I. Chapter 65 (Parking at Beaches) of the Code of the Town of Southold
is hereby amended as follows:
1. Section 65.2 (D) is amended as follows:
D. A town parking permit shall be required at all times for
parking in the areas designated by Subsections B & C above.
E. A town parking permit shall be required only between Memorial
Day and Labor Day of each year in the areas designated by
Subsection A above.
F. Failure to have or to properly display a town parking
permit shall be a violation of this code.
II. This Local Law shall take effect upon filing with the Secretary of
State.

We'll move to the hearing "A Local Law to
Year Round", and that will be read by
COUNCILWOMAN OLIVA: "Public Notice is hereby given that there has
been presented to the Town Board of the Town of Southold, Suffolk
County, New York, on the 30th day of April, 1996, A Local Law
entitled, "A Local Law to Require Parking Permits Year Round". Notice
is further given that the Town Board of the Town of Southoid will hold a
public hearing on the aforesaid Local Law at the Southold Town Hall,
53095 Main Road, Southold, New York, on the lttth day of May, 1996,
at 5:07 P.M., at which time all interested persons will be heard. This
proposed "Local Law to Require Parking Permits Year Round" reads as
follows:
BE iT ENACTED, by the Town Board of the Town of Southold as follows:
I. Chapter 65 (Parking at Beaches) of the Code of the Town of Southold
is hereby amended as follows:
1. Section 65.2 (D) is amended as follows:
D- A town parking permit shall be r~ouired at ail dines for
parkin9 in the areas designated ~y Subsections B g C aboYe.
E. A town parking permit shail be req.uired on|7 between Memorial
Day and Labor Day of each year in the areas designated by
Subsection A above.

publication in the Traveler-Watchman. I have an affidavit stating it has
been published on Judy Terry~s Bulletin Board. I'd just like to add that
this Law means, we tried to amend it so that we wouldn't prohibit all
access to the beaches all over town, being as all road ends will be by
parking by permit only. Here we will have parking by permit only at the
beaches, but only during the summer season from May to Labor Day so
that people coming out to fish, or surf cast, or just enjoy the beaches,
will be able to park at any of our Town beaches on the Sound or the Bay
for the rest of the year for nothing. Thank you.
SUPERVISOR COCHRAN: Is there anyone that would like to address the
Board on this Local Law? Yes, sir?
HENRY RUBIN: My name is Henry Rubin, a resident of Southold. I've
come because of this problem. In the fall, which is after the time you
require parking permits, we have an inundation of surf fishermen from,
let's just say, from other than Southold. It makes it difficult for the
people who~live in Southold, and like myself people who buy their beach
permits to park at the beaches. I also fish at the beaches. I've been
there some days in the fall when there are fishermen every fifteen feet
from Kenny's Beach all the way to Horton's Point, and it's not right.
We're paying taxes to maintain the beaches, and the beach parking lots,
and these other people are coming in at these times, and there are many
of us fishermen that just feel that this is not the right thing. Permits
should be required for fall, and the rest of the year, and the parking
regulations Should be enforced.
SUPERVISOR COCHRAN: Is there anyone else that would like to address
the Board? Mr. Carlin?
FRANK CARLIN: Frank Carlln. My opinion is that if you need a
.beach permit, fine. But I can't see why if you pay taxes in this town why
you should have to pay a fee. You pay taxes to keep the beaches up,
and maintain the beaches, why should local residents who live in the town,
pay taxes, have to pay a fee to use their own beaches. I don't go along
with paying a fee. Having a permit, yes.
