Dowd SUPERVISOR COCHRAN: This is a public hearing on a "Local Law in Relation to Lighthouse Road". This will be read by Councilman Moore. COUNCILMAN MOORE: " Public Notice is hereby given that there has been presented to the Town Board of the Town of Southold, Suffolk County, New York, on the 30th day of April, 1996, a Local Law entitled, "A Local Law in Relation to Lighthouse Road". Notice is further given that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southoid Town Hall, 53095 Main Road, Southoid, New York, on the l~th day of May, 1996, at 5:05 P.M., at which time all interested persons will be heard. This proposed "Local Law in Relation to Lighthouse Road" reads as follows: BE 1T ENACTED by the Town Board of the Town of Southold as follows: I. Chapter 92 (Vehicles and Traffic) of the Code of the Town of Southold is hereby amended as follows: 1. I have proof of publication in The Traveler-Watchman, proof of posting on the Town Bulletin Board from our Town Clerk, and one piece of corresponoence supporting these proposed changes. That's it. SUPERVISOR COCHRAN: Is there anyone who would like to address the Board in relation to these Code changes, either pro or con? pg 3 - PH SEAN GACAN: Sean Gagen, again. I really sympathize with people living on Lighthouse Road, and these are definite problems, the litter, the noise, and you know the dangerous speeds, and whatnot, but my real problem, and I've written a letter to The Suffolk Times, and that was in response to the article that mentioned putting up a fence, and proposing a $500.00 fine, which I'm glad to see is too silly for anyone to consider actually enacting. But, the thing is..all right we've got problems with litter. There's no trash cans. There's no trash cans at all. Okay? They put them out in the summer for the tourists to come, and then take them away, and then, you know, blame the kids for leaving trash around, and then say, okay, shut down the beach. That's lazy. That's very lazy, and inexcusable. There should be trash cans at all beaches all year round, because local residents use them all the time. I think that's quite elementary. As far as the kids go, I don~t know, this is a big problem, a very complicated issue that we all know about. Kids have nowhere to go. I don't have any answers now, but it doesn't seem like enough steps are being taken to try to help resolve the situation for real. Instead |t~s ignored. The kids are chasing around, and then finally you say, that's it, don~t come here at night. I~ve got friends. Last summer two of my friends were fined fifty bucks for sitting at Cedar Beach at night, just sitting, not for littering. They're not being penalized for a crime, but merely for being there. I think it's wrong. I could live in Ronkonkoma, we could deal with it, or Iowa, or somewhere, but, come on, this is Southold. I know I go to Horton's at least once a week, llke go up there in the summer. You watch the bats fly around while walking around the lighthouse. That's magic. To say don~t go there what appears to me without the attempted steps in between to try to find a real compromise. I hope the beaches stay open. I know, just outside I was parked illegally at some dead end, and I was walking my dog at midnight. Fortunately it's not enforced enough, and I wasn't fined, because I would definitely be doing some civil disobedience. I just think we should try to find solutions to keep the beaches open twenty-four hours for anybody at anytime, because to me it's a right. That's all I have to say about that. SUPERVISOR COCHRAN: Thank you, Sean. I would just like to add that there's a whole psychological opinion, and give and take on putting garbage cans at the beaches, that when Mr. Jacobs puts them there, it only increases the amount of garbage. Household garbage then begins to end up in the litter cans, not just litter waste, but everybody in the neighborhood that have no place to put their garbage after a weekend ends up piled. I've got pictures I can show you. It just increases the problem. The cans do. Another thing, if I was up there, and I was having a picnic, and I had litter I would take it home, and put it in my garbage can. SEAN GACEN: I bring home other people's litter every time I go there. SUPERVISOR COCHRAN: We appreciate that. We would like to find a group of people that would adopt that area up there. You know some young people like we have some of the other roads throughout the town adopted. We would love you to adopt an area to take care of, and help us keep it clean.
