The stopping, standing, or parking of vehicles is hereby prohibited at all times within fifteen (15) feet of a fire well. Dowd JUSTICE EVANS: "Public Notice is hereby given that there has been presented to the Town Board of the Town of Southold, Suffolk County. New York. on the 16th day of April, 1996. a Local Law entitled, "A Local Law in Relation to Fire Wells". Notice is further given that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southold Town Hall. 53095 Main Road, Southold, New York, on the 30th day of April. 1996, at 8:02 P.M., at which time all interested persons will be heard. This proposed "Local Law in Relation to Fire Wells" reads as follows: BE IT ENACTED, by the Town Board of the Town of Southold as follows: I. Chapter 92 (Vehicles and Traffic) of the Code of the Town of Southold is hereby amended by adding the following: 92-L~7, Fire Wells. The stopping, standing, or parking of vehicles is hereby prohibited at all times within fifteen (15) feet of a fire well. II. This Local Law shall take effect upon filing with the Secretary of State. I have an affidavit it was published in the Traveler-Watchman, and that it went up in the Town Clerk's Bulletin Board, and there's correspondence from the Secretary of the Board of Fire Commissioners, the Mattituck Fire District. It says. Dear Judith. The Board of Commissioners of the Mattituck Fire District at their regular scheduled meeting on April 23rd, 1996, passed a resolution approving the adoption of the above Local Law as stated in your legal notice of April 16th, 1995, and it's signed by the Secretary of the Mattituck Fire District. Page 2 SUPERVISOR COCHRAN: What this is about is you all know what a fire hydrant looks like. They're usually designated with a no parking area, but this consideration has never been given to fire wells. The Fire Departments in our township believe it's just as important that a fire well is marked for the benefit of the emergency vehicles, and for the benefit of the public, so what this is going to do is enforce, as part of the Town law, that all fire wells will be marked with a no parking designation. If anyone would like to have any input into this particular topic, please, feel free. EDWARD BOYD: Edward Boyd representing Southold Town Fire Chief's Council. As was so eloquently put by the Supervisor, this bill, this law, will fill a gap that is in the New York State Vehicle and Traffic Law, which relates only to fire hydrants, a fire hydrant being a pressurized source of water. As you all know, here on the East End, we draw the majority of our water for fire fighting purposes from drafting, lifting water out of the ground, and there is no provision that presently provides a prohibition against parking in front of the fire well. We felt that this would be the simplest way to do it, to take care of the problem in Southold Town. It is a problem at certain times of the year, particularly in the summer seasOn, when people do park their vehicles too close to the fire wells, and do not allow the appropriate access to our equipment. So, we urge that this particular legislation be passed, and put fire wells on the same footing as fire hydrants. Thank you very much. SUPERVISOR COCHRAN: Thank you, Chief Boyd.
