LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, September 16, 2014 at 7:00 p.m.

Commencement:
The meeting began at 7:05 p.m. with six LPC members present.
Adoption of Meeting Minutes:

No voting quorum for August 19, 2014 LPC meeting minutes.
Minutes not completed for September 2, 2014 LPC meeting.
Land Preservation Applications and Inquiries:
SCTM #1000-22.-3-5.1 (SINATRA)
Inquiry re: potential land donation
Melissa Spiro, Land Preservation Coordinator, met with the Town Board at their work session held on
September 9, 2014 to further discuss Sinatra land donation, SCTM #1000-22.-3-5.1. Town Board
favorable to accepting donation.
Land Preservation Department to proceed with process to accept donation. Landowners have
expressed that they wish to conclude this matter by the end of the year 2014. It was noted that there
is a driveway encroachment that needs to be dealt with prior to accepting this land donation.

Appraisal review \[executive session\]
EXECUTIVE SESSION
The LPC members entered into
LPC members reviewed and discussed appraisal with Melissa Spiro, Land Preservation Coordinator.

Tim Caufield and Luke McKay of Peconic Land Trust, spoke about possible strategies for funding this
acquisition. LPC favorable to PLT sharing the appraisal values with landowners in order to facilitate
preservation of the property. PLT is to make landowners aware that potential Town PDR is subject to
availability of funds.

Status of application
Chairman John Sepenoski was not present during discussion of this project due to family relationship
to landowner, John B. Sepenoski, Jr.
Melissa Spiro gave status report of project re: Town partnership with County. County draft contract
has been sent to Town for review. There are potential conflicts between Town and County PDR
programs. Since Town funding is required by County, if Town’s requirements are more restrictive, this
must be reflected in contract.

MS to present site visit overview and to set up second site visit
Melissa Spiro, and LPC members John Sepenoski, Anne Murray and Maureen Cullinane were
present at site visit to Tuthill properties along with several members of the Planning Board and
Planning staff. It is recommended that a second site visit be set up to allow for other LPC members in
order to familiarize themselves with the property and the ODA conservation subdivision application
before the Planning Board. Further LPC review of this project is necessary before submitting
comments to the Planning Board, instructions to appraiser, etc.

MS to present inquiry from TNC
LPC reviewed information and landowner’s letter of interest presented by Randy Parsons of The
Nature Conservancy. Betty Rauch (landlowner) has submitted LPC application for sale of properties
identified as SCTM #1000-52.-7-1.1; 1.2 & 1.3 for open space conservation purposes at a fair market
value purchase price. One property includes an existing residential dwelling. LPC reviewed and
determined that due to limited funding and the expected purchase price, that this application should
not be pursued at this time.

New LPC application
LPC application received from Joe Mangacino and Jeff Hallock regarding properties on which they
holds an interest in on Brushes Creek. The two landowners have also applied to County and LPC
approved adding to County Open Space master List several meetings prior. LPC supports application
at County.

Stewardship and Management:
MONITORING REPORTS (as per LPC member Maureen Cullinane)
The following Town development rights easement were monitored by Land Preservation Committee
member Maureen Cullinane and passed inspection as no easement violations were found:

MOTION
made by Sam McCullough, seconded by Lillian Ball, to accept Monitoring Reports on
properties inspected by LPC member Maureen Cullinane on September 14, 2014.
Motion carried: 5/0 (Peggy Dickerson not present at time of vote)
Melanie Doroski will send out letters to landowners to report on monitoring and provide copy of these
reports to USDA-NRCS as required.
STEWARDSHIP PROPOSAL (as per John Sepenoski, Chairman)
John Sepenoski submitted his proposal for stewardships tasks he proposed to perform at several
preserves on a trial basis to run from October to December 2014 for which payment of his services
would be provided from the CPF budget.
MOTION
made by Sam McCullough, seconded by Anne Murray, to support John Sepenoski’s trial
stewardship proposal by recommending to the Town Board members that they consider additional
work hours for John Sepenoski over and above his current Town duties which will be paid from a CPF
budget line; however, this does not eliminate the need to continue to keep the budget line for the
vacant position in the Land Preservation Department.

Addition of Agenda:
COUNTY LEGACY FUND
Melissa received phone call from County Legislator Al Krupski asking if need for continuance of the
County Legacy Fund which requires Town partnership. LPC supports the County Legacy Fund’s
continuance.
