Please consider the following: 1. The drainage plan proposed for the new construction will be an extension of the existing site drainage system. The original site drainage design utilized an existing sand mining pit as a Recharge Basin. This existing area was expansively larger than required to meet Town Code and additional drainage recharge is not required. The proposed extension to the existing drainage system using catch basins and culverts to contain runoff from the proposed new construction is considered satisfactory. 2. Erosion and sediment controls will be required at the perimeter of all new work. The locations for this item have been shown on the site plan and installation details have been provided in a satisfactory manner. If you have any questions regarding this review, please contact my office. nc rely, ames A.Ae , OFFICE LOCATION: O*OF SO(/jol l MAILING ADDRESS: Town Hall Annex O P.O. No concerns arose at the hearing; however, a letter submitted by Frank McIntosh was received, he is the owner and caretaker of an existing residence on the R-80 parcel between Brecknock Hall and the proposed tennis courts. The residence dates back to 1650, once owned by Reverend John Youngs and Grace Floyd (grandfather signed our Declaration of Independence). Mr. McIntosh is concerned with the close proximity that these tennis courts are proposed to be constructed near the 1 • • existing residence. Light, noise and traffic concerns were expressed; he urges the Board to reconsider the location of these tennis courts. C. Code Requirements/Bulk Schedule — HD zone a. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Policy (LWRP) Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department and the records available to me, the proposed action is CONSISTENT with the LWRP provided that.- i. hat.i. The planting schedule shown on the Storm water Management Control Plan dated April 15, 2014 is amended to include plant species found on the Southold Town Planning Board Recommended Native Plants list. F. Greenport Fire District -No comments received. G. Town Engineer 2 ! • 1. H. Staff Analysis: a. In the southwest corner of the site, opposite area of this proposed location (see aerial), exists a frame barn that appears to be used as a support facility for on-site operations. i. It may be prudent to relocate the tennis courts to this area due to the following: 1. Area is outside of the easement area, 2. Located away from existing cottages on site 3. Located away from two (2) R-80 parcels within this area adjacent to Brecknock Hall 4. Near an existing Peconic Landing site operations building 5. Near an existing 60+ acre vineyard Staff: Letter from Charles Cuddy submitted June 10, 2014: "Please note that Peconic Landing does not wish to relocate the tennis courts. The area proposed, behind the existing storage barn, is an area in which Peconic Landing may locate a further storage building. They want the two buildings to be adjoining." IV: Staff Recommendations 1. Consider the relocation of the proposed project site as detailed above. 2. Require the applicant to provide native, drought tolerant plantings within the proposed project area. 3 Southold Planning p p Department StafRe ort Site Plan Application Work Session — Completeness Date June 2, 2014 Prepared By: Brian Cummings I.
