LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, September 2, 2014 at 7:00 p.m.

Commencement:
The meeting began at 7:05 p.m. with five LPC members present.
Adoption of Meeting Minutes:

Land Preservation Applications and Inquiries:
SCTM #1000-22.-3-5.1 (SINATRA)
Inquiry re: potential land donation
Melissa Spiro, as Land Preservation Coordinator, presented Sinatra land donation inquiry to the Town
Board in executive session held on August 26, 2014. Town Board asked for additional information
pertaining to the property. They asked that Melissa return to Town Board with further information and
photos of the property.
Melissa showed LPC the recent photos she had taken and described the property to LPC members
which she will be presenting to Town Board members.
LPC supports the donation. The LPC feels strongly that the property provides an opportunity for
passive recreation, potential deer management, and potential future trail connections from the Stars
Road residential area/school property and if future trails established on the properties subject to PLT
easement, to the heavily used Town/County Ruth Oliva Preserve at Dam Pond.

LPC members reviewed Calabrese appraisal and discussed a potential purchase offer.

MOTION
made by Maureen Cullinane, seconded by Peggy Dickerson, to direct Melissa Spiro, as
Land Preservation Coordinator, to present to landowners John & Joanne Calabrese an offer for the
purchase of a farmland development rights easement on approximately 16 acres (subject to survey)
of property identified as SCTM #1000-97.-1-12.8 at a price per buildable acre as supported by the
appraisal.

Applications & Inquiries for Uses or Structures on Preserved Property:
SCTM #1000-69.-1-9.1 (TREIBER FARMS LLC f/k/a Doroski Family Partnership)
Request for deer fencing and gates
LPC reviewed request from new landowner, Peter Treiber of Treiber Farms LLC, for the installation of
deer fencing and gates on the development rights easement identified as SCTM #1000-69.-1-9.1.
MOTION
made by Maureen Cullinane, seconded by Lillian Ball, to approve the installation of deer
fencing and gates as sketched on survey map submitted with landowner’s request letter provided to
the Committee on August 22, 2014. A formal LPC approval letter will be sent to Peter Treiber.
Motion carried: 5/0
LPC approval letter will be sent to landowner with copy to appropriate Town Departments.
SCTM #1000-96.-5-13 (GLOVER FARM f/k/a Scott)
Request for new office trailer
LPC reviewed request from landowner, Jim Glover of Glover Perennials, for the placement of a new
office trailer upon the development rights easement area identified as SCTM #1000-963.-5-13. The
new office trailer is in addition to an existing trailer which will be converted to use for storage and
office overflow.
MOTION
made by Lillian Ball, seconded by Maureen Cullinane, to approve the placement of a new
office trailer as shown on aerial map submitted with landowner’s request via e-mail dated August 26,
2014.

LPC approval letter will be sent to landowner with copy to appropriate Town Departments.
Stewardship and Management:
DEER MANAGEMENT 2014/2015 SEASON
Update re: additional properties and program
John Sepenoski, LPC Chairman, gave the Committee members an overview of the Town’s Deer
Management Program and the properties involved.
The LPC supports the program and expressed multiple times how much good work Jeff Standish as
the Program Manager has put into this program. LPC supports the expansion of the program and had
positive comments on the map created by John Sepenoski and Jeff Standish that showed the open
space property involved in the program, location of the hunting zones, etc.
LPC requested that Melissa Spiro pass on the following LPC comments to Jeff Standish re:
Marratooka Preserve – that the new hunting trails/zones should not be established near the
o
lake frontage to preserve the view shed.
Signage – LPC noted that last year some of the signs had “Sharpie” cross-outs in regard to
o
the hunting dates that made it somewhat confusing to readers as to the property hunting
timeframe. It was noted that new signs had been recently ordered and asked if this issue had
been dealt with.

made by Anne Murray, seconded by Maureen Cullinane, to accept Monitoring Reports on
properties inspected by LPC member Eric Keil between August 27, 2014 and September 2, 2014.
Motion carried: 5/0
Melanie Doroski will send out letters to landowners to report on monitoring and provide copy of
reports to USDA-NRCS and NYS Ag & Markets, as required.
STEWARDSHIP PROPOSAL (as per John Sepenoski, Chairman)
John Sepenoski, LPC Chairman, presented to LPC a proposal in which he would take on an after-
hours part-time position as a Stewardship Facilitator in overseeing projects on Town open space
properties.
LPC had several comments and concerns regarding the implementation of these stewardship
projects and how reporting would be brought back to committee. It was suggested that John
Sepenoski set up a written plan as to what he proposes to do and discussed the potential for this to
proceed on a trial basis. Committee members decided to hold this matter over for further discussion
th
at their next meeting to be held on September 16.
