Present were: Peter Young, Chairman Doug Hardy, Member Keith McCamy, Member John Stein, Member Lauren Standish, Secretary Absent were: Jack McGreevy, Member William McDermott, Member Peter Meeker, Member CALL TO ORDER Chairman Peter Young called the meeting to order at 4:35PM. SPECIAL PRESENTATION Jenn Hartnagel from the Group for the East End introduced the Peconic Estuary Program's longstanding priority action items to help protect and preserve water quality and habitat within the Peconic Estuary watershed. She requested feedback and guidance from the members on how the CAC could help the PEP achieve their goals. Some of the target issues include eel grass protection, algae blooms, stormwater run-off, nitrogen pollution, land protection, education and outreach. The CAC provided the following suggestions/comments: 2 • Over-development is part of the problem; • Dedicated roads that are asphalted should have a drainage system; • Sanitary systems need new standards; • The infrastructure is obsolete. • Consider providing economic incentives to homeowners to put money back into the infrastructure; • Consider tax abatements and publicize artificial reefs; • Consider forming a committee for oversight, leadership and resources; • Suggestion to address temporary property because it's not going to stay. It was also suggested that the five towns develop consistent best practices. Jenn Hartnagel indicated that the PEP is updating their comprehensive plan and there will be an opportunity for public comment. REPORTS Peter Meeker attended the Board of Trustees Meeting held on July 23, 2014. Peter Young shared his comments in his absence. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of July 17, 2014. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of PAUL SENNETT to install 52 If. of vinyl bulkhead and 12 If. vinyl return to protect against loss of land during storm. Install 3'X 7' timber stairs to beach, install 60 cy. clean sand fill landward of proposed bulkhead. All work to be performed from landward side of bulkhead. Located: 450 Richmond Road East, Southold. SCTM#135-3-7 Inspected by: John Stein, Keith McCamy, Doug Hardy Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of MARIO MALERBA & GARY NAPOLITANO for the existing one-story dwelling with wood walkways, stone outdoor grill, swimming pool, pool fence, shuffle board court, bulkhead, steps to beach brick patio and walk, proposed clean fill and new patio around pool. Install clean fill to cover pool pipes 3 and raise grade of property around in-ground pool and install stone patio rather than decking. Located: 1250 Blue Marlin Dr., Southold. SCTM#57-1-34 Inspected by: John Stein, Keith McCamy, Doug Hardy The CAC does Not Support the application based on the following: • The project wasn't staked; • There wasn't proper drainage or backwash device for the pool; • A non-turf buffer wasn't designated on the plan; and • The Notice of Hearing sign was not posted. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CHERYL HANSEN to construct a single- family, two-story dwelling, new sanitary system and pervious driveway. Located: 405 Williamsburg Dr., Southold. SCTM#78-5-17 Inspected by: John Stein, Keith McCamy, Doug Hardy The CAC Supports the application with the Condition of an updated survey to include a 15' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of SEAN P. FAHEY for an existing 4'X 77' fixed, seasonal, timber dock (constructed entirely of untreated materials except for 4"X 4" treated timber support posts) with attached "U-shaped 2'X 3' platform on landward end, which is accessed by 3'X 6' steps attached to a 4'X 6' platform off the bulkhead (bulkhead and similar platform and steps previously permitted pursuant to Wetlands Permit#8138. Located: 1415 North Parish Dr., Southold. SCTM#71-1-14 Inspected by: Doug Hardy, Keith McCamy, John Stein The CAC Supports the application with the Condition the existing sand buffer is designated as a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried 4 JONATHAN ZAVIN to remove the existing timber ramp and float. Install additional 30' on existing fixed dock, 3'X 16' wide aluminum ramp, 6'X 20' floating dock with 2-8" piles. Install thru-flow decking over wetlands on existing dock and new decking on remainder. Located: 3005 Wells Rd., Peconic. SCTM#86-2-4 The CAC did not make an inspection, therefore no recommendation was made. Moved by Peter Young, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the application of CHARLES STABILE to legalize a wood wall 3'X 63' located within the northeastern section of the property, along the bottom of the bluff, which was constructed following Hurricane Sandy in 2012. Located: 9976 Nassau Point Rd., Cutchogue. SCTM#1 19-1-10 Inspected by: Peter Young The CAC does Not Support the application based on the following: • The wood wall is already failing; • The platform is undocumented and should be removed; • The project required a proper site plan. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by John Stein, it was RESOLVED to SUPPORT the application of NICOLAS DE CROISSET for the demolition of the existing dwelling, porch and foundation; construction new elevated dwelling with mezzanine storage and deck; remove existing septic system and install new system; raise grade over new distribution pools; and construct new storm water management system. Located: 20 Third St., New Suffolk. SCTM#117-10-19 Inspected by: Peter Young The CAC Supports the application with the Condition of a 15' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried ROBERT A. CZENSZAK to remove all sections of timber bulkheads, reconstruct in-place of seaward bulkhead 66' new vinyl bulkhead "up to 12" higher", (2) new 15' vinyl returns and backfill with 65 cy. clean fill as necessary. Construct a 4'X 66' walk (untreated material) landward of new bulkhead. Located: 4365 Camp Mineola Rd., Mattituck. SCTM#123-5-23 5 The CAC did not make an inspection, therefore no recommendation was made. Moved by Peter Young, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CHANNING REAL ESTATE, LLC to remove and replace 76 If. of storm damaged timber bulkhead and 35 If. bulkhead return with new vinyl bulkhead in same location as existing. Provide 100 cy. of clean sand fill to replace lost during storm. Located: 455 MacDonald Crossing, Laurel. SCTM#145-4-17 Inspected by: Peter Young The CAC Supports the application, however, there is a concern with the potential impact the bulkhead will have on the adjacent property to the west and the road end. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by John Stein, it was RESOLVED to SUPPORT the application of PETER BACCILE to install 445 If. of gabion retaining wall, which has a volume of 1120 cy. over 4200 sf.; all waterward of the apparent high water line. Located: Off Equestrian Ave., Fishers Island. SCTM#9-3-11 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of WCKBH LLC to construct a 110 If. stone revetment 1:1 slope, install a continuous line of silt fence throughout construction, temporary 10' construction path to be regarded, as necessary and reduced to 4'. Reseed disturbed areas and relocate 3' path to beach. Located: 1460 Old Mallory Rd., Fishers Island. SCTM#7-6-11 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by John Stein, it was RESOLVED to SUPPORT the application of ROBERT G. WARDEN & MARGARET S. SMITH to construct a one-story addition to the landward side of an existing two-story plus basement single-family house. The addition will be 408 sf.(45 sf. of that is an open porch). Located: 2945 Equestrian Ave., Fishers Island. SCTM#9-3-14.1 6 Inspected by: Peter Young Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECO, !2 ENDATION OF AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of GEOFFREY PAZZANESE to Amend Permit #8170 to add 12' long vinyl bulkhead return on east side of property. Located: 400 Richmond Road East, Southold. SCTM#135-3-8 Inspected by: John Stein, Keith McCamy, Doug Hardy Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., August 20, 2014 at 5:30 PM. The next meeting of the Conservation Advisory Council has been set for Wed., September 10, 2014 at 4:30 PM at Down's Farm Preserve.
