LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, August 19, 2014 at 7:00 p.m.

Commencement:
The meeting began at 7:10 p.m. with four LPC members present.
Adoption of Meeting Minutes:

Land Preservation Applications and Inquiries:
SCTM #1000-17.-4-16; 1000-17.-6-14.2; 1000-18.-3-30.3; 1000-18.-6-17.3 (TUTHILL
OYSTERPONDS HOLDING COMPANY)
LPC application
Melissa Spiro, Land Preservation Coordinator, gave LPC members information background on the
Planning Board subdivision application recently submitted by the Tuthill Family for a Split Cluster
Conservation Subdivision. Landowners are requesting 17 buildable lots disbursed over the total 112
acres of North Dyer, South Dyer, North Brown and South Brown properties.
SCTM #1000-96.-5-12.1 (RC CHURCH SACRED HEART)
Application for sale of development rights
Application reviewed by LPC.
MOTION
made by Eric Keil, seconded by Lillian Ball, to direct Melissa Spiro as Land Preservation
Coordinator to commission an appraisal of SCTM #1000-96.-5-12.1 owned by the Roman Catholic
Church of the Sacred Heart for a development rights easement acquisition subject to confirmation
regarding access.

SCTM #1000-22.-3-5.1 (SINATRA)
Inquiry re: potential land donation
LPC favorable to potential land donation of SCTM #1000-22.-3-5.1 owned by Richard & Camille
Sinatra for the purpose of providing potential future trail enhancement to the Ruth Oliva Preserve at
Dam Pond, and potential to connect to property owned by East Marion School District. Melissa Spiro
as Land Preservation Coordinator was directed to make an appointment with the Town Board about
potential donation of this open space parcel.
Eric Keil inquired as to parcel SCTM #1000-22.-4-15 which appears to be a tap road off Stars Road
which may allow for a potential access to the Sinatra property. Melanie Doroski will research this
parcel and report back to committee on her findings.
SCTM #1000-97.-1-12.8 (CALABRESE)
Appraisal review \[executive session\]

appraisal received this date; however, appraisal will be reviewed at next LPC committee
meeting.
Applications & Inquiries for Uses or Structures on Preserved Property:
SCTM #1000-55.-2-24.2 (PLT / HUBBARD EAST PRESERVE)
Request for structure/use section on PDR land
Hubbard recorded easement reviewed regarding structures. LPC determined that landowner’s
request for moveable chicken wagons, irrigation and an irrigation well, are considered farm
equipment and not structures; therefore, Peconic Land Trust’s request for structure/use section on
PDR land is approved and formal LPC approval letter will be sent out to Luke McKay at Peconic Land
Trust.

Town proposal options to County
Melissa Spiro has discussed potential options for potential future trail easement without County.
Melissa gave update on status. County may not accept the options.

General Land Preservation Items:
COUNTY INQUIRY RE: POTENTIAL OPEN SPACE LIST ADDITION
SCTM #1000-127.-3-8; 9.2; 10.3 & 1000-127.-8-17.3

County inquired as to adding the above parcels to the Town’s Open Space List for potential
preservation. Said parcels are located along Brushes Creek in Laurel and were formerly
known as the Diachun properties.
County has received an inquiry from all landowners of parcels SCTM #1000-127.-3-8; 9.2;
10.2; 10.3 and SCTM #1000-127.-8.-17.3 that they are interested in selling these lots for the
purpose of open space conservation. LPC in agreement to add these parcels to the Town
Open Space list provided County sends out inquiry letters to all the landowners of the parcels
on the Town’s existing list too.
