MEETING MINUTES
MEETING #97
September 16, 2014
Present:
William Dougherty, Rona Smith, Michael Herbert, Dan Sarnowski, LeRoy Heyliger,
Excused:
Jeanne Kelley, Councilman Jim Dinizio and Phillip Beltz. Fred Andrews, Eric Dantes,
Beth Motschenbacher and John Vahey. Also present, Jill Rosen-Nikoloff, Suffolk County Director
of Real Estate, Community Development and Workforce Housing. Meeting began at 5:35 p.m.
Approval of Minutes:
The minutes of August 13th were approved.
Discussion with Jill Rosen-Nikoloff:
Jill provided an overview of resources and
programs offered through Suffolk County that have produced 876 affordable housing units
to date. They include:
Purchase of land and infrastructure (e.g. waste treatment systems, etc.) that Suffolk
County funds through bonds
Offer of land and housing from tax default properties (e.g. Habitat site)
Administer HUD programs such as Community Development Block Grant funding
and Home Investment Partnership programs to support rehabilitation of housing for
low-income households.
She remarked that the County is assisting the Town of Southampton with the development
of affordable apartments through funding septic/waste treatment system (approximately
$850k). She also commented that in review of the RFP issued by Southold, the Town
should articulate targeted areas for development. She indicated that a newly issued RFP
could indicate the County’s interest in providing funding towards an affordable housing
project in Southold.
Habitat for Humanity Volunteer Forum:
Dan reported that the volunteer forum was very
successful with approximately 40 participants. Habitat was very pleased with the turnout.
He discussed volunteer opportunities and the possibility that HAC could participate in
volunteering as a group (or individually.)
Tax Credits for Developing Affordable Apartments:
Phillip reported that he contacted
Brian Murphy, counsel to Senator Ken Lavalle, who looking into the matter.
Cottages at Mattituck Annual Certification:
The annual certification of compliance was
sent to residents whereby they attest that they are complying with affordable housing
policies (i.e. home is primary residence and property is not rented and in compliance with
the “Property Maintenance Code of New York and the Code of Town of Southold.”
Community Land Trust of Southold:
With Ms. Rosen-Nikoloff, Phillip attended meeting
with their board. They will meet with Planning Director, Heather Lanza, to determine the
maximum density for the site (less than one acre) as well as contact the Village of
Greenport to assess costs for connecting with their sewer system. Although they are
requesting funding from Suffolk County and the Town of Southold for their “demonstration
project,” they need to raise additional funds and develop budget and seek out pro bono
assistance of engineer, architect and attorney. Councilman Dinizio remarked the site is
appropriate for the development of affordable housing (near sewer, has public water, etc.)
Other:
Dan remarked that prior to re-issue of RFP, HAC should host a meeting with
prospective developers and realtors to discuss what may be perceived as impediments or
what specific information should be provided within the RFP to stimulate a response. In
addition, invite Long Island Board of Realtors and Long Island Builders Institute.
