Chapter 65 (Parking At Beaches) of the Code of the Town of Southold is hereby amended as follows: 1. Section 65-2.A. (Designation of parking areas requiring permits.) is hereby amended by addinc~ the following: (16) Parker's Landing Road, Peconic, from the cjuardrail at the easterly terminus westerly to Indian Neck Lane. II. This Law shall take effect upon its filing with the Secretary of State. Arnoff SUPERVISOR HARRIS: The first public hearing of the afternoon is a "Local Law in Relation to Parking Permits". Councilman Lizewski will read proof of publication and verification of such. COUNCILMAN LIZEWSKI: "Notice of public hearing on Local Law. Public Notice is hereby given that there has been presented to the Town Board of the Town of Southold, Suffolk County, New York, on the 21st day of September, 1993, a Local Law entitled, "A Local Law in Relation to Parking Permits". Notice is further given that the Town Board of the Town of Southold will hold a public hearing on the aforesaid Local Law at the Southold Town Hall, Main Road, Southold, New York, on the 5th day of October, 1993, at 4:30 P.M., at which time all interested persons will be heard. We have proof of publication from The Long Island Traveler- Watchman, on the 30th of September, 1993. We have on the Town Clerk's Bulletin Board, Southold Town, proof of publication, and that's it. We have one communica- tion. In regard to parking by permit at Founder's Landing and other related matters. If there is parking by permit only on the short area of road leading to the landing ramp, all it will mean is that those without permits will park on Indian Neck Lane making traffic difficult. A few weeks ago you included the end of Indian Neck Lane in the parking by permit ordinance. This also raises certain questions some of which I will raise today. People wanting access without permits again will park back of Pg 2 - PH LL in rel to ! king permits the signs making unexpected and unplanned for traffic problems. The need for permits must or should be offset for owners by issuing them five to ten cardboard highly visible permits to give their guests, work people or selves when they use the road. Something you may not have considered. As I have said repeatedly the use of the road, parking and the use of any beach requires consultation with affected homeowners and others to try and develop a livable and workable plan. This has not been done. A disposition of spill from Richmond Creek dredging needs determina- tion. That too relates to all other things. I will repeat again that it is impossible to live in my house in summer the way things are at present. The only thing I can see your permits doing is moving the parking pattern and possibly discouraging a few people. Jody Adams. That's the only correspondence I have. SUPERVISOR HARRIS: Thank you, Joe.
