I. Chapter 10 (Ethics. Code of) of the Code of the Town of Southold
is hereby amended as follows:
1. Section 10-18.1 (Applicant disclosure) is hereby added as
follows:
1. Where a person requests a municipality or a municipal
officer or employee to take or fail to Iake any action (other
than a ministerial act) that may result in a financial benefit
to the requestor, the requestor shall disclose the names of
any town officer or employee who might have a financial
interest in the application, to the extent known to [he
requestor at the time of the request. The disclosure shall
be set forth in ,~iting and accompany the application.

SUPE. RVISOR COCHRAN: The Local Law will be read by Councilwoman
Huss~e.
COUNCILWOMAN HUSSIE: npublic notice is hereby given that there has
been presented to the Town Board of the Town of Southold, Suffolk
County, New York, on the 16th day of September, 1997, a Local Law
entitled, "A Local Law in Relation to Applicant Disclosure". Notice is
further given that the Town Board of the Town of Southold wil hold a
public hearing on the aforesaid Local Law at the Southold Town Hall,
53095 Main Road, Southold, New York, on the 30th day of September.
1997. at 5:00 P.M., at which time all interested persons will be heard.
This proposed nLocal Law in Relation to Applicant Disclosure" reads as
follows:
BE IT ENACTED, by the Town Board of the Town of Southold as follows:
I. Chapter 10 (Ethics, Code of) of the Code of the Town of
Southold is hereby amended as follows:
1. Section 10-18.1 (Applicant disclosure) is hereby added as
follows:
1. Where a person requests a municipality or a municipal

State. Copies of this Local Law are available in the Office of the Town
Clerk to any interested person during business hours. Dated: September

correspondence on thJs~ I do have affidavits that it has been posted on
the Town Clerk's Bulletin Board, and also published.
SUPERVISOR COCHRAN: Laury, would you please, again, explain this in a
layman's terms. You know it's the request of the request. I know this
isn't legal jargon, but I would like the watching public to know exactly
what it is saying.
TOWN ATTORNEY DOWD: It says if the citizen comes to the Town for a
permit, or an approval, say you come for a tax reduction, or a come for a
variance, and you come for some kind of approval from the Planning Board,
that along with your appl[catlo.n you have to file a form that, sta.tes whether
or not you have any relatfonsh~ps with the people that are decidmg on your
application, any financial relationships, say you are in business with them,
or somebody on the Board's wife works with you, works for you, and
basically you to the extent that you know, if you have a relationship .with
someone that is deciding on your application. If you put it down on a
piece of paper-, now, that goes ~o the Board members, and they can ali look
at it, and saY, .oh, yeah, I guess I had better excuse myself on t.his one.
It's to help r~mlnd th.em as ~ell as to basically make sure everythin.g that
the town does is .basically abo~e board, and not subject tO any kmd of
personal relationships that arer~t made known. Is that clear e~loug~?
SUPERVISOR ~COCHRAN: Is there anyone that would like to address this
Local Law in Relation to Applicant Disclosure? (No response.) If not, the
hearing is closed.
