QUARTERLY STATUS REPORT (Jul-Sep, 2014)
SEWER DISTRICT DESCRIPTION AND PERMIT REQUIREMENTS
• The Fishers Island Sewer District (FISD)operates three septic systems under NYSDEC SPDES
Permit No. NY-0199214:
o Community System—Includes approximately 7,000 linear feet of gravity fed,vitrified
clay sewer pipe, a pumping station, a force main sewer pipe, three 10,000 gallon septic
tanks and a leaching field with fourteen leaching galleys
o Cinema System—Includes one 1,500 gallon septic tank and two leaching galleys serving
a seasonally operated movie theater
o Cluster System—Includes one 2,000 gallon septic tank and four leaching pools serving
three cottages
• NYSDEC SPDES Permit Requirements:
o Community System septic tanks must be inspected every six months and the sludge
levels must be reported to NYSDEC and SCDHS
o The Cinema and Cluster systems must be inspected each year and a report must be sent
to NYSDEC and SCDHS
o The septic tanks for all three systems must be pumped at least once every five years and
as required
o An annual Discharge Monitoring Report(DMR) must be submitted to NYSDEC
o An annual compliance certification must be submitted to NYSDEC
COMMUNITY SYSTEM STATUS
• Community System
o NYSDEC Compliance Status
■ The NYSDEC-approved Flow Management Plan requires that a camera
investigation of the sewer infrastructure be completed this year.
o Gravity Sewer Lines
■ All visible sewer and stormwater infrastructure within the district is in the
process of being digitally mapped. The map will be used as the basis for
soliciting quotes to have the entire sewer system inspected by camera.

o Pumping Station
■ During the servicing of the propane fired emergency generator on April 24,
2014,the technician noted that the permanent magnet is damaged and needs
to be replaced. This work will be completed during the scheduled Level 2
service visit in October of 2014.
■ The level of propane in the storage tank was approximately 39%on 6/7/2013
and approximately 26%on 8/14/14. Therefore,the average propane use rate
appears to be 1%(-5 gallons) per month. FISD policy will be to fill the tank once
the level drops below 50%to provide an adequate buffer against long-term
outages.
■ The level of propane currently in the storage tank is approximately 61%.
■ Vegetation is encroaching along the borders of the pumping station and needs
to be cut back.
o Leaching Field
■ The shear gates in the primary distribution box have corroded and no longer
function. The aluminum doors securing this distribution box have broken.
Design drawings for correcting these problems have been prepared. This work
will be completed next year as part of Phase I of planned repairs and upgrades
to the leaching field.
■ The septic tanks and leaching galleys will be inspected in November of 2014.
■ Vegetation is encroaching along the borders of the leaching field and needs to
be cut back.
CINEMA SYSTEM STATUS
• The cinema is currently closed. The septic tank and leaching galleys will be inspected in
November of 2014.
CLUSTER SYSTEM STATUS
• The cluster system septic tank and primary leaching pool will be inspected in November of 2014.
The three secondary leaching pools are not equipped with covers at grade and cannot be
inspected.
