JEFFERY T. STANDISH Town Hall
DIRECTOR PO Box 1179
DEPARTMENT OF PUBLIC WORKS Southold, NY 11971
Parks, Beaches and Recreation Committee
MINUTES September 9, 2014 Meeting
6:30 P.M. in the Town Hall Conference Room
Present were: Chairperson: Arthur Leudesdorf, Members: Jeff Standish, Councilman Bob Ghosio,
John Betsch, Ken Reeves, Nancy Foote
Call to order:
Chairperson, Art Leudesdorf called the meeting to order at 6:30P.M. Below are
discussion items:
Strawberry Fields:
Jeff Standish reported the Mattituck Lions Club will reseed the fields and repair
the roads at entrance on west and center of property. All materials and labor will be donated, cost
approx. $20,000. Fields have been marked off. Ken Reeves will schedule teams on back field. Ken
did not hear back from Mercy High School. The school was looking into using the fields for their
athletic programs but did not follow up.
Dog Park:
Fred Manfredi has shown interest in donating money to install water at the dog park. Jeff
met with S&L Irrigation for the work to jet across road and install a frost free system to run through the
winter. Jeff is waiting for the quote from S&L Irrigation.
Beaches/ Beach Codes:
Art Leudesdorf has met with Chief Flatley in regards to enforcing beach
codes, specifically bon fires and camping on beaches. Bonfires/open fires are forbidden and code is
actually a Suffolk County code. Art has approached people on the beach about not camping and
building fires. Folks are not from this area, tend to be obnoxious. Art calls Police and they do
respond. Police concentrate more on the fish laws being broken but will try to put ATVs on the
beach. Another concern was the uptick in short term rentals. People can rent a house for a few
days, a week, a month. Bob Ghosio let the committee know that this subject has been brought up
and the Town Board has been discussing this matter. Neighbors have asked Art to speak to the
committee in regards to these short term rentals.and the problems they have been encountering.
Some owners have locked gates on the right away to the beach and keys are distributed to
neighbors. Renters obtain key from homeowners. John Betsch believes this not a Park and Rec
issue. Jeff suggested that Art have their association send out a letter to the few who do the rentals.
Art would like to address the Town Board and see what they can and cannot do in regards to fires on
the beaches and rentals. John Betsch would like to see more education in regards to the Town
codes. Jeff added 75% people are not residents, out for the summer, have no clue to the codes and
Town Board. They are not reading signs either.
John Betsch observed there are more dogs than ever on the beaches. Can lifeguards enforce the
code? Jeff believes the lifeguards should call Ken Reeves, Police or beach manager for assistance.
Dog and garbage codes need to be enforced. Corcoran Park is still full of loose dogs.

John asked if the beach stickers could be put on back fenders making it easier for the attendants to
monitor the parking at the beaches. Bob Ghosio informed the group that the sticker needs to be
visible on the front fender when the car pulls in where the entrance attendant can see it.
John asked if the idea of defribulator on the beaches could be discussed. Ken responded the devices
are expensive and all personnel would have to be trained and certified on proper usage. These
devices are not required on beaches. Town trains staff on CPR methods.
Team Fee Update:
Ken reported that Mattituck Ospreys, Brian Hansen and All Pro groups are all up
to date with payment for field usage. Ken confirmed that if a team does not pay, they are scratched
off the schedule. Bob Ghosio added the check should be submitted with the application if team would
like to be considered. Little League rosters are down this season. Teams are shrinking;
organizations are finding it hard to fill rosters. Soccer and lacrosse rosters are up.
Other Business
:
Arthur asked if the Little Libraries have been installed at the beaches. Jeff reported that it did not get
done but will contact Philip Beltz in regards to when and if they will be installed.
Jeff asked the committee to consider requiring a security deposit for all building use for outside
groups. Damage to the building has been discovered including a large whole in the wall recently. A
system needs put in place for monitoring the building. John Betsch reminded the group Park Districts
requires a security deposit. Deposit will be collected by Ken Reeves. When the room is set up and
broken down for events an inspection can be done.
The meeting was adjourned at 7:30 PM. The next meeting was not scheduled at this time.
Respectfully submitted,
Nancy Foote
Committee Secretary
