I. Chapter 65 (Parking at Beaches) of the Code of the Town of Southold
is hereby amended as follows:
1. - Section 6B-2[B)(17) is amended as follows:
(17) Lighthouse Road, Long Island Sound, Southold, on
both sides from the terminus south for a distance of six
hundred fifty (650) feet.

SUPERVISOR COCHRAN: We'll move on to our next hearing, a "Local Law
Amending Parking at Beaches", and that will be read by Councilwoman
Hussie.
COUNCILWOMAN HUSSIE: "Public Notice is hereby given that there has
been presented to the Town Board of the Town of Southold, Suffolk
County. New York. on the 30th day of April, 1996. a Local Law
entitled, "A Local Law Amending Parking at Beaches". Notice is further
given that the Town Board of the Town of Southold will hold a public
hearing on the aforesaid Local Law at the Southold Town Hall, 53095 Main
Road, Southold, New Y~rk, on the l~th day of May, 1996, at 5:02
P.M., at which time all interested persons will be heard. This proposed
"Local Law Amending Parking at Beaches" reads as follows:
BE IT ENACTED by the TOwn Board of the Town of Southold as follows:
I. Chapter 65 (Parking at Beaches) of the Code of the Town of Southold
is hereby amended as follows:
1. Section 65-2(B)(17) is amended as follows:
(17) Lighthouse Road, Long Island Sound, Southold, on

SUPERVISOR COCHRAN: Thank you, Alice. Is there anyone that would
like to address the Board on this Local Law, either pro or con?
SEAN GAGEN: Sean Gagen, Southold. What exactly was the gist of
that, no parking allowed on Lighthouse Road?
COUNCILWOMAN HUSSlE: On both sides of Lighthouse Road from the
steps, I guess you could say, back 650 feet, on both sides of the road.
TOWN ATTORNEY DOWD: It's not no parking. It's no parking, except
with a beach permit.
SEAN GAGEN: I'm going to wait for the next hearing, right? No
parking on Lighthouse Road specifically? All right no comment on this one.
JUSTICE EVANS: The next Lighthouse Road sets certain times.
SUPERVISOR COCHRAN: Is there anyone else that would like to address
the Board in relation to~ this area of Lighthouse Road? We've had many
problems up there for quite a few years, as we have had at some of our
other road ends between the noise, the confusion, the drinking, the loud
music, the litter, and the garbage that's left there, and so on, and so
forth. Yet we try to balance that with the fact that philosophy, I
believe, of the Town Board is that you keep your road ends open for
public access. That's something that is dear to many of us that live
here, that you have ability to go to the end of the road on either the bay
side, or the sound side, be it fishing, or just the enjoyment of walking
the beach. So, we have a very balancing thing, that we're trying to do.
One of things, as I reported at the last meeting, we are hiring a person
that will be working under the Parks Commission. It will be a seasonal
job, a young person, who will be going around to these road ends, and
collecting the litter. So, we=re hopeful that we solve one of the problems
of the garbage being left there, not only weekends, but from day to day.
As far as some of the other problems that exist at the road ends, we
certainly do not want to prohibit people from using them, so you will be
able to continue to use them with a beach parking permit. (tape change.)
It's a lovely little museum they have up there. So, what they have
agreed to do is have their parking within the confines of their property
within the fence. As you may know they have one fence opening. The
other one has been closed for years, and they're going to open the second
one so that people will be able to drive in on their property, park along
the fence on the inside~ and exit through the other gate. So, with
working in cooperation with the park district we feel that perhaps we
begin to solve the problem without losing access to the area. So, this is
pretty much what these laws in relation to Lighthouse are about. Yes,
ma'am?
SUSAN SHINDERHAUS: I'm Susan Shinderhaus. I live on Lighthouse
Road, and I am the one that wrote the original letter, that was sent to
you.
SUPERVISOR COCHRAN: I've had more than one letter from you.

SUSAN SHINDERHAUS: No, just one. It started out as a private letter,
and a number of my neighbors said, you know, we'd like to sign it. So,
over the course of about three weekends I just took it around. I think
except for one exception, I was pretty bowled over, that apparently there
had been a lot of people who lived out here longer than I have, who just
felt this situation was out of control. They didn't know what to do about
it. All I wanted to say was, number one, to thank the Board for your
attention. We were kind of, you know, just terribly excited that we got a
response, because so many people said, we've been trying to do things for
years, and nothing has happened. Secondly, I just wanted to go on
record to say that, number one, we're not against the young kids of the
town.
SUPERVISOR COCHRAN: Neither are we.
SUSAN SHINDERHAUS: I know there was a letter published in The
Suffolk Times, I think, in response to an article that was based on my
letter, and I just wanted to let everyone know publicly that, that is not
what this is all about. I have nothing but sympathy for the kids who
need a place to go. I feel that they don't have any place to go.
Unfortunately, I think the situation pretty clearly has gotten out of
control up there. It is beyond what we can deal with, and I think it's
beyond the kids themselves, at times, can take care of. We just offered a
few suggestion in that letter. I had no idea what the Board would think
the best way to handle the problem was.
SUPERVISOR COCHRAN: At this point these are the things we're going
to try. We'll evaluate them, and if we have to change we will adjust
accordingly.
SUSAN SHINDERHAUS: Great. The only thing, I talked to some other
people, and I just wanted to mention, and it's probably outside the
preview of these restrictions, is that there is one speed limit sign
between the North Road and the Lighthouse. It's 30 mile hour area speed
limit sign, and I stop to take dead animals, and sometimes not dead
animals off the road on that, especially on that strip that's just north
of the North Road. I mentioned to one of the Southold officers, who told
me that in addition to the skid marks on that road, I know it's used as a
drag strip, it's 'pretty well known, but he said that last summer he
happened on a car that had been going so fast on that straight Iow curve
section of that road, that it had flipped over. It apparently caught the
side of the pavement. He said that's how fast the kids go. I know even
two weekends ago on a Saturday afternoon, you could hear the engines
being gunned in the parking lot, just in the middle of the afternoon, and
motorcycles taking off on that northern most section of the road. I think
it's just gotten to the point where people are pretty worried about it. I
think additional speed limits signs would help.

SUPERVISOR COCHRAN: I don't know. We have a problem with that,
also. The Highway Superintendent places these signs, once the laws are
passed, and the signs are made and posted, so that people are aware of
the restrictions there. Overnight they disappear. We lose sign, after
sign, after sign, and we certainly can add more speed limit. We know they
will disappear. We've kind of drifting from the subject, so I'd like to
get back on the topic, because it is a hearing. Thank you.
