The above lists of services briefly describe the Superintendent of Highways
daily responsibilities. The Mission Statement will describe this in greater
detail. The services to the community cannot happen unless we have an
efficient and correct functioning fleet. The right tool for the right job
iapproach of fleet management.
In Tab three (3) is the short term plan. A method of selling surplus
equipment which will help in adding to the purchase of new equipment to
properly plan for the fleets rotation and replacement of equipment.
In Tab four (4) is the list of our large inventory of equipment needed to
complete the above mentioned services. The fleet has pieces of equipment
that range in age from a 1946 Snow-Go to a 2012 F-250.
In Tab five (5) you will see the growing budget line due to the aging fleets
need for continuous repairs.

Mission Statement
• The Highway Department provides maintenance and improvements to over
200 miles of Town roads. Some responsibilities of the Highway Department
includes maintenance of town equipment, traffic lanes, installation of catch
basins for drainage control, installation of Town and street signs, brush and
leaf removal, street sweeping, resurfacing and sealing streets, snow removal
and ice control. It is the Highway Department's mission to be effective and
efficient while managing the maintenance of the Town's roadways systems.
To provide safe and convenient movement of traffic as well as pedestrians.
Accomplishing it at the most economical means available for Southold
Town's tax payers.
The Highway Department consists of(3 5) full time employees' two of
which serve on Fishers Island along with one part-time employee. The
Department has at their disposal over (100) major pieces of equipment (see
tab 4) with a value in excess of 3 million dollars to accomplish the work.
The large variety of equipment used by the Highway Department is a result
of the many different types of projects we provide. We do utilize the
equipment diffently by season, by the type of services being done or even by
national weather events that may occur.
• In order to obtain efficiency of the Highway Department it needs to increase
the fleet with medium to smaller size trucks that can do 70% of the day to
day services we provide. We over utilize the larger vehicles that are there to
provide only 30% of the services. Not only are the vehicles expensive to run
but even more to repair. Our aging equipment should be reserved for their
purpose and to be replaced with the right tool for the right job. It will be
more cost effective even short term with seeing cost savings just based on
fuel costs. Long term we will better utilize vehicles for services which will
result in reducing the ever growing repairs costs. This new strategy for the
fleet management will help the larger aging vehicles last many more years
while controlling the cost of running them.
The Large heavy equipment at the Highway Department is predominantly
dedicated for either sanding or snow removal. We currently have only four
dual use plow/sanding combination vehicles along with a recent purchase of
an additional dual use truck (See tab 8). As part of a complete fleet
management plan we need to continue in this direction. By rotating the aging
and costly large vehicles for the newer and more efficient vehicles it will be
. more cost effective. This is consistent with the right tool for the right job
approach of fleet management. Having a sanding fleet and a plowing fleet
means twice the maintenance, twice the cost to provide snow removal and
ice control.

• Short Term Financial Plan
The strategy to reach our goals for the fleet includes long term as well as
short term planning. The short term plan for the Highway Department is a
system of assessment. Evaluating the fleet's inventory. We determine what
equipment is not being used or is left to be surplused where the parts were
utilized on similar vehicles.
Attached shows the effectiveness of the short term revenue plan. We offered
our surplus equipment for sale or if not sold we recycled it for scrap value.
Currently the Highway Department has generated approximately $30,000 in
short term revenue.

Attached is an annual bar graph which starts with the year 2011 and ends
with 2015. It demonstrates the increasing cost of repairs to the aging fleet of
the Highway Department. Although the 2014 budget was set at $100,000
for repairs expenses, it is projected that the actual cost will be near
$120,000. The 2015 budget has been allocated for $120,000 for repairs and
it too will most likely increase as the age of the fleet matures.

miles. it is common for 6 to 8 plows to break down during a snow storm. Many Highway vehicles are in service long

Housekeeping in'fown Hall-During my visit it was found that some tripping hazards and blocked doorways were
present in the Main town Hall Building.The Stairway area that leads to the old office are downstairs there were
boxes stacked blocking safe access to the staircase.Also then Fire Door was propped open with a hand truck.there
were other tools and items stored on the staircase.All stairways must be kept clear of tools,items and debris and
should be inspected regularly to ensure employee safety.

buildings throughout the Town. Electrical panels need to be kept clear 36 inches in front and 12 inches to each side. it
is recommended that a Safety Officer or Code Enforcement be assigned to regularly inspect these areas to ensure
they remain clear in case of emergency.

Attached is an email I received while trying to solve the elusive mystery in
regards to street sweepings on the issue of what can be and what can not be
done with the street sweepings as per New York State Department of
Conservation.
Provided that any trash or deleterious material is screened out it is classified
as uncontaminated aggregate and it can be used for fill material internally by
the Town or can be sold as such. This year, for the first time, approximately
3,000 cubic yards of uncontaminated aggregate of street sweepings went out
for bid. It was award to the high bidder for $3,300.00
Granted this isn't a budget busting saving number but it does help. More
importantly it is part of the bigger picture of recycling.

Street sweeping is considered construction and demolition (C&D) debris, a regulated
solid waste. Cleaning of ditches, drainage, culverts, storm sewers, catch basins and
related appurtenances, and sweeping of streets is interpreted as a "repair" activity under
the definition of C&D debris. Uncontaminated materials generated from these activities
may include soils from highway pavements and sweeping streets, and soils in areas
receiving runoff from highways such as ditches, culverts, and catch basins, where such
pavements and related soils have not come in contact with a hazardous waste, industrial
waste or petroleum product through a spill or other occurrences. It should be noted that
incidental levels of petroleum found through normal vehicle use of the roadway is not
considered "contamination" according to subdivision 360-16.2.
The use of street sweeping as an aggregate has been allowed pursuant to the pre-
determined BUD in 6 NYCRR 360-1.15(b)(11), "recognizable, uncontaminated rock,
brick, soil, concrete, asphalt pavement, brick, glass, soil and rock placed in commerce for
service as a substitute for conventional aggregate," provided that any trash or other
deleterious material is screened out. There should not be any petroleum sheen or
indication of petroleum or chemical spill contamination, but this does not include road
• runoff pursuant to Part 360-16.2. Oftentimes the sweepings have been used under this
"aggregate" heading for a fill material, which is acceptable use pursuant to 360-
1.15(b)(11). The use of street sweepings for grade adjustment fill or embankment is
exempt under Subpart 360-8.6(b). If however,the street sweeping is intended to be use
for the manufacturing of topsoil, a case specific BUD will be required.
In conclusion,the reuse of uncontaminated street sweepings would not require a case-
specific BUD if intended for the use as aggregate, fill materials, or grade adjustment as it
can fall into either the pre-determined BUD under 360-1.15(b)(11) or be exempt under
360-8.6(b). Please note that if used as grade adjustment fill, the provisions of Part 360-
8.6(b)must be fulfilled to qualify for exemption.

Future Fleet Implementation
Attached are pictures of the two types of Highway Department vehicles that
were purchased this year in 2014. The medium size six wheel dump truck
(A) which can be use for most of the day to day Highway Projects and the
larger six Wheel Plow/Sander combination truck (B).
The Highway Department Business fleet plan is the blue print of how the
Town can upgrade its fleet, so that we may continue to provide all the
necessary services effectively and efficiently to the good people of the Town
of Southold. With the support of Southold Town Board giving the financial
commitment with a $250,000 capital budget improvement plan over the next
four years this business plan will be fully executed and putting an end to
costly repair expenditures.
