WHEREAS , the Town Board of the Town of Southold requested bids for a Road
Sweeper for the Department of Highway, pursuant to certain specifications; and
WHEREAS, the Town Board of the Town of Southold received two (2) bids, one
from George Malvese S Co. , Inc. at a bid of $88, 445-00, and another from T rius, Inc.
in the sum of $79, 842.00; and
WHEREAS, upon review of said bids, it was determined by the Town Board that
the bid of George Malvese & Co. , Inc. complies with the bid specifications, but the
bid of Trius, Inc. does not comply with the bid specifications with numerous discrep-
ancies ; specifically, but not limited to: submitting a bid for a road sweeper with only
one (1) engine, whereas the bid specification requires a two (2) engine sweeper;
NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Southold
hereby accepts the bid of George Malvese 8 Co. , Inc. for supplying the Town with one
(1) Mobil, Model 1TE4, Four-Wheel Self-Propelled Pickup Street Sweeper, all in accord-
ance with the bid specifications, at a bid price of $88, 445- 00, which price includes the
trade-in of one (1) 1974 Mobil Sweeper TE4.

In reference to the bid on the road sweeper .
Two (2) bids were received (one) from Trius ,
Inc . with the bid price of $79 , 842 . 00 and
one from George Malvese & Company , Inc . with
the bid price of $88 , 445 . 00 .
The bid specifications were not met by Trius ,
Inc , the low bidder .
A major discrepancy in the specifications
was that a two (2) engine sweeper was bid and
Trius , Inc . submitted a sweeper with only one
engine .
The Town presently has three (3) Malvese sweepers
(Mobil) which we know can do the job . The
mechanics are very familiar with the maintenance
of these sweepers and we stock the wearing
components and parts .
The Trius , Inc . machine has not been in
productivity for any length of time .
Attached is a list of comparison from George
Malvese & Company , Inc . The Town Attorney
has inspected and approved of them .

Dear Ray:
The attached specification comparison is not complete
as FMC does not make available a specification sheet.
However, we have listed seven ( 7 ) major areas where they
do not meet your specifications.
Let' s explore those areas;
1 ) The purpose of a dual engine machine is to let the
rear engine run at a constant speed. In Spring
clean-up or in heavy sweeping conditions this
separate engine enables the operator to vary the
machine travel speed and still keep the rear engine
at top speed to sweep cleanly.
Furthermore, when coming to a stop at traffic signs
or avoiding obstacles, the rear broom continues to
run and not leave debris on the road.
The FMC 4000 has 160 HP @ 3, 000 RPM. The Mobil has
a drive engine of 165 HP @ 3, 000 RPM, plus an
auxiliary engine of 64 HP @ 2,400 RPM. How can
they compare when we have 69 more HP?
2 ) The heavy duty Allison transmission called for in
the specifications is a standard highway transmission
that is probably in your other vehicles. Your mech-
anics are familiar with it and they can repair it.
The FMC hydrostatic transmission is not readily
available in the industry and it would have to be
sent away for repairs .

3 ) The FMC pick-up broom is located forward of the
rear axle. This location makes it much more
difficult to change the broom because it
necessitates removal of the drag shoe plates. Also
the rear tires will leave a compacted path of any
material not removed.
4 ) The operator of the FMC cannot see the gutter broom
without using mirrors -- they are located behind him.
He sits in the center of the machine and must
look away from the front where the danger is.
The operator cannot see his work!
5 ) The cab is small and gives excellent forward
visibility, but there is no room for tools, lunch box,
and fire extinguishers. Since the single door is
hinged forward, it cannot be left open and it makes
the cab interior very hot.
6 ) The FMC 4000 must back up to dump. This must be
done with mirrors or have a laborer direct the operator.
The Mobil operator dumps from the bottom going forward
and does not need any help.
7 ) You already have a Mobil which has exactly the
same parts as the bid machine, and your mechanics
know how to care for it.
Plus all these other deviations from the specifications:
a) The FMC is 14" higher to hit trees and other
obstructions.
b) The sweeping path is 1" less .
c) The FMC has only a 35 gallon fuel capacity instead
of the 50 called for.
d) The pickup broom is 4" less in diameter --
11% less wearing surface.
e) The FMC has 2, 000 miles less chain warranty.
f ) The FMC has 45 gallons less water capacity - 16% .
More time away from sweeping.
g) The FMC has a 2 ' greater turning radius.

Should the rear engine fail on the Mobil, the
front engine can raise the broom to go to the garage.
The FMC does not have this capability.
We have illustrated (13 ) major areas where the
FMC 4000 does not meet your specifications.
In regard to delivery -- we have a similar machine
to your specifications shipping to us the first week in
May. We can promise early delivery.

GENERAL:
The FMC 4000 does not have an auxiliary engine
to power the pick-up broom. Please see the attached
letter.
TRANSMISSION:
The FMC 4000 does not have an automatic transmission.
It has a hydrostatic transmission. Also see the attached
letter.
PICK-UP BROOM:
The FMC 4000 has the pick-up broom located in front
of the drive wheels in opposition to the specifications.
See letter.
GUTTER BROOMS:
The FMC 4000 has the gutter broom located behind the
operator in opposition to the specifications. See letter.
CAB:
The doors of the FMC 4000 are hinged in the front
in opposition to the specifications . The FMC 4000 cannot
operate with the doors open in the summertime.
DIRT HOPPER:
The FMC is not a bottom, gravity dump machine
as called for in the specifications. It is a rear dump
machine.
The design of the FMC 4000 does not allow the provision
of an internal leaf spreader as called for in the specifications.

GENERAL SPECIFICATIONS
The street sweeper to be furnished under these specifications
shall be a four-wheel , self-propelled engine drive with
auxiliary engine to power pick-up broom , gutter broom , elevator
system with water spray system pump ; shall have a minimum of

GENERAL SPECIFICATIONS
The street sweeper to be furnished under these specifications
shall be a four-wheel , self-propelled engine drive with
auxiliary engine to power pick-up broom , gutter broom , elevator
system with water spray system pump ; shall have a minimum of
4 cu . yd . (self load) capacity hopper ; shall have the minimum
sweeping path of 716" ; and shall be regulary listed as
manufacturer ' s current model , and shall comply with standard
specifications for the model offered with exceptions and

DRIVE (PROPULSION) ENGINE
Diesel: shall be a General Motors V-8 Model 4087-7101 with
165 brake HP at 3 , 000 RPM ; 500 C . I . D . Donaldson dry type air
cleaner governor . Anti-freeze to -34 degree F . Hourmeter .
Front engine must be capable of raising the pick-up broom and gutter
broom to enable machine to return to garage .
