrillators in
the. police cars and the chief's car, and the ambulances, were given a
faster respons, e, and with this it will only aid us. As I said Mattituck is
~n favor of th~s. This is very progressive and a pro-active move instead of
a reactive. Thank you.

SUPERVISOR COCHRAN: Anyone else like to address the Town Board?
JACK WILLIAMS: Jack Williams from East Marion. I just want to say that
nobody empowered me to speak on behalf of the census bureau, but I would
like to say that the renumberlng of the houses, well, we need some help in
terms of the census which is due to be an undertaking here in April of
2000. As one who has clamored through back lots trying to find house
numbers, and trying to find houses, I know that the lack of uniformity has
cost dearly in terms of time of the census takers.
SUPERVISOR COCHRAN:

HADYN ALLEN: Hadyn Allen, Cutchogue. Just having moved back here
through fifty years of being away I want to check up these numbers. I
have a home and a cottage. The address on the tax map is 320 and 700
Eugene Road, but there is no excess to my property from Eugene's Road. I
have a 911 number for each house, and they are displayed at my driveway,
which is between Eugene's Road and the old cemetery. Does the Cutchogue
Fire Department have those house numbers and a map showing where they
are? I mean if I call 911 and say, it is house number .32882 would the
Cutchogue Fire Department, who serves my area, will they know where that
is.
SUPERVISOR COCHRAN: Yes, they dispatch through the Police
Department, so it would come up on the Police Department records on 911,
yes.
HADYN ALLEN: It would show where it was?
COUNCILMAN MOORE: It would give a street number, and an address.
They don't have a map, but it will show the street number.
HADYN ALLEN: Okay, because last year I rented my cottage to a
fireman, and he was curious. He went to the Cutchogue Fire Department,
and it took him twenty minutes to find out where that house was, and I
just wonder, I hope it improved since they got a computer. Do I have to
check any further?
SUPERVISOR COCHRAN: No, would you, please, either stop up, or call
Police Headquarters, and have them check your 911 number, how it is
logged in the machine, so they know where you are. They should be able
to do that, because the calls come through Police Headquarters. So, call
Police Headquarters, and talk to either the Chief or the Lieutenant, and
they will be able to help you, and that way we can be assured that you are
in the computer.

JUSTICE EVANS: Eventually the system will be able to show on a map on
the screen exactly where your house is located. It is in the future, a lot
of data input and stuff first.
SUPERVISOR COCHRAN: Anyone else like to address the Board on this
Local Law in Relation to Numbering of Houses? (No response.) If not. we
will close the hearing.
