HomeMy WebLinkAbout09/2014 October 03, 2014 To: Town Board Fr: Phillip Beltz Re: SEPTEMBER 2014 SUMMARY REPORT-SPECIAL PROJECTS COORDINATOR Housing:  Facilitated Housing Advisory Commission (HAC) meeting and disseminated minutes.  Meeting with two residents to discuss affordable housing resources.  Meeting with Jill Rosen-Nikoloff, Suffolk County director of Real Estate, Workforce Housing and Community Development to discuss resources the County can provide for development of affordable housing. She also attended HAC meeting.  With Ms. Rosen-Nikoloff, meeting with Board of Directors of the Initiative for the Community Land Trust of Southold, Inc. to discuss their proposed development of 3-4 units in Greenport West hamlet.  Developed draft of Housing Resource Guide to provide residents who face eviction (e.g. Cox Lane rental inhabitants.)  With Town Attorney and Planning Director, meeting with prospective developer Paul Pawlowski regarding proposed apartment units.  Meeting with Town Attorney and Planning Director to review AHD policies for apartment rental procedures.  Meeting with Town Attorney and Assistant Town Attorney regarding development of policies and procedures for the administration of the First- time home-buyers exemption of CPF tax.  Communication with Brian Murphy of Senator Lavalle’s office regarding possibility of tax incentives for residents who create affordable apartments. He is researching matter.  With Town Attorney, follow-up reminder notice for residents of the Cottages at Mattituck regarding annual compliance certification.  Discussion with Chuck Mogel regarding letter to Town Board regarding Southampton affordable housing initiatives (informed him that Town is doing similar with Habitat for Humanity.)  Amended Housing Registry. Youth Bureau:  Facilitated Youth Bureau Board meeting and disseminated the minutes.  Facilitated Youth Advisory Council meeting.  Attended Suffolk County Youth Bureau Coordinating Council Board meeting and transcribed minutes.  Meeting with Mel Morris, Manger, Special Programs, Brookhaven National Laboratory to further develop environmental community service initiatives for the Youth Advisory Council.  Hosted Association of New York State Youth Bureau’s Long Island Association meeting as well as a training on performance measurements of youth development outcomes.  Meeting with Cindy Smith to discuss reporting for Family Service League.  Facilitated submission of Suffolk County 2014 report for funded programs for Family Service League, DARE and Youth Bureau. Comprehensive Plan:  No report. Economic Development:  Developed analysis of survey responses for the disposal of confidential paper-waste for local businesses. Community Development:  Received final notice of 2014 allocations, Suffolk County and Town of Southold received less than originally allocated.  Meeting with Tanya Palmore, North Fork Housing Alliance regarding development of plan to expediently spend 2013 and 2014 allocations. Informed her that as consequence of not spending money her budget was cut significantly by SC. Executive Safety:  In response to email by Judge Price, attended meeting with Councilwoman Dougherty, Councilman Dinizio, Chief Flatley, Lloyd Reisenberg and Jeff Standish to develop short-term and long-term recommendations to improve safety in Justice Court. Set up meeting to visit Southampton Justice Court.  Provided response to findings of annual site visit (August 2014) by Wright Risk Management, insurer of Town’s workers compensation.  Facilitated site visit and accompanied risk control specialist for HCC Risk that insures Town’s general liability. Other:  Developed Community Notices advertisement for the Suffolk Times.  Meeting with John Cushman to discuss modifications to 2014 and 2015 budgets.
