This center provides a safe, convenient and environmentally sound disposal method for home generated chemical wastes . It serves two municipalities ; the Southold Town and Greenport Village (Figure 1 ) . The area utilized by the collection of household waste is approximately 1/4 acres . This area includes the Collection Center building which is approximately 100 ft . x 100 ft . It is comprised of a large open area and office space. Residents enter with their vehicle from one side, park to dispose of the municipal waste into trailers and then exit from the opposite end. The collection of household waste utilizes an area approximately 20 ft . x 10 ft . of this building. And is located in its northeasterly corner. This area is blocked from the parking spaces by concrete posts . It contains a table where residents place their household waste and five 55-gallon drums behind it . The drums are kept inaccessible to the public. A "No Smoking" sign is posted in this area. There is also a household waste drum storage building located outside the Collection Building near its northeasterly corner (Figure 2 ) . Features of this building are given in Appendix A. The CCollection Center is closed on Christmas , New Years , Thanksgiving and Easter. Trained hazardous waste management employees collect , segregate and packaged the waste into the drums . When a drum is full or at the close of the workday, it is transferred to the drum storage building. Within 90 days, the stored drums are picked up by a licensed transporter for disposal . y 2. 0 Accepted_Wastes The Southold Household Waste Collection Center has been established to ensure the proper disposal of this type of waste. Although purchased for household and garden use, many of these chemicals are toxic and hazardous . These household items , if improperly disposed of can cause injury to municipal waste haulers and landfill site workers . They also pose a threat to the environment by accumulating in the soil and contaminating the groundwater. This is of major concern because 100a' of Long Island' s drinking water is from it ' s groundwater. The following is a partial list of household waste that are accepted at the Collection Center: Adhesives Paint Removers and Alcohols Thinners Antifreeze Pesticides Brake Fluid Photo Supplies Transmission Fluid Photographic Chemicals Charcoal Lighter Plant and Insect Spray Cleaning Solvents Pool Chemicals Degreasers Solvents Engine Degreasers Spot Removers Herbicides Stain and Varnishes Wood Preservatives As stated above, this is only ,3 partial list ALL I101iSPHOLD WASTE WILL BE ACCEPTED . This includes waste that .( is unlabeled and over the recommended quantities . The recommended quantities per person per day are given below: 1 . 5 gallons or less 2. 50 pounds or less Procedures for handling unlabeled waste and large quantities (possible commercial ) are provided in Sections 5 . 0 and 6. 0 respectively . r' +�t e^ 3. 0 Security The Southold Town Landfill is completely fenced ( 6 foot chain-link) around the perimeter. The facility is occupied at all times during regular work hours . Access by persons and vehicles are always controlled by the Southold Town Landfill . The entry/exit road for the landfill is from Middle Road. During non-working hours , a locked gate stops entry onto the facility. y The household waste drum storage building is also surrounded by a 6 foot chain link fence with a locking gate. In addition, the drum storage building has a three-point r locking system on the doors , to provide additional security-. A sign is posted in this area with the legend , "Danger - Unauthorized Personnel Keep Out ,, . It is legible from a distance of at least 35 feet . � Y 4. 0 Procedures_for_Collecting_Household_Wsst.e The Southold Collection Building has a clearly marked area where household waste is collected. Facility personnel receiving the waste will follow these procedures : 1 . Do not smoke. 2 . Wear safety equipment ( e. g. gloves , goggles , apron ) . 3 . Avoid tipping containers onto your stomach or chest . 4 . Set containers down gently. Do not hit the containers against tables or walls . Facility personnel will then check the material for the items addressed below: 1 . Waste containers are in good condition and not leaking. 2 . Waste is from non-commercial use. 3 . Waste containers are properly labeled. If any of the z-ibove answers are "No" refer to the appropriate section for the procedures to follow. If the answers are "Yes" , the next step is to determine the hazard waste class for segregating properly. These classes include flammables , oxidizers , corrosive acids , corrosive bases and poisons . Selectins; the prior class is not straibhtfoward. Frcequent. ly , this hazard class is incorrect. . If ;t the waste is a mixture, the main ingredient. ( twig-Hest percentage) is used to determine the hazard class . Procedures for determining the appropriate classification is given below: 1 . Read the list of ingredients . 2 . Determine the chemical present in greatest quantity. Be aware that in many cases a small amount, of chemical is mixed with a large amount of inert material . An example of this is a pesticide mixed wit-Ii a large percentage of V solvent . This material may then be better classified as a "Flammble solid" rather then a "Poison" . �- 3 . The hazard class may be determined Crom the alphabetical listing of chemicals Given in :lppeudix C . T the chemical is not on this list the Code of Federal Regulations , Title 49 Section 1722. 101 should be used. This section provides an alphabetical listing of chemicals and the proper hazard class . Tf you are unable_ to find the chemical in the Code of Federal Regulations it maybe possible that it is listed by ;another chemical Millie. Appendix D contains an index of chemical synonyms . This index lists chemical names in they left column and provides its compound name in the r•i„ht column . After a hazard class is determined, the waste must be checked to ensure it is compatible with the waste already packaged in the drum. Appendix E and Suction 8. 0 provide information on chemical compatibility. 5 . Material which is corrosive must be classified as either an "Acid corrosive" or Base corrosive" . r L ,i 5 . 0 Handl in _of_Unknown Wastes If unknown waste is brought to the collection center for disposal , the following- information must. be recorded: 1 . Name of .individual . 2 . Address of individual . 3 . Amount . 4. Possible contents . 5 . Type of container . 6. Condition of container. An employee of the transporter will be responding; to the site . Facility personnel will. store :tud st'gregate the waste in the drum storage building until they arrive. At this time, the unknown waste will be brought back to they transporter ' s facility for analysis and proper disposal . If the instructions are to store the unknown waste until a scheduled pick up of the waste drums , the New York State Department of Environmental Conservation , Division of Solid and Hazardous Waste must be notified of the situation . However , when the quantity of waste is large :ind/or• t.lie nature of w rstp is unusual to suspect commercial waste, the following procedures are followed: 1 . Proof of Town residency (e. g. car registration , Lax bi.11 ) . 2 . Their signature on a form verifyins; that it is household waste. See Append.i:. Il for this form . This includes having a DOT Hazardous Waste Warning Placard, a hazardous waste sticker and a waste log sheet . These items are each discussed below: 7. 1 DOT-Hazardous-Materials-Warning-Placard �r The placards shown in Figure 3 represents the hazard classes that are used to segregate the household waste. There should be only five drums , each with a different placard, in the collection area at any time. 7. 3 Hazardous_Waste-Sticker --------- ----- ------- The hazardous waste sticker shown in Figure d must also be affixed to each drum. All required information must be filled out before the drum is used. Incompatible wastes can produce effects which are harmful to human health and the environment . Below are general comments on potentially incompatible wastes . 1 . Waste materials which are classified as corrosive must be packaged separately as either a corrosive acid or corrosive base. 'M Z . Chemical. mixtures must be handled in accordance with the chemical of highest percentage . 3 . Flammables and oxidizers must be packaged separately. 4. Cyanides are reactive with oxidizers and acids . Do not place cyanide in a poison drum c:ontainind any acids or oxidizers . Similiarly, do not place any acids or oxidizers in a drum containing cyanide. When packaging waste, it must: be determined whether it is compatible witlr the wast, already in the drum. If there are any questions concerning the compatibility of wastes call Chemical Pollution Cont: ro.l at (516) 586-0333 for ass is t a n c e. r 9. 0 Waste_Log_Sheet r The waste lob; sheet shown in Figure 5 is to be taped to the cover of each drum. The drum number written on the log must also be marked on the drum. The information required on this form includes the following: 1 . Date - the date the household waste is brought to the Collection Center. 2 . Trade. Name - this is the manufactures ;lame for the item. 'M 3. Chemical Constituents - all ingredients given on the label (percentages if available) must be recorded. a 4. Volume - the volume of each individual container not the total volume must be recorded. 5 . Container Type - e. g. glass , metal , plastic. The waste log sheet must be Dept on file at the facility for 3 minimum of three years . Tire oxidizers and corrosive acids are to be stored on one side of the building. And the flammables , poisons and corrosive bases are to be stored opposite side. The drums must also be recorded on the drum storage log sheet shown in Figure 6. The information to be recorded includes the date, drum number and hazard class . The log sheet will help ensure the drums are picked up Cor disposal in less then 90 days . Please note the 90 day time limit for storage begins once five 55-gallon drums are tilled. When the drums are picked up , the date must be recorded by the appropriate drums . I T 11 . 0 Logging_- in_Waste-and_Packatriny_Procedures ----- ---------- After establishing the correct hazard class and the compatibility of that previously packed, the waste must be logged in . The waste log sheet to be used is shown if Figure 5 . The procedures for completing the form are explained in Section 9. 0 . The waste container can now be packaged into the appropriate drum. Under no circumstances ---------------------- m _packa ust_unknown-waste_beged. The containers must either ---- ------- ----- -- -be glass not exceeding 1 - gallon or metal or plastic not exceeding 5 - gallons . When placed in the drum, it must be completely surrounded by enough vermiculite capable of w absording the total liquid content of the container. Upon closing a drum, it must be full with the inside waste containers and vermiculite. r Given below is the Code of Federal Regulations 49 CFR Part '.'.65 . 316 , Disposal of small containers of hazardous waste in overpacked drums ( lab packs ) . 265 . 316 Disposal of small containers of hazardous waste in overpacked drums Flab packs ) . Small containers of hazardous waste in overpacked drums ( lab Packs ) may be placed in a landfill it the following requirements are met : Hazardous wast must be packed in non-leaking inside containers . The inside c:ontainer•s must be of a a s` design and constructed of a material that will not react dangerously with, be decomposed by, or be ignited by the waste held therein . Inside containers must be tightly and securely sealed. The inside containers must be of the size and type specified in the Department of Transportation (DOT) hazardous materials regulations (49 CFR Parts 173, 178 and 179) , if those regulations specify a particular inside container for the waste. (b ) The inside containers must be overpacked in an V open head DOT-specification metal shipping container (49 CFR Parts 178 and 179) of no more than 416 -1 iter ( 110 gallon ) capacity and surrounded by, at a minimum , f L a sufficient quantity of absorbent material suffic:i.ent. to Completely absorb all fo the liquid contents of the inside containers . Only authorize;: personnel are permitted by the stora;;e building. A fence surrounds the building and a sign is posted stating "Unauthorized Persons - Kee Out If a fire should occur, the building -is equipped with a dry chemical fire extinguisher system. It is "1(-!chanically turned-on by a fused link detection system when the temperature inside Lhe building reaches approximately 160 ` F. The ventilation system will also shutdown , and an audible alarm will uctivai"f' Tf for l C some reason the chemicial fire extinguisher Fails to operate, or the Fire Captain feels it is necessary, the bui.ldin,f Ls also equipped with water sprinklers . The sprinkler system :is operated manually. If it can be avoided, the. use of water will not: he used because of the resulting contaminated runoff. During non-working hours , the storage building fence and the fence surrounding the landfill are locked. If a fire occurs , it would most likely be extinguished by the dry chemical system which turns on mechanically. The packaging area has a concrete floor so spill, d or leaked material can be cleaned up immediately without a threat of contaminating soil or possibly the groundwater. F.sch lousehold waste container brought in by a resident is checked for evidence of leakage and secure closure. If the container is leaking, it is placed in a new container. If it is accidentally broken and the chemical spills in the residence vicinity, tliev are immediately told to evacuate the area at a minimum of 40 feet . r And only the personnel trained in hazardous waste man:lgemeni wi11 be allowed in this area for cleanup . If a strong; odor exists , { all personnel and residents will leave the area and , the i emergency coordinator will be contacted and assessed of the situation. Spillage could also occur when full drums or the partially full drums (at the end of working hours ) are being transported to the storage building. Because these drums are lab packs and fully closed when being moved, the possibility of a major spill is minimal. . Howe ver, if a major spill should occur, the following steps will be taken : 1 . The size and layout of the Collection Building allows the use of visual and voice contact to indicate evacuation procedures . The Gate House approximately 200 feet west of the Collection Building will be contacted by telephone. And the Scale House approximately 150 feet west of the Gate House will be notified by visual and voice contact from the emplovee( s ) at the w Gate House. The Scale House is equipped with an intercom system which will be used to notify employees in the field. 11 . 9 --------------- Collection Buildi_n Evacuation The evacuation route from the municipal and household waste collection area is through the vehicle exit door. Personnel in the employee lounge or office will exit from the east side of the building. The supervisor will ensure that all employees and visitors leave the building. All. persons will assembly in the dirt parking lot nearest the main entrance road to the landfill . Either the Model 7 or the Model 15 will be shipped freight collect via the freight carrier you specify on your purchase order or via Daily Express, Inc. , if a carrier is not specified. A permit will not be required to transport the Model 7 but will be required to transport the Model 15 because the latter will be an oversized load. Daily Express will be invoicing you separately for the freight. You will be required to provide your freight handling equipment to off-load the appropriate building from the transport vehicle upon its arrival.. The Model 7 will weigh approximately 5,500 pounds and can be off-loaded using a 5-ton capacity forklift with at least 5% - Foot forks. Although the Model 15 will weigh approximately 8,000 pounds, it is recommended that an 8-ton capacity forklift with at least 5%-foot Forks be used. The base of each building will be equipped with forklift pads.
