I. Chapter 85 (Taxation} of the Code of the Town of Southold is hereby
amended as follows:
1. Section 85-1 (Partial Exemption for senior citizens} is amended
as follows:
A. Amount of Exemption
(1) Real property owned by one (1) or more persons, each of whom is
sixty-five (65) years of age or over, or real property owned by husband
and wife, one (1) of whom is sixty-five (65) years of age or over. shall be
exempt from town taxes to the extent provided, subject to the following

ON A PROPOSED "LOCAL LAW IN RELATION TO SENIOR CITIZEN
EXEMPTION".

SUPERVISOR COCHRAN: At this time we will adjourn for a public hearing
scheduled for 5:00 o'clock, a "Local Law in Relation to Senior Citizen
Exemption", and the law shall be read by John Romanell|. John made a
mistake today. He said he doesn't really care for reading these so we told
him we were going to give him everyone we have.
COUNCILMAN ROMANELLI: "Notice is hereby given that there has been
presented to the Town Board of the Town of Southold, Suffolk County, New
York, on the 15th day of September, 1998, a Local Law entitled, "A Local
Law in Relation to Senior Citizen Exemption". Notice is further given that
the Town Board of the Town of Southold will hold a public hearing on the
aforesaid Local law at the Southold Town Hall, 53095 Main Road, Southold,
New York, on the 29th day of September, 1998 at 5:00 P.M. as time and
place for a public hearing on this Local Law, which reads as follows:
A Local Law in Relation to Senior Citizen Exemption
BE IT ENACTED by the the Town Board of the Town of Southold as follows:
I. Chapter 85 (Taxation) of the Code of the Town of Southold is
hereby amended as follows:

affidavits that is was posted on the Bulletin Board, also that it was in the
paper, and see no correspondence. That's it.
SUPERVISOR COCHRAN: Thank you, John. Is there anyone that would
like to address the Board in relation to the Local Law to Senior Citizen
Exemptions? Mr. Siegmann?
ED SIEGMANN: Ed Siegmann, Mattituck Seniors. I think it would be a
mistake for no one to appear today, and be in favor of this. I am glad to
see that the Board is keeping up with what the State permits you to do on
this. One of the main reasons for that is with all the new taxes, with
schools being built, librarles expanding, and property that you want to
save that can be developed, I think people in that income need this type of
help. I would just like to make one suggestion to you. Now that the STAR

Program is in effect, and the papers come into the Assessors Office showing
the income of these people that apply for these things, there are a lot of
senior citizen in town who sometimes don't get the word in, don't realize
what is happening with these things, and I think if the Assessors see that
any senior citizen falls within that category of income of 27.9, I would
like it if they could notify if they see that person has not applied for
this particular law. I would like it if they could notify that person, and
say, do you know you are eligible for this, because I am surprised myself
sometime even on the STAR Program I ran into people thai cOuld have
applied for it last ye~ year, and say that they never knew
that is being saJdl about some of .these
don't get the Word. But, thanks for
permitting under these new.laws.
SUPERVISOR COCHRAN: Ed, the Assessors did do hamlet meetings, and I
think they are planning to 'again this year, but I think there is a mailing
of about ~9,000 that is going out, so they are trying to get everybody in
the hopper that they can.
ED SIEGMANN: I am not talking about the mailing for the STAR Program.
SUPERVISOR COCHRAN: I know you are talking about senior exemptions.
ED SIEGMANN: They see that a person submits their earnings, and if it
falls within that category, and they are not filing for this, notify them to
file for it.
SUPERVISOR COCHRAN: I understand. Okay, I will pass that along.
Thank you, Ed. Anyone else like to address the Town Board in relation to
the senior exemptions? (No response.) If not, I will close the hearing.
