THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE
SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON JUNE 28, 1988:
WHEREAS, the Town Board of the Town of Southold authorized the Town
Clerk to advertise for bids for the furnishing of six (6) 1988 Special Police
Type vehicles; and
WHEREAS, the Town Clerk published said Notice to Bidders which stated
"The delivery date must be specified to be between May 1 and May 20,
1988. . ." ; and
WHEREAS, the Town Board of the Town of Southold accepted the bid of
Kinney Motors, Inc. by resolution dated March 8, 1988; and
WHEREAS, as of this date, June 28, 1988, Kinney Motors, Inc has failed to
deliver said police vehicles; now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby revokes
the acceptance of the bid of Kinney Motors, Inc. and rescinds its Resolution
No. 1 of March 8, 1988 accepting said bid.

RE:POLICE VEHICLES
Dear Supervisor Murphy & Members of the Town Board:
On Tuesday, June14,1988, I spoke with John Weyland,(fleet sales)
Kinney Chevrolet,Riverhead relative to the expected date of delivery
of six (6) 1988 Chevrolet police vehicles. These vehicles were ordered
by resolution on February 23,1988. Mr. Weyland indicated the vehicles
will not go into production until July 5,1988. I reminded Mr. Weyland
that according to the "Notice to Bidders" the vehicles must be delivered
between May 1 and May 20,1988. Mr. Weyland was sympathetic to my problem
but had no control over production.Mr. Weyland agreed with my prediction
based on past experience that delivery date could well be the middle of
August at best. I advised Mr. Weyland that I would be in contact with the
Southold Town Attorney and pursue the possibility of purchasing vehicles
elsewhere.
There are police vehicles available under New York State Contract
# P-30625 from Warnock Fleet & Leasing,East Hanover,New Jersey,(See
Attachment) . Mr. Dave Wald was contacted by the undersigned at Warnock,
and there are presently three vehicles available for immediate delivery.
Another shipment will be received next week by Warnock. We have in the
past purchased two (2) vehicles from Warnock and have not experienced
any problems.
The police department is in desperate need of new vehicles! We are
presently paying about $2,000.00 per month for repairs. This does not
include tires and maintenance. Following is a listing of the 1987 marked
units and the mileage for each. This mileage does not include the in-
determinable mileage on the engines.

I urge you all to consider purchasing the new vehicles from the
N.Y. State contract if Kinney Chevrolet cannot deliver by July 15,1988.
The summer season is here; the seasonal officers will be starting
this weekend and I need every vehicle possible from now until fall
when long term vacations start.
Another factor to be considered is safety. Needless to say there
are many parts and mechanisms that could "let go" during high speed
that could cause monumental problems.

vice versa. As you can see we only have 90 vehicles left to sell
for 1988 in the entire state of New York. Please prepare now for
the long summer season ahead of us .
Prices start at $11 , 562 - $11 ,587 . Some vehicles are
higher in price due to options such as grille lights, or trunk
lights. PLEASE NOTE we also sell and install light bars and sirens
and cages and radio systems . We can paint any of the mentioned
vehicles to match your current fleet color, if it is not
available. i

I have reviewed the three bids opened on February 11 ,
1988 .
Please note that while Kinney Motors, Inc. is the lowest
bidder, they do have exceptions to the specification. Specific-
ly (1) of the specifications state that the tires are to be
black sidewall nylon belted, radial police special and not
steel belted. Kinney 's exception states that the tires are to
be steel belted that comes with the police package.
Also note that Mullen Motors, the next lowest bidder, has
no exceptions. The difference between the two bids is only
$ 1 ,306.00. Does the exception to the bid allow Kinney to
become the lowest bidder?
Chief Winters is away on vacation. I would recommend that
you hold this bid until I can speak to him.

B. DESCRIPTION
1 . The vehicles shall in all respects meet or exceed all require-
ments of the Federal Government and the State of New York for
the model year bid . Vehicle is to be the manufacturer ' s latest
model of the type specified and shall be new and complete , ready
for use with the standard equipment , accessories and with extra
and special equipment as specified herein. All parts used in
the manufacture of these vehicles shall be parts made for the
specific model and shall be parts manufactured for use in the
current year vehicles . No vehicles shall be constructbddwithh1h
any parts which differ in any way from parts of other vehicles
in this group except where previously authorized in writing from
the Town of Southold . Whenever , in these specifications , the
term "heavy duty" is used , it shall mean the heaviest duty
article made of the vehicle manufacturer for' this particular

normally sold and marketed to the retail public unless specific-
ally deleted by request .

1 . Electrical circuit from the horn relay to the horn button
will be broken and the wire to the horn button shall be
brought to a point below the center of the dashboard ; the
other horn wire shall also be brought to the same point ;
connected to a switch for the purpose of allowing the use
of ,the horn ring to activate either the horn or electronic
siren by changing the position of the switch .
NOTE : Switch for horn/siren shall be installed on the dash
and to the right of the steering column .

to the ground for correct alighnment of the light beam as head

suspension system universals , or other places requiring lubri-
cation: "Permanent or sealed" lube fixtures are not accept-
able .
