A Local Law in Relation to Parking Areas
BE IT ENACTED by the Town Board of the Town of Southold as follows:
Chapter 65 (Parking At Beaches) of the Code of the Town of Southold
is hereby amended as follows:
Section 65-2.A. (Designation of parking areas requiring permits.) '
is hereby amended by addin9 the following:
(17)
Bailie Beach Road, Mattituck, from the 9uardrail at the
northerly terminus southerly for a distance of five hundred
(500) feet.
II. This Local Law shall take effect upon its filing with the Secretary of
State.

IN THE MATTER OF A PROPOSED "LOCAL LAW IN RELATION TO PARKING AREAS".

SUPERVISOR HARRIS: We have one public hearing at this time. It's a "Local Law
in Relation to Parking Areas". Councilman Penny will read proof of publication
and verification of such.
COUNCILMAN PENNY: "Public Notice is hereby given that there has been presented
to the Town Board of the Town of Southold, Suffolk County, New York, on the 5th
day of October, 1993, a Local Law entitled, "A Local Law in Relation to Parking Areas".
Notice is further given that the Town Board of the Town of Southold will hold a
public hearing on the aforesaid Local Law at the Southold Town Hall, Main Road,
Southold, New York, on the 19th day of October, 1993, at 8:00 P.M., at which time
all interested persons will be heard. This proposed "Local Law in Relation to Parking
Areas" reads as follows:

is hereby amended as follows:

Copies of this Local Law are available in the Office of the Town Clerk to any
interested persons during businss hours. Dated: October 5, 1993. Judith T. Terry,
Southold Town Clerk." I have an affidavit of publication from The Long Island
Traveler-Watchman. I have an affidavit of posting by the Town Clerk, that this has
been posted on the Town Bulletin Board for the appropriate time. There are no
further communications.

SUPERVISOR HARRIS: Are there any members of the audience, that would like to
address this Local Law at this time? Please come to the microphone, and state your
name.
EDNA POLYN: My name is Edna Polyn, and I live in Mattituck. When you say permits
for Bailie Beach parking, that concerns us, because we've been getting many, many,
transient cars coming down there, and where would they have to obtain these permits?
SUPERVISOR HARRIS: At the Town Clerk's Office.
EDNA POLYN: Will there be anyone coming around to enforce it?
SUPERVISOR HARRIS: There is all the time, yes. There's a parking attendent, that
comes around all the time.
EDNA POLYN: Not that I could see.
SUPERVISOR HARRIS: The signs aren't posted yet. That's why we're posting the
signs, so that the people can not park there unless they have a permit. It was not
available before, so they could park where they wanted.
EDNA POLYN: Is there a fee for this permit?
SUPERVISOR HARRIS: Yes.
EDNA POLYN: But the residents have to pay it also.
SUPERVISOR HARRIS: The residents are the only ones, that are allowed to park
in this designated zone.
EDNA POLYN: What is the fee?
TOWN CLERK TERRY: It's $6.00 for a resident beach permit, but the more I think
about, I suppose if you had a non-resident permit, as long as you have a permit,
and those are $150.00 for April through October.
EDNA POLYN: The permits, that we have now for the Mattituck ramp, and so on,
these are not applicable?
SUPERVISOR HARRIS: That's Mattituck Park District you're referring to.
EDNA POLYN: Then we have to come to the County Clerk's Office?
SUPERVISOR HARRIS: The Town Clerk's. Right here.
EDNA POLYN: This is enforced now?
SUPERVISOR HARRIS: It will be as soon as this Law is enacted.
TOWN CLERK TERRY: Next week.
SUPERVISOR HARRIS: For the upcoming weeks, or whenever it get posted. Yes.
